En este contexto, los caminos rurales son parte de las condiciones necesarias para un acceso igualitario a los servicios de salud, educación y justicia, así como a otros servicios sociales y administrativos necesarios para un desarrollo con igualdad. Su existencia y adecuado mantenimiento, facilita además la provisión de otros servicios de infraestructura esenciales como la electricidad, agua y saneamiento. La Agenda 2030 para el Desarrollo de las Naciones Unidas, contiene metas específicas destinadas a brindar un entorno de igualdad en la provisión y calidad de los servicios de infraestructuras con una particular atención a lo que sucede en el ámbito rural e indígena, buscando con ello, romper con los estigmas de pobreza y aislamiento que comúnmente caracterizan estos territorios. De cara a la nueva normalidad y la conectividad necesaria para dar respuesta a los impactos impuestos por la epidemia del COVID-19 y la recuperación económica, la provisión de servicios básicos y proyectos de infraestructura resilientes, eficientes y sostenibles que promuevan y posibiliten el cierre de brechas entre los ámbitos urbanos y rurales, constituyen un elemento central para una recuperación económica transformadora

    Ziel dieses Working Papers ist es, die Wissensbasis über die Determinanten von Wanderungsbewegungen von Arbeitskräften zu erweitern. Die Auswertungen wurden im Rahmen des gemeinsamen Forschungsvorhabens "Die räumliche Mobilität von Arbeitskräften im Erwerbsverlauf − Analysen für ländliche Räume in Deutschland" (MobiLä) des Thünen-Instituts für Ländliche Räume und des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) vorgenommen. Das Projekt wird aus Mitteln des Bundesprogramms Ländliche Entwicklung (BULE) gefördert. Anhand von Regressionsanalysen wird überprüft, welche Faktoren in einem robusten und zugleich bedeutenden Zusammenhang mit dem Wanderungsergebnis einer Region stehen. Die Analysen erfolgen auf der Ebene der 360 Kreisregionen Deutschlands und beziehen sich vorwiegend auf den Zeitraum 2004 bis 2017. Die bereits im Projekt erstellten Wanderungsdaten wurden mit einem Regionaldatensatz verknüpft, der umfangreiche Informationen über die Arbeitsmarktbedingungen und weitere Standortfaktoren beinhaltet. Anhand von zwei Schätzverfahren aus dem Bereich des maschinellen Lernens identifizieren wir diejenigen der insgesamt 30 betrachteten Indikatorvariablen, die mit den Wanderungssalden der Kreisregionen am stärksten in Zusammenhang stehen. Die Ergebnisse der Regressionsanalysen zeigen, dass sowohl Arbeitsmarktbedingungen als auch weitere Standortfaktoren mit den regionalen Wanderungsbilanzen korrelieren. Hinsichtlich der Arbeitsmarktcharakteristika ist ein positiver Zusammenhang zwischen dem Wanderungssaldo einer Region und dem Lohnniveau sowie dem Ausbildungsplatzangebot zu beobachten. Regionale Unterschiede in der Arbeitslosigkeit spielen den Ergebnissen zufolge demgegenüber keine bedeutende Rolle, wobei nicht auszuschließen ist, dass die Bedeutung der Arbeitslosenquote für das Wanderungsergebnis anhand der vorgenommenen Analysen aufgrund einer wechselseitigen Beziehung zwischen beiden Merkmalen unterschätzt wird. Einen robusten und zugleich bedeutenden negativen Zusammenhang beobachten wir zwischen der Nettomigrationsrate einer Region und dem regionalen Anteil des primären Sektors an der sozialversicherungspflichtigen Beschäftigung. Unter den weiteren Standortfaktoren weisen vor allem Indikatoren, die mit dem kulturellen und gastronomischen Angebot bzw. der touristischen Attraktivität korrelieren, einen positiven Zusammenhang mit dem regionalen Wanderungsergebnis auf. Außerdem spiegeln sich in den Ergebnissen ausgeprägte Suburbanisierungstendenzen wider: Zwischen dem Wanderungssaldo einer Region und ihrer eigenen Bevölkerungsdichte besteht ein ausgeprägter negativer Zusammenhang. Die Nachbarschaft eines hoch verdichteten Agglomerationsraums korreliert dagegen positiv mit der Nettomigrationsrate. The aim of this working paper is to broaden the knowledge base on the determinants of labor mobility. The analyses are part of the joint research project "The spatial mobility of workers throughout individual working lives - Analyses for rural areas in Germany" by the Thünen Institute of Rural Studies and the Institute for Employment Research (IAB). The project receives funding from the Federal Rural Development Scheme (BULE). We employ regression analyses to investigate which factors exhibit a robust and substantial correlation with a region's migration balance. The analyses are conducted at the level of Germany's 360 Kreisregionen and mainly refer to the timeframe from 2004 to 2017. Migration data generated previously in this project are linked to a regional data set, which contains extensive information on labor market conditions and amenities. Employing two machine learning estimation procedures, we identify those of the 30 included indicator variables that exhibit the strongest correlation to the Kreisregions' migration balances. The regression results show that labor market conditions as well as amenities correlate with regional migration balances. Regarding labor market conditions, a positive correlation of a region's migration balance and its wage level as well as its supply of vocational training openings. Regional differences in unemployment do not play a substantial role according to our results. However, we cannot rule out that the significance of the unemployment rate for the migration outcome is underestimated due to a simultaneous relationship between the two characteristics. We observe a robust and substantially negative correlation between a region's net migration rate and its share of workers with mandatory social security in the primary sector. Among amenities, mainly indicators that correlate with cultural and gastronomic opportunities and the touristic attracticity respectively exhibit a positive correlation with the regional migration outcome. The results, furthermore, reflect substantial tendencies of suburbanization: A region's migration balance exhibits a pronounced negative correlation with its own population density. In contrast, adjacency to a dense agglomeration correlates positively with the net migration rate.

    Im Rahmen des Forschungsvorhabens "Die räumliche Mobilität von Arbeitskräften im Erwerbsverlauf - Analysen für ländliche Räume in Deutschland (MobiLä)" wurden für den Zeitraum 2001 bis 2018 überwiegend per Internetrecherche Initiativen ermittelt, die darauf abzielen, dass zuvor aus einer Region abgewanderte Einwohner zurückkehren. Insgesamt wurden 91 unterschiedliche Rückkehrinitiativen in Deutschland identifiziert, von denen im Jahr 2018 noch 79 Initiativen aktiv waren. Die erhobenen Informationen wurden im Projekt dazu verwendet, die Präsenz von Rückkehrinitiativen neben einer Vielzahl weiterer möglicher Determinanten in ökonometrischen Analysen von (Rück-)Wanderungsbewegungen von Arbeitskräften in Deutschland zu berücksichtigen. Eine Kategorisierung der erfassten Initiativen ergibt, dass sich 13 Initiativen auf einmalige oder jährlich wiederholte Veranstaltungen konzentrieren, während 78 Initiativen kontinuierliche Aktivi-täten zur Gewinnung von Rückwanderern betreiben. 61 Initiativen haben ehemalige Einwohner eines oder mehrerer Kreise zur Zielgruppe, 20 Initiativen konzentrieren sich auf eine oder mehrere Gemeinden bzw. Ortsteile und zehn Initiativen decken ein gesamtes oder mehrere Bundesländer ab. Auswertungen auf der Ebene der Kreise zeigen, dass sich die 81 der 91 Initiativen, die nicht ein ganzes oder mehrere Bundesländer abdecken, 96 der 401 Kreise Deutschlands zuordnen lassen. Über drei Viertel der Kreise, für die wir im Beobachtungszeitraum mindestens eine Rückkehrinitiative identifizieren, zählen gemäß der Typologie ländlicher Räume des Thünen-Instituts zu ländlichen Regionen mit weniger guter sozioökonomischer Lage. 42 % aller Kreise dieses Regionstyps verzeichnen mindestens eine Initiative, während dies nur für 9 % der sonstigen Kreise der Fall ist. Die Anzahl der Kreise mit Rückkehrinitiativen hat in den letzten Jahren deutlich zugenommen. Bis einschließlich 2010 beobachten wir Rückwanderungsinitiativen nur in ostdeutschen Regionen. Gründungen entsprechender Initiativen in Westdeutschland wurden ab 2011 identifiziert, insbe-sondere in agglomerationsfernen, sehr ländlichen Regionen mit weniger guter sozioökonomischer Lage. As part of the research project "The spatial mobility of workers throughout individual working lives - Analyses for rural areas in Germany", we detected via internet research initiatives that aim at promoting the return of former inhabitants who left the region. For the timeframe from 2001 to 2018, we identified 91 distinct return initiatives in Germany. 79 of them were still active in 2018. The gained information has been used in the research project to consider the presence of return initiatives among other potential determinants in econometric analyses of workers' return migration flows in Germany. A categorization of the detected initiatives shows that 13 initiatives focus on singular or yearly repeated events, while 78 initiatives operate continuous within a year to promote return migra-tion. 61 initiatives target former inhabitants of one or multiple German NUTS3-regions (Kreise), 20 initiatives focus on one or multiple municipalities or parts thereof and ten initiatives cover an entire or multiple NUTS1-regions (Länder). Evaluations at the level of German NUTS3-regions show that those 81 initiatives that do not cover an entire or multiple NUTS1-regions can be assigned to 96 of the 401 NUTS3-regions in Germany. More than three quarters of NUTS3-regions that are targeted by at least one return initiative in the observation period are categorized as rural areas with less favorable socio-economic conditions according to the regional typology by the Thünen Institute. 42 % of the NUTS3-regions with less favorable socio-economic conditions according to Thünen typology record at least one initiative, while only 9 % of the remaining NUTS3-regions record an initiative. The number of NUTS3-regions with return initiatives has increased substantially over the last years. Up to 2010 return initiatives were observed in Eastern German regions only. From 2011 onwards, however, we return initiatives have been established in Western Germany as well, particularly in very rural regions that are dis-tant to agglomerations and marked by less favorable socio-economic conditions.

    The aim of this Working Paper is to introduce a conceptual model and study design for researching social disadvantage in rural peripheries, focusing on the interplay of social disadvantage and spatial disadvantage. The paper presents the theoretical concepts, understandings, and definitions, as well as the research design we draw on in the international research project ‘Social disadvantage in rural peripheries in Czechia and eastern Germany: opportunity structures and individual agency in a comparative perspective.’ The project investigates the multifaceted relationships between social disadvantage, local and regional opportunity structures, and individual agency in rural peripheries in Czechia and eastern Germany from a comparative perspective. It focuses on two sets of research questions. The first set concerns the quantitative patterns of social disadvantage and spatial disadvantage in rural areas. The second set asks about the impact of opportunity structures as part of the residential context on particularly disadvantaged groups in four case study regions. The project applies theories of peripheralization and rural restructuring, and considers social networks and individual agency. Area-level secondary data and accessibility analyses and qualitative case studies, including ego-centered network analyses and GPS mapping of time-space activity patterns, are used.

    Dieser Thünen Report untersucht Wohnstandortentscheidungen als im Lebensverlauf regelmäßig stattfindende Abwägungs- und Aushandlungsprozesse von Haushalten in Bezug auf einen subjektiv angemessenen Wohnstandort. Neben Wohnmobilität (d. h. Gemeindegrenzen überschreitende Wanderungen oder innerörtliche Umzüge) wird das Bleiben an einem Wohnort als gleichwertige Handlungsoption thematisiert. Auch multilokales Wohnen und Rückwanderung an einen früheren Wohnort finden als weitere mögliche Optionen Berücksichtigung. Die Studie basiert auf einer Auswertung von 30 leitfadengestützten Interviews mit narrativen Elementen. Diese wurden 2019 und 2020 jeweils zur Hälfte in ländlichen Gemeinden und in Großstädten durchgeführt. Dabei wird eine wohnbiographische Perspektive verfolgt, denn Wohnstandortentscheidungen sind keine singulären Ereignisse. Vielmehr handelt es sich um wiederkehrende und zugleich veränderbare Entscheidungen, die im Kontext biographischer Erfahrungen, subjektiver Deutungen und Bewertungen, ökonomischer und kultureller Ressourcen, normativer Überzeugungen sowie sozialer Einbettungen getroffen werden. Vor diesem Hintergrund und auf der Basis eingangs identifizierter Forschungslücken adressiert der folgende Bericht vier Forschungsfragen: 1. Wie verändern sich Wohnansprüche im Lebensverlauf? 2. Welche Rolle spielen weitere Faktoren neben Lebenslaufereignissen bzw. Statuspassagen für Wohnstandortentscheidungen? 3. Wie laufen wanderungs- und bleibebezogene Abwägungs- und Aushandlungsprozesse in Haushalten ab? 4. Welche Bedeutung kommt den subjektiv gedeuteten Raumkategorien „Stadt“ und „Land“ in Wohnbiographien und Wohnstandortentscheidungen zu? Im Ergebnis der Studie ist festzuhalten, dass alterschronologische Lebensereignisse (biographische Statuspassagen, wie der Auszug aus dem Elternhaus, die Familiengründung oder -erweiterung und der Renteneintritt) von anhaltend großer Bedeutung für wohnstandortbezogene Abwägungs- und Aushandlungsprozesse sind. Sie bilden einen überindividuellen Rahmen, die Ausgestaltung einer Wohnbiographie ist jedoch stets einzigartig, denn weitere nicht-planbare Ereignisse und Anlässe verändern die Wohnansprüche und den Wohnbedarf. Wohnen und Wohnstandortentscheidungen werden stark von normativen Überzeugungen (normative beliefs) geprägt. Besonders wirkmächtig sind die Idee einer Wohnkarriere im Lebensverlauf, d. h. der stetigen Verbesserung der Wohnsituation, sowie das Ziel der Wohneigentumsbildung. Den Raumkategorien „Stadt“ (meist verstanden als Großstadt) und „Land“ (ländliche Gemeinden) werden unterschiedliche Standortofferten und -qualitäten zugeschrieben. In methodischer Hinsicht plädiert die Studie für eine Kombination von biographischen und geographischen Zugängen sowie für Interviews mit mehreren Mitgliedern eines Haushalts, um der Komplexität von Wohnstandortentscheidungen gerecht zu werden. This Thünen Report investigates households’ residential location decisions as recurrent negotiation processes over the life course regarding a subjectively appropriate residential location. Besides residential mobility (migration across municipal boundaries or relocation within a municipality), staying in one place of residence is considered as an equally important option of decision-making. As further options, multi-local living and return migration are taken into account. The study is based on an analysis of 30 semi-structured interviews, half of which were conducted in rural communities and smaller towns and half in large cities in 2019 and 2020. Our research perspective focuses on how residential location decisions are embedded in residential biographies. Decisions on where to live are not seen as singular events. Rather, they are recurring over the life course. At the same time, they are adaptable decisions made in the context of biographical experiences, subjective interpretations, occupational and cultural resources and social embeddedness. Against this backdrop and based on the identified research gaps, the following report addresses four research questions: 1. How do housing demands change over the life course? 2. What role do factors besides life course events or status transitions play in residential location decisions? 3. How do decision-making processes related to staying or leaving take place in households? 4. What is the meaning of the subjectively perceived spatial categories ‘city/urban’ and ‘country/rural’ in housing biographies and residential location decisions? Concluding, we found that chronological life events (biographical status transitions such as leaving the parental home, starting or extending a family and transition into retirement) are of lasting importance for residential location decisions. They build a supra-individual framework, but each residential biography is unique, because further unexpectable events and occasions change housing needs. Housing and residential location decisions are strongly influenced by normative beliefs. The idea of a housing career in the life course, i.e. the constant improvement of the housing situation, as well as the goal of home ownership are particularly powerful. In subjective perceptions, the spatial categories ‘city/urban’ and ‘country/rural’ are related to specific locational utilities and qualities. From a methodological point of view, we argue for a combination of biographical and geographical approaches as well as for interviews with more than one member of one household in order to better reflect the complexity of residential location decisions.

We also study the time devoted to market work, and monthly earnings, of self-employed workers in rural and urban areas. Results show that workers in rural areas are more likely to be self-employed than workers in urban areas, although engaging in self-employment in rural areas is associated with significantly lower monthly incomes. We also report differences by welfare state regime. Self-employment is considered a key mechanism to compensate for the difficulty of developing in rural areas, and this paper shows that workers in rural areas in Europe are more likely to be self-employed, despite more challenging working conditions.

Es steht im Zusammenhang mit den parallel erarbeiteten Positionspapieren der Arbeitsgruppe, die von der ARL-Landesarbeitsgemeinschaft NRW eingerichtet wurde. Seine Aufgabe besteht darin, dazu beizutragen, die Zukunftsperspektiven ländlicher Räume in Nordrhein-Westfalen vorzustellen, Problematiken zu thematisieren und Handlungsempfehlungen zu unterbreiten. Das vorliegende Positionspapier widmet sich explizit den Bereichen "Feuerwehr und Brandschutz" sowie "Gesundheit und Pflege" in den ländlichen Räumen Nordrhein-Westfalens. Beide Bereiche stehen u.a. aufgrund des demographischen Wandels vor großen Herausforderungen, sind jedoch bedeutend für das alltägliche Leben und die Zukunft ländlicher Räume. Die genannten Themenfelder werden in insgesamt fünf Kernforderungen dargelegt und diskutiert. Jeder Kernforderung folgen adressatenorientierte Handlungsempfehlungen. Maßgebende Herausforderungen für beide Bereiche sind u.a. der Fachkräftemangel, Abwanderungen vor allem jüngerer Bevölkerungsgruppen, ein Rückgang an ehrenamtlich Tätigen sowie veraltete Organisationsstrukturen. Die Folgen dieser Entwicklungen bedürfen in ländlichen Räumen sehr unterschiedlicher Handlungsansätze, um die Sicherung der Daseinsvorsorge zu gewährleisten. Vor allem mobile Konzeptionen, die Digitalisierung sowie die Förderung des ehrenamtlichen Engagements sind zentrale Ansatzpunkte. Die Verbindung von Familie und Beruf ist heutzutage ein wichtiger Ansatzpunkt für die Lösung vieler Problemstellungen, sodass u.a. die Rolle der Frau in diesem Zusammenhang erörtert und im Hinblick auf ehrenamtliche Tätigkeiten gefördert werden muss. In Zeiten der Corona-Pandemie bietet vornehmlich die Digitalisierung eine große Chance. Vor allem auf den oberen Ebenen bedarf es verschiedener Interventionen, um den Gemeinden bei Problemen der Daseinsvorsorge in den Bereichen "Feuerwehr und Brandschutz" sowie "Gesundheit und Pflege" behilflich zu sein. The partial position paper on the topic of "Public Service Provision" is related to the parallel position papers of the working team of the ARL state working group NRW. Its task is to contribute to presenting the future prospects of rural areas in North Rhine-Westphalia, to discuss problems and to make recommendations for stimulating and implementing measures. The present position paper explicitly addresses the areas of fire brigades and fire protection as well as health and care in the rural areas of North Rhine-Westphalia. Both areas are facing great challenges, among other things due to demographic change, but are important for everyday life and the future of rural areas. The above-mentioned topics are presented and discussed in five core-requirements. Each of them is followed by address-oriented recommendations for action. Decisive challenges for both areas are, among others, the lack of skilled labor and migration, especially of younger population groups. Furthermore there are a decline in volunteers, and outdated organizational structures. The consequences of these developments require very different approaches in rural areas in order to ensure the provision of services of general interest. Above all, mobile concepts, digitization and the promotion of voluntary work are central approaches for action. The combination of family and work is nowadays an important starting point for the solution of many problems, so that, among other items, the role of women in this context must be reconsidered and promoted with regard to voluntary work. In times of the corona pandemic, digitalization in particular offers a great opportunity. Especially at the upper levels, various interventions are needed to help communities problems regarding services of with problems of general interest in the areas of fire fighting and fire protection as well as health and care.

    Este trabajo busca establecer la contribución del ecoturismo a la intensificación de relaciones rurales-urbanas, con referencia a un conjunto de pequeños emprendimientos localizados en el Río Güejar, en Lejanías, Meta, afectado por décadas de violencia. Entre los impactos de estos emprendimientos se constató la generación de nuevos empleos e ingresos; mejora en las condiciones de vida de los hogares; innovación en la provisión de servicios; recuperación de relaciones de confianza entre los actores sociales; y una cultura de conservación, que contribuye a la protección y aprovechamiento sostenible de los atractivos naturales, como bienes públicos de importancia local y regional. La indagación identificó tres factores coadyuvantes: i) la importancia de la acción colectiva, que activó la construcción de una política pública; ii) la articulación de una respuesta superior a la capacidad local, con la intervención de la Mesa Regional de Turismo y iii) la apertura de nuevos espacios para el disfrute del turismo y para la construcción social del territorio, derivada de la firma del Acuerdo de Paz.     Im ersten Halbjahr 2021 hat das Bundesministerium für Ernährung und Landwirtschaft (BMEL) bei der INFO GmbH Markt- und Meinungsforschung eine repräsentative Bevölkerungsumfrage in Deutschland in Auftrag gegeben, um Analysen subjektiver Einschätzungen und Erfahrungen der Bevölkerung in ländlichen und nicht-ländlichen Räumen zu ermöglichen und politische Maßnahmen zur Angleichung der Lebensbedingungen im ländlichen Raum priorisieren zu können. Dieses Thünen Working Paper enthält einen technischen Bericht über die Umfrage, der das Erhebungsdesign und seine Durchführung, die Datenüberprüfung und die Aufbereitung für die Analyse abdeckt. Es bietet eine Darstellung der wichtigsten Aspekte der Datenqualität – wie das Teilnahme- und Antwortverhalten der Befragungspersonen und die damit zusammenhängende Repräsentativität – und präsentiert Häufigkeitstabellen für alle Variablen in den erhobenen Daten. In the first half of 2021, the German Federal Ministry of Food and Agriculture (BMEL) commissioned a representative population survey in Germany to facilitate analyses of subjective assessments and experiences of the population in rural and non-rural areas, to help prioritize political measures to level-up living conditions in rural areas. This paper provides a technical report of the survey covering the survey design and its implementation, the data checking and preparation for analysis. It provides an account of key aspects of data quality, such as non-response (at the person and survey question level) and representativeness, and presents frequency tables for all variables in the survey data.

    Este trabajo busca establecer la contribución del ecoturismo a la intensificación de relaciones rurales-urbanas, con referencia a un conjunto de pequeños emprendimientos localizados en el Río Güejar, en Lejanías, Meta, afectado por décadas de violencia. Entre los impactos de estos emprendimientos se constató la generación de nuevos empleos e ingresos; mejora en las condiciones de vida de los hogares; innovación en la provisión de servicios; recuperación de relaciones de confianza entre los actores sociales; y una cultura de conservación, que contribuye a la protección y aprovechamiento sostenible de los atractivos naturales, como bienes públicos de importancia local y regional. La indagación identificó tres factores coadyuvantes: i) la importancia de la acción colectiva, que activó la construcción de una política pública; ii) la articulación de una respuesta superior a la capacidad local, con la intervención de la Mesa Regional de Turismo y iii) la apertura de nuevos espacios para el disfrute del turismo y para la construcción social del territorio, derivada de la firma del Acuerdo de Paz.     This book explores how rural gender relations are changing in a globalizing world. It integrates experiences across the globe through the discussion of four key themes in rural gender research: agriculture, international development, gender identities and mobility. The first section (chapters 2-6) examines how mobility affects men and women in rural areas. It explores gender differences in mobility patterns and analyses how mobility affects rural gender identities and relations. The second section (chapters 7-11) focuses on agricultural change, the response of individuals within farm households and the implications for gender relations in rural areas. The third section (chapters 12-17) focuses on the construction of identities and the changes occurring in the definition of rural femininity and masculinity as a result of rural transformations. The fourth section (chapters 18-23) examines the role of international development policies in advancing women's well-being in the less developed parts of the world and some of the unintended consequences of such interventions. The contributors to this book present empirical work from the global North and South.

    Zentrale Aufgaben von Kommunen in Deutschland umfassen die Gewährleistung der Daseinsvorsorge, des öffentlichen Verkehrs, Wirtschaftsförderung, Zugang zu ausreichender Breitbandinfrastruktur, gesundheitliche und soziale Betreuung und Zugang zu kulturellem Leben. Kommunen in ländlichen Regionen stehen gleichzeitig vor zahlreichen gesellschaftlichen, wirtschaftlichen, sozialen und politischen Herausforderungen. Neuartige Ansätze und innovative Akteure und Netzwerke werden daher im Kontext der Schaffung von sozialen oder digitalen Innovationen von den Kommunen als Antwort auf diese Herausforderungen begrüßt, stoßen aber auch teilweise auf Barrieren. In dem Sammelband wird von den Herausgebenden die Frage untersucht, wie sich digitale Vorreiter:innen, die wir "Digitale Pioniere" nennen, in ländlichen Regionen vernetzen, um einen positiven Beitrag zur ländlichen Regionalentwicklung zu leisten. Dabei liegt der Fokus hauptsächlich auf der kommunalpolitischen Ebene und auf der Frage, wie Digitale Pioniere als Schlüsselakteure in der ländlichen Governance agieren. Die Forschungsergebnisse kommunaler Governance sind anhand ländlicher Untersuchungsteilregionen in Baden-Württemberg und Mecklenburg-Vorpommern im Rahmen des Forschungsprojekts "DigPion – Digitale Pioniere in der ländlichen Regionalentwicklung" (2020–2023) erarbeitet worden. Abschließend wird überprüft, wie die Erkenntnisse und erarbeiteten Handlungsempfehlungen für das Bundesland Brandenburg zu übertragen sind.
