    In this study we quantify the size and drivers of the contemporary gender pay gap among medical doctors employed in the UK public sector. In using nationally representative data from the Annual Survey of Hours and Earnings, we make comparisons to doctors employed in the private sector, as well as to other public sector medical professionals. We find that the substantial 20 per cent hourly gender pay gap among public sector doctors is far larger than in either of these comparator occupations. Decomposing the mean gender pay gap for public sector doctors, we find that it is largely unexplained by personal and work-related characteristics, consistent with evidence of potential substantial gender inequality in rewards. It is at the top end of the wage distribution where this is most pronounced indicating the presence of a 'glass ceiling' in UK medicine.

    We assess the labor market experiences of military veterans, focusing on three major outcomes, among others, controlling for a wide array of demographic characteristics and industry and occupational fixed effects. First, we find that male and female veterans receive civilian earnings nearly equivalent to nonveteran men and women. This finding implies that military experience is valued in the labor market similarly to foregone civilian experience. Second, veterans are clustered in occupations with somewhat lower than average employment and real earnings growth, and in metropolitan areas with lower levels and growth of real GDP per capita. Third, veterans experience lower returns to formal educational investments (e.g., college) than do nonveterans. Veterans realize earnings gains from professional licenses, but their returns are lower than for nonveterans. These gains are concentrated among science, technology, engineering, and math (STEM) jobs, suggesting that veterans could help meet the growing demand for tech talent and artificial intelligence skills.

    This paper reviews recent theoretical and empirical work on public employment management and presents novel stylized facts on public sector jobs. In the first part, we examine the evolution of managerial practices in the public sector and discuss the contractual arrangement of public sector workers and the labor market institutions that are prevalent in this setting. We argue that, for public sector employees, standard incentive schemes have a low power and are generally less effective than in the private sector. In the second part, we use two international surveys (6th European Working Conditions Survey, covering 28 European countries, and 2nd American Working Conditions Survey for the United States) to investigate selection into public sector employment, public-private pay differentials, and differences in working conditions in Europe and the US. While in Europe the public-private earning gap is positive for low-skilled workers and turns negative for skilled individuals, the gap is negative and relatively flat over the skill distribution in the US. We also document a positive public-private earnings differential in healthcare and education services in Europe, and a negative differential, though not statistically significant, in the US. We find that, in the US, two out of three public sector employees are exposed to some performance-related pay scheme, while in Europe is less than one in four. We do not find evidence that the public sector ensures a fairer work environment, as instances of harassment, discrimination, and obnoxious behavior are widespread.

    Using a representative survey combined with register data on long-term labour market outcomes, this paper examines how personality traits predict sorting into public and private sector employment among prime working-age individuals. To gain deeper insights into the dynamic dimensions of the sorting process, we also study the role of personality traits in the decisions to enter or exit public sector work. Our robust results show that public sector workers are more social, while private sector workers exhibit more orderly behaviour. The link between orderliness and sectoral sorting is partly explained by the reduced entry of individuals with high levels of orderliness into public sector employment. High sociability is also financially better rewarded in the public sector, which may implicitly indicate a good fit between this trait and job performance in that sector.

    The purpose of this paper is to examine the evolutionary stages and current state of e-government in post-Soviet transition countries, shedding light on Uzbekistan as a case study. The previous literature on e-government in developing countries emphasized the considerable positive impact of e-government, including enhanced state services provision, controlled corruption, and more transparent and inclusive governance. The paper claims that there are a number of challenges in transition economies of post-Soviet countries that prevent them from reaping the potential benefits of digital transformation in the public sector. A multidimensional framework, which includes socioeconomic and political factors of technology-enabled public sector reforms, was employed in order to analyze the current state of the e-government system, challenges, and opportunities. Data were collected from several sources: an online user experience survey of 94 citizens from Uzbekistan; 10 structured and semi-structured interviews with central, local, and civil society organizations; and a review of legislative and policy documents, as well as observation of e-government websites. The research finds that despite achieving a noticeable improvement in e-government indicators of the UN and other international organizations, with much emphasis being laid on technological progress, there is a design-reality gap in digitizing public services: a little has been attained in terms of e-government infrastructure and the interoperability of different government authorities. Transactional services are still in their infancy, and greater citizen engagement is still limited. The study also develops possible policy options to overcome barriers in digital transformation in the public sector, by drawing a broader implication from the outcomes in other post-Soviet country contexts.

    This paper studies the wage differentials between the public and private sectors in Spain, as well as its distribution across different educational levels and by gender. To do so, the well-known Oaxaca-Blinder decomposition of mincerian wage regressions is applied for both sectors, breaking down the (public-private) wage gap into a component explained by differences in characteristics and another one capturing differences in returns to those characteristics. Data is drawn from the Wage Structure Survey by INE for 2010, 2014 and 2018. The main findings are: (i) strong wage compression by skills for all workers, and (ii) a female wage premium in the private sector. Both empirical results are rationalised by means of a monopoly-union wage model with monopsonistic features and female statistical discrimination.

    Social dialogue, which forms part of the regulation of labour relations in the public sector, can take a variety of forms ranging from the simple act of publishing informal recommendations, or consultation and sharing information to the most formal and binding negotiated agreements, bargaining or more developed forms of consultation. Although each country has its own cultural, historical, economic, and political setting, there is a diversity of practices in social dialogue in the public service, and the common model of social dialogue for all countries seems to be freedom of association and the right to collective bargaining. It is, therefore, worth showing how different countries manage to adapt their diverse practices in social dialogue in the public service to the national situation. To this end, this report focuses on five selected African countries, namely Angola, Kenya, Tunisia, South Africa, and Ghana. These countries represent respectively the five main subregions of Africa (Central, Eastern, Northern, Southern and Western Africa) as suggested by the ILO. A thorough analysis of these countries’ social dialogue mechanisms in the public service shows that the functioning and sustainability of such mechanisms may be facilitated by permanent structures or institutions, such as national tripartite consultative committees.

    The study assesses the social dialogue, freedom of association and collective bargaining institutions and practices in the public service among five member-countries of the Association of Southeast Asian Nations (ASEAN), namely Indonesia, Malaysia, the Philippines, Singapore, and Thailand. Generally, "public service" and "public sector" as understood from the Constitutions of the five countries broadly subsume the various branches or agencies of the State performing governmental functions at central and local levels, including State enterprises. The Constitutions of the five countries generally recognize the freedom of association as a fundamental civil liberty, but national legislations typically regulate or restrict trade union rights in the public sector to maintain or protect public order, national security, general welfare or good morals. Malaysia, the Philippines, Singapore and Thailand have their respective institutions and mechanisms that could allow public sector employees, represented by their unions or associations, to engage in some form of social dialogue with their employers, including collective negotiation or bargaining. In public sector social dialogue mechanisms, high-level elected or appointed public administrators responsible for State functions represent the State as employer party. Their unions or organizations represent employees, who come from the civil service or the bureaucracy. Generally, regulation of public sector labour relations makes public sector social dialogue difficult and, in relation to Indonesia, inexistent. The author concludes that there is little evidence to show the meaningful existence of the enabling conditions for effective social dialogue, particularly the existence of strong, independent workers' and employers' organizations as envisioned in fundamental ILO conventions, and of political commitment to engage in social dialogue by all parties.

    While revealing new challenges for public services, the Covid-19 pandemic has also cast renewed light on the state of social dialogue and labour relations practices in many countries. But the rationale for this study also has an earlier genesis: following an ILO Governing Body decision, a Global Dialogue forum was convened in 2014 to address the impact of the financial crisis and other challenges confronting labour relations in the public services. It identified the need for further research to "enable improved responses to situations of crisis and to address obstacles in the ratification of Conventions Nos 151 and 154". This report is mainly based on a qualitative desk top assessment of available secondary literature and primary legal texts to describe and contrast the state of freedom of association and the right to organize and collective bargaining in the public services in India, Sri Lanka and Nepal. Public service labour relations in these three south Asian countries are found to be in flux and prone to instability while operating with moderately effective to weak social dialogue mechanisms. Although freedom of association is constitutionally enshrined for public servants, it is restricted in law and practice. Trade Unions are well established but also highly fragmented and politicized.

    Extractive industries are spread across mining of metal and minerals, oil and gas, among others. Multinationals in these sectors are confronted with different challenges ranging from corruption, political risk, economic uncertainty, sunk costs, and the long-gestation periods to execute projects. As a result, tax payment behaviour of subsidiaries in the extractive sector could be dependent not only on these factors, but also on the life cycle of the subsidiary, profitability, and holding structure. Furthermore, emerging economy multinationals in the extractive industries could be state-owned and may invest in foreign subsidiaries for strategic reasons. We examine tax provision in host countries by India's multinational subsidiaries in the extractive industry. Panel data analysis is carried out for the period 2010-20. It is found that tax provision remains lower in the initial years of subsidiary life and increases with the sustenance of subsidiary in the host country for a longer period. In addition, subsidiaries of public sector enterprises are found to have higher tax provisions than their private counterparts. When it comes to the determinants, economic policy uncertainty, corruption, and political stability are found to significantly affect tax provision.

    We analyze prescription behavior of physicians in the public and private sector. We study two major diseases for which an effective, widely accepted low-cost treatment and alternative, more expensive treatments are available. We find that private sector physicians are more likely to prescribe the expensive medication. The result holds after controlling for individual-level factors including health indicators based on detailed administrative data, and patient fixed effects. In one of our cases, we further find that the same physicians prescribe different medication when working in different sectors. These results are consistent with higher 2nd degree moral hazard in the private sector.

    Harnessing the knowledge citizens and government employees are willing to share on social media applications in the public sector is one of the most difficult things to do in the era of Government 2.0. Every day thousands of citizens are commenting on government Facebook posts and blog entries or reshare information published on Twitter. Rarely has government the opportunity to harvest innovative ideas and knowledge that is published through these channels. The main reason for many agencies to set up an organizational account is still “to be where the people are.” Recently Open Innovation platforms have started to address this disconnect and are providing an easy access to participate in making government cool again

    The Brazilian public administration has adopted risk management as a good governance practice. Its implementation is mandatory for all bodies and entities of the Federal Executive Branch, with wide dissemination of regulations and risk management manuals covering other federal powers and levels. On the other hand, there is a lack of broader or more systematic studies on the subject in the national literature. Using secondary data based on the 2018 financial year from various sources of information within the government, the objective of this study was to empirically verify which factors influence the level of risk management practices based on the Contingency Theory (TC) approach. Risk management was considered an integral part of organizations' Management Control System (MCS). The results showed that establishing the organizational strategy significantly influences the levels of risk management practices.

    This is the second publication in a series of three interrelated discussion papers produced by Ipea on the theme of relevance and implementation of risk management (RM). The series began with the title Competência Versus Incerteza: atitudes pessoais e percepção sobre gestão de riscos no âmbito da administração pública federal and also includes the research Determinantes que Influenciam os Níveis de Práticas de Gestão de Riscos nos Órgãos e Entidades da Administração Pública Federal: uma abordagem contingencial. The study focuses on perceptions regarding the process of implementing RM in federal agencies. The data source comprises 148 completed questionnaires obtained in a survey with a group of public servants occupying leadership positions in direct and indirect federal public administration - Direction and Superior Advice (DAS)3 of levels 4 and 5. The objective is to identify which factors influence RM practices in organizations based on the perception of these managers. The contingency theory (CT) is the reference for conceptual discussion, taking into account its assertion that factors such as strategy, structure, and environment are potential determinants of the success or failure of implementing management control systems in organizations. According to the quantitative results, the strategy's maturity level significantly influences the level of RM implementation. The chance of RM influencing the decision-making process increases as there is well-defined and disseminated strategic planning in the organization. Another finding of the research is that a good evaluation of activities and services with citizens implies a more advanced implementation of this management tool.

    We present a new comprehensive and consistent set of public transfer accounts disaggregated by age and by major government programs that spans from 1950 to 2020. Based on these public transfer accounts, we find that except for some programs, particularly social health insurance and old-age pensions, the Philippines' public transfer system as a whole is fiscally sustainable with cumulative lifetime net contributions due to government across cohorts. The implied rates of return from key social protection programs also approximate market interest rates, especially when these programs are taken together, which suggests that the country's public transfer system closely mimics competitive market outcomes.

    This report provides a comprehensive evaluation of the institutional and labour relations regimes in six African countries: Cameroon, Ghana, Kenya, Morocco, Mozambique, and South Africa with a special emphasis on promoting decent working conditions for Local and Regional Government (LRG) workers. It investigates the existing institutional and labour relations regimes by focusing specifically on their impacts on the working conditions of Local and Regional Government (LRG) workers and providing an analysis of each country's unique labour landscape shaped by historical, socio-economic, and political contexts. The report reveals that the effectiveness and scope of institutional and labour relations regimes vary significantly across these countries as they are influenced by historical, socio-economic, and political factors. Notwithstanding these differences, some shared challenges and promising practices emerge that provide useful insights for policymaking. South Africa's legal framework and institutionalized mechanisms for collective bargaining have led to significant advancements in working conditions for LRG workers. Nonetheless, gaps exist in implementation due to capacity constraints and resource limitations. Kenya and Mozambique have made some strides in establishing formal structures to negotiate wages and working conditions, although implementation remains uneven due to weak enforcement mechanisms. In Morocco, a recent shift towards a more participatory approach in local governance has begun to benefit LRG workers, but labour rights need to be fully embedded in this process to ensure widespread improvements in working conditions. Cameroon and Ghana, despite some legal provisions for collective bargaining, face substantial hurdles due to weak enforcement, low union density, and public sector restrictions on collective bargaining. In all six countries, issues such as low wages, poor employment conditions, and limited access to social protection remain prevalent. These challenges are often exacerbated for women LRG workers, who are under-represented in decision-making processes and face additional barriers related to gender discrimination. Despite these challenges, the report identifies several promising practices. These include capacity-building initiatives for labour unions, efforts to strengthen labour inspection systems, and innovative mechanisms to increase worker participation in decision-making processes. The report concludes that promoting decent working conditions for LRG workers in these countries requires a multi-pronged approach. This involves strengthening institutional and legal frameworks, enhancing the capacity of labour unions and other workers' representatives, improving enforcement mechanisms, promoting gender equality, and fostering a culture of social dialogue and worker participation. The findings of this report underline the need for continued efforts by governments, trade unions, employers, and other stakeholders to ensure that LRG workers have decent and dignified working conditions.
