    There are growing concerns about the impact of pollution on maternal and infant health. In the UK in 2018, 36% of local authorities had levels of PM2.5 where exposure exceeded the annual level recommended by the World Health Organisation at the time. Using a population database of births in Northern Ireland linked to localised geographic information on pollution in mothers' postcodes (zip codes) of residence during pregnancy, we examine whether prenatal exposure to PM2.5 is associated with a comprehensive range of birth outcomes. Overall, we find little evidence that particulate matter is related to worse infant outcomes once we implement a fixed effects approach that accounts for time-invariant factors common to mothers. While reducing pollution remains an urgent public health priority, our results imply that improvements in short-run levels of prenatal PM2.5 exposure are unlikely to be sufficient by themselves to reduce disparities in birth outcomes.

    This note contributes to the literature on the air pollution consequences determined by hosting mega-events. An econometric analysis is provided to document the increase in air pollution observed in Naples (Italy) during the G20 Ministerial meeting on the Environment, Climate, and Energy carried out in July 2021. Such evidence contributes to understanding the potential costs of mega-events in a metropolitan area with low air quality and high private car density. Findings suggest that mega-events cause a decrease in air quality. Therefore, we suggest to organize mega-event outside cities. The media coverage would not be lowered by this policy, and on the contrary it could be a useful occasion to re-discover inner, less urbanized area.

    The purpose of this study is to explore the relationship between individuals' satisfaction with amenities and environmental quality and taste for revolt in the Middle East. Using recent World Value Survey data (WVS7, 2017-2021) from Egypt and Iraq (which have been experiencing severe environmental degradation and inadequate and mismanagement of public infrastructure) and applying Probit regressions, our results show that satisfaction with amenities and environmental quality indicators are negatively and statistically related to individuals' inclination towards revolt in both countries. This finding is more pronounced in urban areas, particularly in large cities. We also find that individuals' satisfaction with amenities and environmental quality affect the taste of revolt through the individual's life satisfaction and satisfaction with the government's provision of utilities. The analysis for Egypt suggests that satisfaction with public transportation systems, roads and highways, air quality, and housing quality are significantly and negatively associated with support for revolutionary action. For the Iraq sample, we find that dissatisfaction with roads and highways, water quality, school quality, and the physical settings of cities lead to a higher probability of support for uprising.

Using the synthetic control method, we compare carbon and air pollutant emissions of the actual and synthetic German transport sector following the 1999-2003 German eco tax reform. We demonstrate sizable average reductions in CO2 (12%), PM2.5 (10%) and NOX (6%) emissions between 1999 and 2009 across a range of specifications. Using official cost estimates, we find that the eco-tax saved more than 40 billion euros of external damages. More than half of the reductions in external damages are health benefits, highlighting the importance of accounting for co-pollution impacts of carbon pricing. Our fuel and emission specific tax elasticity estimates suggest much stronger demand responses to eco tax increases than to market price movements, primarily due to increases in tax salience, which we measure using textual analysis of newspapers. We further show that gasoline-to-diesel substitution substantially mediates the trade-off between climate and health benefits. Our results highlight the key roles of tax salience and fuel-substitution in mediating the effectiveness of fuel taxes to reduce climate and health externalities.

    I document negative externalities of air pollution in the Indian agricultural sector. Using variation in pollution induced by changes in wind across years, I show that higher levels of pollution lead to decreased agricultural productivity, with large changes in productivity being common. The negative effects of pollution are larger in areas growing more labor-intensive crops, indicating that the pollution works at least partly through direct effects on labor productivity. Finally, combining wind direction with the rollout of coal plants, results indicate that pollution from coal plants has a larger effect on agricultural productivity than other types of pollution. Given that the agricultural sector is a refuge for the poor in many developing countries, these results suggest that the negative externalities of pollution may hit the poorest particularly hard.

    Firm ownership is a major determinant for the economic performance of firms, and emissions of pollutants are often by-products of industrial production. We investigate the impact of ownership on pollutant emissions of firms and their in- dustrial facilities in Europe jointly with their output, productivity, and other key economic outcomes. To disentangle the influence of ownership from other firm characteristics, we analyse the effects of ownership changes in an event-study approach. We find that industrial facilities and firms decrease their emissions and industrial output after a change in ownership. Emissions intensity and productivity do not change suggesting that reductions in emissions follow proportional reductions in output rather than reflecting changes in pollution abatement technology. We find some evidence for positive spillover effects on productivity and profits of other facilities and firms owned by the acquiring parent company after a change in ownership.

This cap responds endogenously to technology or macroeconomic shocks, relying on the market price of certificates to aggregate information. It allows policy makers to modify existing institutions to achieve more efficient emission reductions. The paper also shows that the efficient carbon price is more sensitive to technological innovations than usually assumed. The lasting impact and slow diffusion of these innovations typically make the optimal carbon price a much steeper function of emissions than suggested by the social cost of carbon.

    Transforming Philippine agriculture and fisheries (AF) into a dynamic, high-growth sector is essential to poverty reduction, food security, and inclusive economic prosperity. However, unsustainable AF practices have impacts on the environment and climate, and at the same time, ecosystem degradation and climate change impact the productivity and sustainability of the AF sector, with disastrous consequences on food security, income, and livelihoods, especially of small-scale farmers and fishers. Agriculture and fisheries rely on natural capital and are both providers and consumers of ecosystem services, and at the same time pose a threat to nature. This report describes the range of pressures affecting the state of the AF sector, and the response measures being undertaken. Integrating environmental sustainability and climate resilience in AF development and modernization plans has emerged as a necessity in policy and practice. Interventions and priorities need to be defined according to local contexts but within the integrated river basin, coastal zone, and marine area framework. Various practices in ecosystem-based management in agriculture and fisheries exist, and supported by key policies, but sectoral and silo approaches still dominate. The challenge for policymaking is to facilitate dialogue, knowledgesharing, and collaboration, create the market and/or regulatory conditions to incentivize uptake of sustainable practices, and help farmers and fisherfolk access the necessary inputs, financing, and technologies, and acquire the skills that will allow them to follow the economically feasible, environmentally sound, and societally desired path.

    Global economic convergence and protection of the climate are both worthwhile goals. Yet, there is an inherent tension between them. Greenhouse gases are a waste product that is often emitted in the production process. Limiting such emissions therefore hampers the accumulation of income and capital. I expand Solow's growth model to accommodate green house gases, and use this to estimate the contribution of such emissions to economic development. The sobering insight is that we would not have witnessed any convergence in the last 45 years if poorer countries had not increased greenhouse gas emissions.
