    Thirty years after the collapse of the Soviet Union, it is rather clear what transition policies have worked. Almost all the post-communist countries have become market economies and have achieved macroeconomic stability. Privatization was economically necessary, and its economic outcomes have been very positive. Alas, politically, these successes have often been unsustainable because of strong popular sentiments against the private ownership of big enterprises. Substantial renationalization has occurred. What went wrong? How could privatization be done better, or be defended? What should be done to defend private enterprise in the future? This paper argues that the nature of privatization is far less important than the establishment of good rule of law so that private property rights can be defended.

In the cultural productions discussed in this book, anxieties about social disenfranchisement through unification policy are dramatized in narratives in which Westerners acquire, or attempt to acquire, property in the former East Germany. Each chapter addresses a different type of narrative that has emerged to frame those anxieties, including those of neocolonial Western takeover, the engagement with difficult family histories, masculinity crises in the West, and the corporatization of home. Domestic Disputes is the first book-length study to outline the way in which homes were awarded to individuals and families as the former East Germany privatized and to offer in-depth examinations of the narratives that emerged from that social phenomenon

    Public disability insurance (DI) programs in many countries face pressure to reduce their generosity in order to remain sustainable. In this paper, we investigate the welfare effects of giving a larger role to private insurance markets in the face of public DI cuts. Exploiting a unique reform that abolished one part of the German public DI system for younger cohorts, we find that despite significant crowding-in effects, overall private DI take-up remains modest. Private DI tends to be concentrated among high-income, high-education and low-risk individuals. We do not find any evidence of adverse selection on unpriced risk. Finally, we estimate individual insurance valuations via a revealed preferences approach, a key input for welfare calculations. We find that observed willingness-to-pay of many individuals is low, such that providing coverage partly via a private DI market improves welfare. However, we show that distributional concerns as well as individual risk misperceptions can provide grounds for justifying a full public DI mandate.

    This paper contributes to Comparative Political Economy (CPE), developing an analytical concept of corporate welfare. Corporate welfare - the transfer of public funds and benefits to corporate actors with weak or no conditionality - is a prominent form of state-business relations that CPE scholarship regularly overlooks and misinterprets. Such transfers should be understood as a structural privilege of business in a globalized post-Fordist capitalism, and an increasingly common strategy through which states attempt to steward national economic dynamism within a highly constrained range of policy options. However, without a well-developed concept of corporate welfare - premised upon the key criterion of conditionality - studies that identify a “return” of the state in industrial planning misrepresent these transfers to business as a reassertion of state influence and control, rather than a reflection of state weakness and subordination. The paper provides the analytical building blocks to properly conceptualize transfers to business, works out the core challenges for empirical research, and provides empirical illustrations of this burgeoning phenomenon from the fields of unconventional monetary policy, privatization, and urban political economy. Der Aufsatz entwickelt ein analytisches Konzept der corporate welfare für die Vergleichende Politische Ökonomie. Corporate welfare - der Transfer öffentlicher Mittel an Unternehmen mit schwachen oder gar keinen Konditionalitäten - ist weitverbreitet und wird regelmäßig übersehen oder falsch eingeordnet. Solche Transfers sollten als strukturelles Privileg von Wirtschaftsunternehmen im postfordistischen Kapitalismus verstanden werden und als eine zunehmend verbreitete Strategie, mit der Staaten versuchen, wirtschaftliche Dynamik innerhalb eines stark eingeschränkten Spektrums politischer Optionen zu erzeugen. Ohne ein entwickeltes Konzept der corporate welfare - das auf dem Schlüsselkriterium der Konditionalität basiert - stellen Studien, die eine Rückkehr der Industriepolitik diagnostizieren, Transfers an Unternehmen fälschlicherweise als Wiederbelebung staatlichen Einflusses dar. Der Aufsatz liefert die analytischen Bausteine für eine angemessene Konzeptualisierung von Transfers an Unternehmen, arbeitet die zentralen Herausforderungen für die empirische Forschung heraus und liefert empirische Illustrationen des Problems aus den Bereichen unkonventionelle Geldpolitik, Privatisierungen und regionale Wirtschaftsförderung.

During the German reunification, formerly state-owned socialist firms in East Germany were privatized by the Treuhand, which came at the cost of massive job losses and public protest. I demonstrate that these activities had a detrimental effect on attitudes and political behavior of the affected individuals. Using survey data from the German Socio-economic Panel and election results, I find that East Germans who lost their jobs exhibit significantly lower trust levels, lower political interest and a lower identification with mainstream democratic parties, even up to 30 years after reunification. I corroborate the causality of the results using fixed-effects estimations and a placebo analysis, which fails to explain political disenchantment by reasons other than the Treuhand experience. I interpret the findings as the persistent, negative effect of perceived political mismanagement during a crucial phase of economic transition on long-run political identification.

    The fall of the Berlin Wall in 1989 brought the end of socialism, yet pro-socialist sentiment regained momentum surprisingly quickly across Eastern Europe. Why did voters move back to an ideology that was associated with unfree elections and lackluster economic performance? This paper points to the rushed privatization of East European economies as one plausible driver of the revival of socialist voting. Using micro-level data from East Germany, we show that firm privatizations led to a marked resurgence of the former Socialist Unity Party. We argue that this effect is likely due to perceived inequity: Socialist voting thrived whenever firms were sold to Western elites, which East Germans took as a sign that capitalism was not meritocratic.

    Public disability insurance (DI) programs in many countries face pressure to reduce their generosity in order to remain sustainable. In this paper, we investigate the welfare effects of giving a larger role to private insurance markets in the face of public DI cuts. Exploiting a unique reform that abolished one part of the German public DI system for younger workers, we find that despite significant crowding-in effects, overall private DI take-up remains modest. We do not find any evidence of adverse selection on unpriced risk. On the contrary, private DI tends to be concentrated among high-income, high-education and low-risk individuals. Using a revealed preferences approach, we estimate individual DI valuations, a key input for welfare calculations. We find that observed willingness-to-pay of many individuals is low, such that providing DI partly via a private insurance market with choice improves welfare. However, we show that distributional concerns as well as individual risk misperceptions can provide grounds for justifying a full public DI mandate.

In the cultural productions discussed in this book, anxieties about social disenfranchisement through unification policy are dramatized in narratives in which Westerners acquire, or attempt to acquire, property in the former East Germany. Each chapter addresses a different type of narrative that has emerged to frame those anxieties, including those of neocolonial Western takeover, the engagement with difficult family histories, masculinity crises in the West, and the corporatization of home. Domestic Disputes is the first book-length study to outline the way in which homes were awarded to individuals and families as the former East Germany privatized and to offer in-depth examinations of the narratives that emerged from that social phenomenon
