    This paper studies the role of pensions and income taxes in determining homeownership and household wealth. It provides a cross-country analysis, using tax and pension policy designs in Germany, the US and Australia. These developed nations have similar incomes per capita but very different homeownership rates, with the US and Australia having much higher homeownership compared to Germany. The question is to what extent the observed differences in homeownership are induced by national tax and transfer policies. To that end, we develop a stochastic, overlapping generations (OLG) model with tenure choice. The model is calibrated to Germany featuring German statutory public pension and dual income tax systems, and then applied to study the effects of alternative income tax and pension policy structures. Our simulation results indicate that the US and Australian policy designs have a dramatic impact on homeownership, explaining more than half of the observed differentials. We also show significant macroeconomic effects due to differences in tax and pension policies.

    Abstract: Migration-induced diversity has led to the global emergence of multilingual life worlds in which language regimes are particularly intertwined with labour markets. Thus, state institutions such as national unemployment services must fulfil a special role in society. In a qualitative research project (2019–2021), we interviewed employees at the Austrian Public Employment Service (AMS) at multiple organisational levels. The results demonstrate diverging and (apparently) contradicting approaches and strategies throughout the organisation concerning the appropriateness of using German exclusively during interactions with clients. This is illustrated along a continuum, ranging from a reflective, critical approach towards linguistic diversity that is at least partly based on ideas promoting the value of multilingualism to frequently encountered notions of the need for monolingualism.     How do inclusion and exclusion dynamics unfold in social security systems? Which groups are covered by social security, and in which chronological order are they included? This pilot study of a larger research project on Ideational Dynamics of Inclusion explores these questions through an analysis of old age protection in the Ottoman Empire and Turkey. Inclusion into social security systems either happens through the inclusion of ‘groups’ (‘social categories’ or ‘target populations’) into existing programmes or through the creation of new programmes for certain groups. In legislation, programmatic texts or public debates social rights are ascribed to certain groups of people. Such group construction processes are not trivial and may show much diversity: in social security law, groups may be constructed around diverse dimensions such as employment, profession, gender, age, merit, citizenship, location, or ascribed identity. Through an analysis of primary legislation and programmatic texts, this paper seeks to understand the sequence of inclusion into old age protection in the Ottoman Empire and Turkey. We observe a transformation from a system aimed at protecting state elites towards a system covering diverse societal groups and aspiring universal social protection. This long, gradual and halting process rested on the construction of a multitude of groups mainly but not exclusively along the dimension of employment status. The Ottoman Empire institutionalised its centuries-old system of protection of elderly state employees surprisingly early, through pension funds in the late nineteenth century. This narrow and deeply stratified pension system was transformed from the mid-twentieth century onwards. A close look at the sequence of inclusion reveals similarities in the shifts in political inclusion and the inclusion profile of old age protection. Key expansions in the scope of old age protection mirror shifts in the political regime. Inclusionary dynamics involved both, the expansion of existing programmes to new groups (e.g. employees working in small firms) and the creation of new programmes for new groups (e.g. the self-employed), producing new stratifications in turn.

    Immigration policy can have important net fiscal effects that vary by immigrants' skill level. But mainstream methods to estimate these effects are problematic. Methods based on cash-flow accounting offer precision at the cost of bias; methods based on general equilibrium modeling address bias with limited precision and transparency. A simple adjustment greatly reduces bias in the most influential and precise estimates: conservatively accounting for capital taxes paid by the employers of immigrant labor. The adjustment is required by firms’ profit-maximizing behavior, unconnected to general equilibrium effects. Adjusted estimates of the positive net fiscal impact of average recent U.S. immigrants rise by a factor of 3.2, with a much shallower education gradient. They are positive even for an average recent immigrant with less than high school education, whose presence causes a present-value subsidy of at least $128,000 to all other taxpayers collectively.

    With the acceleration of population ageing, the achieving of healthy ageing is becoming a global imperative and social protection policies and social security systems have an important role to play in this endeavour. Through a life-cycle approach, social protection systems can support the prevention of disability in old age (i.e. by addressing social determinants of health), effective access to long term-care without hardship for those in need of it and decent work in the care economy. In order to make this contribution effectively, the adoption of a gender-transformative approach will be required; for, women are disproportionately represented among both older persons and long-term care (LTC) providers in all their diversity. Furthermore, to adequately contribute to the achieving of healthy ageing and effective access to LTC without hardship as a rights-based entitlement, social protection systems will need to build strong coordination among health care, social care and other social and employment policies. This paper highlights the key entry points for social protection systems to contribute to the Decade on Healthy Ageing, building on a rights-based approach achored in human rights and international social security standards. This working paper draws from the article "Long-term care in the context of population ageing: What role for social protection policies?" by the same authors published in the special edition of the International Social Security Review "The human right to long-term care for the elderly: Extending the role of social security programmes (Tessier et al., 2022).
