    The European Union (EU) has redefined the energy sphere in Europe over the last three decades. Transnational policies targeting liberalization and integration, energy efficiency, renewables, carbon pricing, and energy security have led to major steps forward in terms of a more secure, integrated, and environmentally friendly energy supply. This paper explores, through the lenses of a paradigm shift and transition pathways, how the Association of Southeast Asian Nations (ASEAN) grouping might advance its own energy trilemma through greater energy cooperation. We provide evidence that ASEAN has lagged behind in terms of energy transition, representing considerable risks in multiple forms - most notably, political and physical climate risks from failing to meet the Paris Agreement targets and the risk of stranded assets if accelerated transition is achieved. However, accelerated transition could come in many forms. By drawing on the EU experience, we argue that an energy policy for ASEAN should explicitly pursue a dual transition pathway strategy to yield the best outcome in terms of the energy trilemma. First, an "ASEAN Supergrid" supported by a single energy market and by common carbon pricing would "green" urban and industrial demand. Second, "Distributed Smart Grids" would help reap the social and economic benefits of providing electricity to the rural/remotely located population that have hitherto not had access to electricity. This is a dual transnational and local approach that contrasts with energy transition defined at national level. This interconnected approach should yield security, environmental, and economic dividends.

    In its first Nationally Determined Contribution (NDC) to the Paris Agreement, the Philippines committed to a GHG emissions reduction/avoidance of 75 percent for the period 2020 to 2030, referenced against a projected business-as-usual cumulative emission for the same period. However, the numbers do not add up, critical sectors such as forestry, which is central to the country's climate change response, are excluded, and government is unconditionally committed to just 4 percent of that target. This begs the question of how the NDC squares with the country's high level policy clarity and urgency on climate action, including the requirement to infuse all development plans and policies with it. A resetting of the NDC may therefore be warranted so that both national imperatives for climate risk resilience and climate smart development and global mitigation requirements are better served: an NDC that is based on first principles, with programs and measures anchored on adaptation/resilience and driven by their impact sustainable development rather than by GHG emissions reductions per se. This is not the standard 'decarbonization' path but a path that recognizes that highly vulnerable countries with relatively small carbon footprints per capita like the Philippines are likely to do more for global efforts to reduce the extent of climate change and cope with its impacts if they build robust community ownership for climate action and leverage opportunities based on their own comparative advantages; one comparative advantage of the Philippines is the biodiversity of its marine and coastal resources. This approach also recognizes that climate change impacts will be dire even if global warming is successfully limited to 1.5 degrees. Thus adaptation and resilience are imperatives for all countries and national contributions that are organized to support these efforts will be vital.

The Philippines is lagging in critical health outcome and access indicators in the region. This is a reflection of the long-standing challenges in terms of health financing, health service delivery, governance, and health human resources. Health integration and cooperation could be instrumental in achieving health system goals. While the country has made significant stride in facilitating regional integration and cooperation in recent years, challenges related to regulations, infrastructure, and implementation remain.

    Asia's economic significance has risen substantially over the past several decades. Further economic development in ASEAN, with its massive population, requires very efficient utilization of resources and cross-border cooperation. While ASEAN has much to gain from economic cooperation and integration, it faces non-trivial growth and integration barriers: (i) an infrastructure development gap; (ii) an education gap; and (iii) a market institutions gap, especially in financial sectors, which is very much related to governance issues such as government inefficiency and policy ineffectiveness. The paper offers an overall perspective on maintaining sustainable and inclusive development in ASEAN - the broad trend and the barriers. Three lessons emerge for ASEAN to seize the economic opportunities. First, the governments can gain great mileage in sustainable development from building sound market institutions, catering to financial and economic stability, and establishing sound health care and redistribution programs. Second, governments should promote deeper regional economic integration, invest in digital infrastructure and wireless access, and invest in training workers and companies to tune into the virtual technology. They should partner with the private sector to multiply the gains from the opportunities arising from crises. Finally, governments should embrace digital−IOT−AI technology while considering strategies to address the associated challenges.

    The outbreak of the COVID-19 virus and the resulting falls in demand due both to uncertainty and policy interventions such as lockdowns, "social distancing", and travel restrictions are having a severe impact on Asian economies and hence on Asian households. These negative impacts come through a variety of channels, including loss of employment or reduced working hours, loss of sales and income of a household business, inability to travel to work, increased need to stay at home to look after children or sick household members, higher prices and/or lack of availability of staple items, reduced access to schooling, etc. In order to better understand these impacts, we carried out computer-assisted telephone interviews of households in eight ADB developing member countries: Cambodia, the Lao People’s Democratic Republic, Indonesia, Malaysia, Myanmar, the Philippines, Thailand, and Viet Nam. Our empirical results suggest that various household characteristics, including household income class (before COVID-19), household demographic factors, and COVID-19-induced factors such as having at least one person who lost their job or being located in lockdown areas, all affected the likelihood of a decline in income. In all countries, having at least one person who lost their job or had reduced working time increases the likelihood of experiencing financial difficulties by 17 percentage points. About 27% of children who stopped attending school could not fully participate in online learning programs due to weak/insufficient internet connections and a lack of digital devices. Two COVID-19-related factors - having at least one person who lost their job or had working hours reduced and experiencing financial difficulties - significantly affect the intensity of online classes taken by children in an average household.

    This paper aims to confirm the impact of ICT on Indonesia's trade with ASEAN partner countries and the use of ICT on business activities (e-commerce). The analysis method used in this study is a quantitative analysis of static panel data with a gravity model approach. The study period covers the years 2010 to 2018 and it includes a cross section consisting of nine ASEAN member countries from Indonesia's trading partners. Furthermore, this study uses two groups of variables, namely variables that describe the development and utilization of ICT (IDI and B2B indexes) and variables as indicators of macroeconomic performance (GDP growth, distance, and market size). The results of the analysis show that the IDI and B2B indexes have a significant positive impact in increasing the trade value of Indonesia to trading partner countries in ASEAN. In addition, the economic growth of Indonesia, economic distance, and market size are also proven to have a significant impact on trade between Indonesia and ASEAN countries. Based on the results, the use of ICT can be a key booster for Indonesia's trade performance. Therefore, the development of ICT needs to be a priority agenda for Indonesia's government.

    The Regional Comprehensive Economic Partnership (RCEP) is a forward-looking trade agreement between member economies of the Association of Southeast Asian Nations (ASEAN) and its free trade agreement (FTA) partners (AFPs) namely Australia, China, Japan, Korea, and New Zealand (i.e., non-ASEAN signatory economies). It presents an opportunity to participating economies to consolidate rules given overlapping sets of FTAs. Because of stalemates that developed between economies in World Trade Organizat ion (WTO) negotiations, more regional trading agreements (RTAs) have emerged. As RTAs define trade rules and commitments for all its signatories that are geared towards encouraging free movement of goods and services among member economies, it can deepen economic linkages. The RCEP is an alternative avenue for trade liberalization at the regional level, and a challenger to the Trans-Pacific Partnership (TPP) in terms of coverage and degree of liberalization. Through RCEP, new opportunities for trade and investment may be harnessed. As a result, the enhanced partnership can contribute to human resource and infrastructure development - which are key to the economic growth and development of the Philippines. Hence, we investigate how the RCEP can deepen the contributions of trade in services in the Philippine economy through the commitments made and limitations imposed. We reviewed and assessed the specific commitments of AFPs joining the RCEP in terms of trade in services, particularly on market access and national treatment. We compared these commitments, evaluated its relevance to the needs of the Philippines, and determined the benefits that he Philippines can reap from RCEP. Our analysis suggests that the RCEP is a marginal regional trading arrangement that should be viewed as a compilation of previous regional trading agreements for key economies in the Asia-Pacific (APAC) region. Because of the additional commitments made by the signatory economies, specific opportunities in trade in services may be valuable for the Philippines. However, there are challenges in the form of market access and national treatment limitations, which the Philippines must view as an opportunity to enhance its domestic productivity.

    Die Erholung der deutschen Wirtschaft wird abermals ausgebremst. Das Infektionsgeschehen im Winterhalbjahr hemmt wie in früheren Wellen besonders die Aktivität in den kontaktintensiven Dienstleistungsbranchen. Im Ergebnis wird es zu einem Rückschlag bei den privaten Konsumausgaben kommen und wohl auch zu geringen Rückgängen beim Bruttoinlandsprodukt. Wenn die Belastungen seitens der Pandemie mit dem Frühjahr nachlassen, wird ähnlich wie im laufenden Jahr eine kräftige Erholung einsetzen. Die wirtschaftliche Aktivität dürfte dann auch deshalb besonders viel Schwung entfalten, weil die Lieferengpässe, die die Industrieproduktion derzeit massiv belasten, voraussichtlich nachlassen. Insgesamt wird die durch die Pandemie verursachte Delle im Erholungsprozess wohl größer ausfallen als wir in unserer Herbstprognose unterstellt hatten. Der Rückschlag wird aber bei Weitem nicht so gravierend sein, wie im vergangenen Winterhalbjahr. Im kommenden Jahr wird das Bruttoinlandsprodukt demzufolge mit 4 Prozent nicht so kräftig zulegen wie vor drei Monaten erwartet (5,1 Prozent), dafür aber im Jahr 2023 mit 3,3 Prozent deutlich stärker (Herbstprognose: 2,3 Prozent). Für das laufende Jahr zeichnet sich ein Anstieg von 2,6 Prozent ab. Die Inflation wird vorerst hoch bleiben, auch weil die Lieferengpässe weiterhin die Herstellungskosten erhöhen und das Konsumgüterangebot verknappen. Gleichzeitig haben die privaten Haushalte seit dem Beginn der Pandemie zusätzliche Ersparnisse in Höhe von rund 200 Mrd. Euro angehäuft und besitzen deshalb eine recht hohe Zahlungsbereitschaft. Der Verbraucherpreisanstieg wird sowohl im laufenden als auch im kommenden Jahr wohl bei rund 3 Prozent liegen, bevor er sich im Jahr 2023 wieder verringert. Das Defizit der öffentlichen Haushalte wird im kommenden Jahr aufgrund der nachlassenden Belastungen durch die Pandemie spürbar von 3,8 Prozent in Relation zum Bruttoinlandsprodukt im laufenden Jahr auf 1,8 Prozent sinken. Voraussichtlich werden die Haushalte jedoch auch das Jahr 2023 mit 1,4 Prozent noch deutlich im Defizit abschließen.

    Quality education is a key determinant for ASEAN's aspiration to be a single market and production base and to attract foreign investment. However, the region is characterized by an education divide in terms of quality and output, and this is likely to increase in the post-COVID-19 period. A simulation, modeling a productivity increase in the education sector through an increase in the HDI-Education Index for lagging ASEAN countries to the level of Singapore (benchmark country), shows that GDP, exports, and consumption are poised to go up much more for the countries that lag farther behind Singapore in their education quality. This provides an incentive to ASEAN countries to pay more attention to education cooperation, particularly in terms of setting regional targets for improved education quality and output at national level while linking education more intrinsically to ASEAN economic cooperation.
