    This Discussion Paper analyzes the implementation of underground networks and their impacts on the energy and telecommunications sectors, through the main benefits, lessons learned regarding international benchmarking and an economic-financial analysis. The implementation of underground distribution networks is a reality all over the world and although the sharing of this infrastructure brings mutual benefits to the sectors involved, in Brazil the penetration of this type of grid remains quite low, mainly due to the high investment required. Regarding to the power quality, underground networks improve the system reliability, presenting better values of continuity indicators in relation to those of aerial networks. This improvement causes an economic gain for the electricity companies, reducing the cost of undistributed energy and the compensation paid to consumers due to violations on these indicators limits. Therefore, the current work presents a methodology to quantify the increase in billing for electricity companies due to the implementation of underground networks and compare the economic viability of this type of network in relation to aerial networks. For this, a hypothetical case study in ten different regions in Brazil is conducted in order to show how economic viability varies from region to region. The results showed that for regions with a very high load density and high values of energy interruptions, underground networks are more economically viable than the aerial ones.

    Measures based on self-assessments, which are increasingly important in empirical economic research, are plagued by measurement error. This paper presents the first attempt at measuring both revealed and self-reported reliability of individuals' answers on self-reports of latent characteristics. We show that measurement error on self-reports relevant to economists is heterogeneous across individuals and can be reasonably approximated by a distribution with two unobserved types. We propose a straightforward survey question which allows to distinguish individuals who give highly reliable answers from those who do not, using cross-sectional data. We demonstrate that it predicts revealed individual reliability over and above all measured characterises, survey conditions, and experimental treatments. We show how our simple self-reported reliability measure can be used to cost-effectively reduce attenuation bias in estimates of cognitive and non-cognitive determinants of high school GPA, college graduation, unemployment, and life satisfaction. Without requiring panel data, the achieved correction is similar to some of the most effective reduced-form theory-based approaches in the existing literature. Finally, we clarify the role of effort and self-knowledge in generating measurement error and propose a simple model which rationalizes our findings.

    One objective of retail electricity markets is to enable end-use consumers to incorporate their reliability preferences into their purchasing decisions. This paper investigates if and how this can be done in electricity markets with a capacity requirement. It integrates the standard loss of load and cost minimization approach from the economic literature with probabilistic resource adequacy informed by the engineering literature for electricity markets with capacity requirements. For these electricity markets, a partial solution that allows retail consumers to opt out entirely or partially from capacity markets could help improve social welfare. This solution allows consumers to use their individual estimate of the cost of power outages based on the relevant outage characteristics instead of a system planner estimating a generic value of lost load. The goal of achieving optimal levels of reliability remains elusive, however, due to incomplete probabilistic reliability models, consumers' inability to opt out of capacity requirements, and transaction costs.

    The news-based Economic Policy Uncertainty indices (EPU) of Germany, France, and the United Kingdom display discernible trends that can be found neither in other European countries nor in other uncertainty indicators. Therefore, we replicate the EPU index of European countries and show that these trends are sensitive to the rather arbitrary choice of normalizing the raw counts of news related to economic policy uncertainty by the count of all newspaper articles. We show that an alternative normalization by news on economic policy leads to different long-term dynamics with less pronounced trends and markedly lower uncertainty during recent periods of uncertainty such as Brexit or the COVID-19 pandemic. Consequently, our results suggest that the effects of uncertainty related to these events on economic activity may have been overestimated.

    For many decisions, people rely on information received from others by word of mouth. How does the process of verbal transmission distort economic information? In our experiments, participants listen to audio recordings containing economic forecasts and are paid to accurately transmit the information via voice messages. Other participants listen either to an original recording or a transmitted version and then state incentivized beliefs. Our main finding is that, across a variety of transmitter incentive schemes, information about the reliability of a forecast is lost in transmission more than twice as much as information about the forecast's level. This differential information loss predictably distorts listeners' belief updates: following transmission, reliable and unreliable messages converge in influence and average belief updates from new information are weakened. Mechanism experiments show that the differential loss is not driven by transmitters deliberately trading off the costs and benefits of transmitting different kinds of information. Instead, it results from memory constraints during transmission, which can be overcome through targeted reminders.

    There are many indicators of energy security. Few measure what really matters-an affordable and reliable energy supply-and the trade-offs between the affordability and reliability. Reliability is physical, affordability is economic. The latest Russian invasion of Ukraine highlights some of the problems with energy security, from long-term contracts being broken to supposedly secure supplies being diverted to retired power plants being recommissioned to spillovers to other markets. Energy security requires government intervention. Policies on energy access and poverty should shift from price support, widespread in Asia, to income support. The transition to carbon-free energy poses new challenges for energy security, from a shift in dependence from some resources (coal, oil, gas) to others (rare earths, wind, sunshine) to substantial redundancies in the energy capital stock to undercapitalized energy companies, while regulatory uncertainty deters investment. Renewables improve energy security in one dimension, but worsen it in others, particularly due to long spells of little wind. Security problems with rare earths and borrowed capital are less pronounced. The potential for asset stranding by climate policy is particularly large in Asia.
