    The principal results of the statistical and econometrical studying of dynamics and factors of income inequality across the regions of The Russian Federation (RF) during 1995 - 2007 years have been presented at the paper. The objects of investigation have been the 79 subjects of RF. They have been described by variables: (a) population; (b) income per capita (at average for all population, living at the subject); (c) structure of income: the share of total income, obtained at average of all people in subjects, by five sources (their sum is equal to 100%): (1) business (enterprise) activity; (2) wages (salaries); (3) social transfers; (4) property; (5) other incomes. As the first step of "space - time" analysis dynamics and differentiation of seven named above indicators have been studied. The same initial indicators let us to estimate Total Monetary Income (TMI) and its five component TMI(k), k=1, . . .,5 for each from 79 regions of RF. The spatial distributions of new six variables and their evolution from beginning of transition up to crisis have been considered at the second step of investigation. The GINI and FUND coefficients have been calculated for TMI and for its five components. The subjects of TMI concentration have been determined by comparative level-dynamic analysis of these indicators. The same has been done for TMI(k) from five sources. It could say that practically each region of RF has had the different way of social - economic development. GINI decomposition by five sources of income, presented GINI as a linear combination of income structure and the Coefficients of Concentration, has been the next step of investigation. The results of decomposition indicated clear that two sources of income - (4) "properties" and (5) "other incomes" have been the main factors of interregional income inequality. There are "short lists" of subjects of RF, where the incomes from these two sources have been concentrated. The Decomposition method let us to discuss the different aspects of income inequality and make the emphasis at institutional factors of population economic activities and income redistribution.

    Banning nuclear weapons is an aspiration at the core of most disarmament and non-proliferation initiatives. It gained new momentum with the "Treaty on the Prohibition of Nuclear Weapons." The negotiation of that treaty, and its subsequent approval and entry into force, sheds light on the complexities and dissent surrounding diverse regional perspectives on the appropriate means and timing regarding the elimination of nuclear weapons and establishing a related global norm. Scholars from different academic backgrounds and epistemological standpoints jointly discuss these perspectives through lenses from Africa, Latin America, the Middle East, and South Asia. We seek to discuss how regional issues may shape global non-proliferation and disarmament politics, with a focus on the nuclearweapon-ban norm. This debate also reveals the broad trends and patterns organising and driving the current shifts in the global nuclear order, such as interrelations between regional and global institutions as well as domestic politics and decision-making.

    Place-based attachments are important but often overlooked. Place-based attachments can be beneficial but often harm individuals tied to struggling areas. In this address, I discuss my own education and migration experiences and then more generally discuss sense of belonging as a friction to migration. I also present descriptive statistics related to place-based attachments. Most persons born in the U.S. live in their birth state as adults. Birth-state residence has increased over time, especially among the highly educated. I also present evidence that college graduates who reside in their birth state experience a wage penalty that is increasing over time.

    Does the organisation of healthcare systems affect health outcomes in a pandemic situation? To answer this question, we analysed the effects of the Covid-19 pandemic by focusing on mortality rate outcomes and exploited the heterogeneity of the healthcare organisational models among Italian regions, which makes Italy an ideal "laboratory". Within a common national healthcare system, Italian regions are allowed large autonomy to organise themselves as mixed-markets based on choice and competition, network or centralised leadership models, each delivering different responses to the Covid-19 emergency. Exploiting the discontinuity of healthcare organisational models across the Italian regional borders around Lombardy - the region that most convincingly embraced the mixed-market model fostering competition among health service providers - we applied a difference in geographic regression discontinuity design (DiD-GRDD) to compare mortality rates in 2020 of Lombardy's municipalities with that of neighbouring municipalities in other regions and also exploited the pre-crisis period (2017-2019). Our analysis shows that mortality rates in Lombardy during the first wave were higher by 1-2 percentage points among the population of residents aged 80 years or more, compared to the past, as opposed to regions adopting different organisational models. The mortality rate differential disappeared during the second wave following the implementation of a national policy based on risk zones, limiting mobility and taking stock of the experience developed during the first wave. Finally, by investigating the channels causing higher mortality during the first wave, we show that the role of organisational model differences vanishes, as differential mortality is mostly explained by the decision of the Lombardy regional government to use care homes for hosting Covid-19 patients and reduce the excess demand on the hospital system.
