    The long-term unemployed sometimes lack basic soft skills needed to enter and succeed in the labor market. We examine whether it is possible to develop or enhance these skills among adults by using a large-scale randomized control trial (RCT) to evaluate the effectiveness of an Active Labor Market Program (ALMP) that targets income-support claimants in Israel. In this program, participants receive personalized treatment composed of weekly sessions with occupational trainers and motivational group workshops. We find that the program increased participants' employment rate by 8 percentage points (a 24% increase) and decreased income support recipiency by 11 percentage points (a 26% decline) relative to the control group. The effects are larger among individuals with a lower attachment to the labor market and lower likelihood of employment such as high-school dropouts and those with a longer history of welfare dependence. Income from work increased both for treated individuals and for their untreated spouses suggesting that the program had positive spillovers within the household. There is no evidence of displacement effects on the control group. The analysis of the mechanisms at work shows that the program had positive and significant effects on participants' soft skills, mainly among those with no recent employment spell, who gradually joined the labor market after participation in the program. In contrast, it induced individuals who had a recent employment spell to go back to employment soon after their allocation to the program. The program effects persist in the long run, even during the Covid-19 crisis, about five to six years after its implementation. We conclude that unemployed income-support claimants with no recent employment spells can benefit considerably from interventions that aim to improve their soft skills.

    Improving youth labor market outcomes is a primary concern for countries around the world. We conduct a randomized controlled trial in Tanzania on an intense gender-sensitive skills training program that worked with over 53,000 youth in the region. After two years, we find the program increased women’s economic outcomes, including income, savings, as well as engagement in the labor market, and quality of jobs for all participants. We find no significant effects on economic outcomes for male participants. We also find significant effects on hard skills for both women and men and soft skills for women in terms of self-awareness and confidence. In a cross experiment with micro-grants, we find smaller but economically significant effects on all outcomes for both genders. From a monetary perspective the training program is very cost-effective, paying for itself within 32 months when targeting both women and men.

    Rapid technological advancements and shifting economic paradigms in the 21st century also continuously change the nature of work wherein more complex and sophisticated skill sets are being required. There is a growing recognition of the pivotal role soft skills play in preparing the youth for this evolving environment. However, there remains a notable gap in identifying what comprises these soft skills, or Transversal Competencies (TVC). The study aims to contribute to policy discussions to support the government in enhancing its understanding of soft skills building and in formulating strategies to cultivate a workforce well-prepared for the future. The study utilized different interrelated methodological approaches: scoping review and key informant interviews (KIIs), with distinct data-collection methods. The results of the scoping review and KIIs suggest there was no clear common definition of the concept or its dimensions. However, the Philippine articulations of TVCs commonly identify these three categories: (a) critical thinking and other cognitive skills, (b) interpersonal skills, and (c) intrapersonal skills. While these dimensions are prioritized, the data were less clear about what the priorities were in which TVC concepts and skills should be assessed. To lay the groundwork on potential assessments, a recommendation of the study involves a need to formulate a multicomponent assessment of soft skills aligned with basic and higher education curricula. Co-creating a systematic approach of developing assessments of TVCs may include stakeholder consultations, cost-benefit analyses, and meticulous test development phases to ensure technical expertise and appropriateness to local contexts. In the future, these assessments may also be leveraged for human resource development and learning in various employment sectors.

    We conduct a correspondence study to assess demand for soft skills in the context of hiring discrimination in Malaysia. We find no evidence of gender-based discrimination, including in STEM occupations. However, in line with previous studies in the same context, we find evidence of ethnic discrimination. We then test the relevance of two soft skills: leadership and teamwork. We find some evidence that the labor market rewards simple signals of teamwork for the average applicant. Teamwork also plays an important role in the context of labor market discrimination, reducing the discrimination gap by 40%. In contrast, signaling leadership skills has no effect. Last, we consider the role of labor market competition. Companies facing competition in the labor market, measured by the number of competitors advertising similar positions, are 56 to 66% less likely to discriminate. On the supply-side, discrimination increases with the relative quality of the pool of applicants. Our results provide novel evidence that soft skills and labor market competition both play an important role in understanding hiring discrimination. This underlines potential pathways to overcome labor market discrimination and improve job matching.

    Technology is disrupting labor markets. We analyze the demand and reward for skills at occupation and state level across two time periods using job postings. First, we use principal components analysis to derive nine skills groups: "collaborative leader", "interpersonal & organized", "big data", '"cloud computing", '"programming", "machine learning", "research", "math" and "analytical". Second, we comment on changes in the price and demand for skills over time. Third, we analyze non-linear returns to all skills groups and their interactions. We find that 'collaborative leader' skills become significant over time and that legacy data skills are replaced over time by innovative ones.
