Angesichts der Terrorangriffe auf das World Trade Center und das Pentagon hat das Thema eine weitere Bedeutung und Brisanz gewonnen. An vielen Orten der Welt schwelen Konflikte, die erst dann wahrgenommen werden, wenn es zu spät ist. Gesellschaftlicher Zusammenhalt steht allzu oft auf gefährlich dünnem Eis, das jederzeit einzubrechen droht. Der vorliegende Band widmet sich unter dieser Perspektive terroristischen Bedrohungen, Kriegen und Völkermord in ihrer historischen Dimension und aktuellen Problematik.     Outbreak narratives have proliferated for the past quarter century, and now they have reached epidemic proportions. From 28 Days Later to 24 to The Walking Dead, movies, TV shows, and books are filled with zombie viruses, bioengineered plagues, and disease-ravaged bands of survivors. Even news reports indulge in thrilling scenarios about potential global pandemics like SARS and Ebola. Why have outbreak narratives infected our public discourse, and how have they affected the way Americans view the world? In Going Viral, Dahlia Schweitzer probes outbreak narratives in film, television, and a variety of other media, putting them in conversation with rhetoric from government authorities and news organizations that have capitalized on public fears about our changing world. She identifies three distinct types of outbreak narrative, each corresponding to a specific contemporary anxiety: globalization, terrorism, and the end of civilization. Schweitzer considers how these fears, stoked by both fictional outbreak narratives and official sources, have influenced the ways Americans relate to their neighbors, perceive foreigners, and regard social institutions. Looking at everything from I Am Legend to The X Files to World War Z, this book examines how outbreak narratives both excite and horrify us, conjuring our nightmares while letting us indulge in fantasies about fighting infected Others. Going Viral thus raises provocative questions about the cost of public paranoia and the power brokers who profit from it.     Abstract: This research advances the critical literature of humanitarian governance by demonstrating how 'risk management' is reproduced within the governance and regulatory structures of humanitarian institutions and, crucially, how it distorts patterns of emergency assistance coverage. Focusing on the impact of post-disciplinary forms of control, it reveals how humanitarian resources are disciplined by banks' responses to regulatory changes initiated by the adoption of counter-terrorist financing legislation designed to counter flows of money to terrorists. This has resulted in the systematic shedding of NGO customers and the routine blocking of their international transactions - known as derisking. In an effort to limit this, NGOs have adopted a 'precautionary approach' to managing risk in their own activities, limiting their ability to reach some of the most vulnerable populations and curtailing innovation.     We examine the effect of class cleavages on terrorist activity by anarchist and leftist terrorist groups in 99 American, Asian and European countries over the 1860-1950 period. We find that higher levels of political exclusion of the poor, our main measure of class conflict, were associated with higher levels of socialrevolutionary terrorist activity during this time period. This finding is robust to an instrumental-variable approach and a battery of additional robustness checks. We argue that class cleavages - in the form of the monopolization of political power by the rich - perpetuated and exacerbated the socio-economic ordeal of the poor, while simultaneously curtailing their means to effect relief in the ordinary political process. Consistent with our expectations, this provoked terrorist violence by groups whose ideological orientation highlighted concerns over class conflict, economic equality and the political participation of the poor. Indeed, our empirical analysis also shows that terrorist groups motivated by other ideologies (e.g. extreme nationalism) did not respond to political exclusion of the poor in the same manner, which further emphasizes the role of ideological inclinations in the terrorist response to class antagonisms.

    Terrorist events typically vary along many dimensions, making it difficult to identify their economic effects. This paper analyzes the impact of terrorism on international trade by examining a series of three large-scale terrorist incidents in France over the period from January 2015 to July 2016. Using firm-level data at monthly frequency, we document an immediate and lasting decline in cross-border trade after a mass terrorist attack. According to our estimates, France’s trade in goods, which accounts for about 70 percent of the country’s trade in goods and services, is reduced by more than 6 billion euros in the first six months after an attack. The reduction in trade mainly takes place along the intensive margin, with particularly strong effects for partner countries with low border barriers to France, for firms with less frequent trade activities and for homogeneous products. A possible explanation for these patterns is an increase in trade costs due to stricter security measures.

Dabei hat Gewalt selbst keinen festen Ort, vielmehr befindet sie sich in permanenten Umformungsprozessen. Während Gewalt in der Literatur vielfach kulturkritische Implikationen hat, erweist sich die Gewalt der Literatur als selbstreflexiv.Der Sammelband analysiert, wie diskursive Gewaltformen ästhetisch geformt werden, wie die gesellschaftliche Gewalt auf literarische Texte zurückwirkt und wie literarische Texte selbst Einfluss auf gesellschaftliche Gewaltformationen nehmen.Das den vorliegenden Band strukturierende Untersuchungsinstrument – Gewaltformen/Gewalt formen – bietet einen übergreifenden theoretisch-methodischen Ansatz: Die literarische Vertextung von Gewalt wird über die Kategorie der Formung mit der Diskursivität der Literatur verbunden.

    We may think we know what defines religious fanaticism: violent action undertaken with dogmatic certainty. But the term fanatic, from the European Reformation to today, has never been a stable one. Then and now it has been reductively defined to justify state violence and to delegitimize alternative sources of authority. Unknowing Fanaticism rejects the simplified binary of fanatical religion and rational politics, turning to Renaissance literature to demonstrate that fanaticism was integral to how both modern politics and poetics developed, from the German Peasants’ Revolt to the English Civil War.The book traces two entangled approaches to fanaticism in this long Reformation moment: the targeting of it as an extreme political threat and the engagement with it as a deep epistemological and poetic problem. In the first, thinkers of modernity from Martin Luther to Thomas Hobbes and John Locke positioned themselves against fanaticism to pathologize rebellion and abet theological and political control. In the second, which arose alongside and often in response to the first, the poets of fanaticism investigated the link between fanatical self-annihilation—the process by which one could become a vessel for divine violence—and the practices of writing poetry. Edmund Spenser, John Donne, and John Milton recognized in the fanatic’s claim to be a passive instrument of God their own incapacity to know and depict the origins of fanaticism. Yet this crisis of unknowing was a productive one. It led these writers to experiment with poetic techniques that would allow them to address fanaticism’s tendency to unsettle the boundaries between human and divine agency and between individual and collective bodies. These poets demand a new critical method, which this book attempts to model: a historically-minded and politicized formalism that can attend to the complexity of the poetic encounter with fanaticism

    On March 11, 2004, Islamist terrorists carried out a massive bombing on Madrid's largely working-class commuter trains, leaving 191 people dead and more than 1,500 others wounded. This event, known in Spain as 11-M, was the second of three highly visible jihadist attacks on the West between 2001 and 2005, and the first in Europe, occurring just days before the national elections in Spain. Arguing that 11-M marked a critical turning point in Spanish society, this book reveals how poetry played a unique role and reflected a new political and cultural sensibility defined by informal and non-hierarchical networks of communication and memorialization. After the attacks, poems circulated in public spaces in unexpected ways, creating links and relationships that were binding: they were inscribed on banners and monuments; musicalized in anthems, protest songs, and hip-hop music; reproduced on manifestos and blogs; sent by email and text; scribbled on scraps of paper and posted on walls; performed publicly; and painted as graffiti. These forms of expression also resonated strongly with Spanish poets who had already been exploring the possibilities of ethical engagement and aesthetic creation. Poetry and Crisis explores how this essentially poetic sensibility emerged from tragedy, laying the groundwork for similar kinds of affective and grassroots mobilization that continue to grow in Europe today

    Outbreak narratives have proliferated for the past quarter century, and now they have reached epidemic proportions. From 28 Days Later to 24 to The Walking Dead, movies, TV shows, and books are filled with zombie viruses, bioengineered plagues, and disease-ravaged bands of survivors. Even news reports indulge in thrilling scenarios about potential global pandemics like SARS and Ebola. Why have outbreak narratives infected our public discourse, and how have they affected the way Americans view the world? In Going Viral, Dahlia Schweitzer probes outbreak narratives in film, television, and a variety of other media, putting them in conversation with rhetoric from government authorities and news organizations that have capitalized on public fears about our changing world. She identifies three distinct types of outbreak narrative, each corresponding to a specific contemporary anxiety: globalization, terrorism, and the end of civilization. Schweitzer considers how these fears, stoked by both fictional outbreak narratives and official sources, have influenced the ways Americans relate to their neighbors, perceive foreigners, and regard social institutions. Looking at everything from I Am Legend to The X Files to World War Z, this book examines how outbreak narratives both excite and horrify us, conjuring our nightmares while letting us indulge in fantasies about fighting infected Others. Going Viral thus raises provocative questions about the cost of public paranoia and the power brokers who profit from it.     Politische Gewalt gibt es überall. Aber wie und wieso entsteht sie, und was kann sie verhindern? Dieses Buch befasst sich mit der Vielfalt politischer Gewalt in Westeuropa, Süd- und Südostasien sowie der Vielfalt ihrer Begründungen. Es bietet Einblicke in verschiedene ideologische, strukturelle, soziale und politische Hintergründe, Beziehungen und Ziele von nicht-staatlichen Gewaltakteuren in Asien und Europa. Dabei werden verschiedene disziplinäre und theoretische Ansätze sowie eine Vielzahl an Fallbeispielen vorgestellt. Ziel des Bandes ist es, Phänomene zu vergleichen und vereinfachten, eindimensionalen Erklärungen, warum nicht-staatliche Akteure Gewalt anwenden, komplexere Erklärungsansätze entgegenzusetzen. Abschließend bietet das Buch Empfehlungen für politisches Handeln an. Mit Beiträgen von Greg Barton, D. SubaChandran, Aurel Croissant, Rohan Gunaratna, Kevin McDonald, Subrata K. Mitra, Khuram Iqbal, Serina Rahman, La Toya Waha und Christian Echle Political violence is everywhere. But how does it emerge and what can be done about it? This book addresses the diversity of violence in South Asia, South East Asia and Western Europe. It examines the various forms of ideological backgrounds, structural conditions, relations and aims of non-state actors who are involved in violence in these regions and certain countries. Thereby, this book presents a similar diversity of theoretical and disciplinary approaches towards explaining the same phenomenon: violence. The rationale behind this collection of approaches and case studies is to identify communalities on the one hand, and to counter simple, unidimensional explanations of why non-state actors resort to violence on the other.
