    Teacher absenteeism and shirking are common problems in developing countries. While monitoring teachers should ameliorate those problems, mobilizing parents to do so often leads to small or even negative effects on learning outcomes. This paper provides causal evidence that this might result from non-monotonic effects of monitoring teachers. Cross-randomizing nudges to teachers and parents in Ivory Coast - to motivate and monitor teachers directly, and to mobilize parents -, we find that, in schools where parents are nudged, numeracy and literacy test scores improve by an additional school quarter, and student dropouts decrease by over 50%. In contrast, in schools where both are nudged, there is no effect on either learning outcomes or dropouts - even though the latter also fall by nearly 50% where teachers are nudged alone. In those schools, teachers show up less frequently, allocate less time to career development, and target instruction to top students to a greater extent than in schools where only parents are nudged. Monitoring backfires precisely for teachers who were most motivated at baseline, consistent with monitoring intensity eventually crowding out intrinsic motivation. Our results have implications for the design of accountability programs above and beyond education.

    We analyze optimal redistribution in the presence of labor market signaling where innate productive ability is not only unobserved by the government, but also by prospective employers. Signaling in both one and two dimensions is considered, where in the latter case firms have an informational advantage vis-a-vis the government. The dual role of income taxation in redistributing income and affecting signalling incentives is analyzed, as well as extended tax systems that combine income taxation with direct instruments allowing the signals to be taxed. A key focus is the analysis of the feasibility and social desirability of redistribution through wage compression.

    This agent-based model contributes to a theory of corporate culture in which company performance and employees’ behaviour result from the interaction between financial incentives, motivational factors and endogenous social norms. Employees’ personal values are the main drivers of behaviour. They shape agents’ decisions about how much of their working time to devote to individual tasks, cooperative, and shirking activities. The model incorporates two aspects of the management style, analysed both in isolation and combination: (i) monitoring efforts affecting intrinsic motivation, i.e. the firm is either trusting or controlling, and (ii) remuneration schemes affecting extrinsic motivation, i.e. individual or group rewards. The simulations show that financial incentives can (i) lead to inefficient levels of cooperation, and (ii) reinforce value-driven behaviours, amplified by emergent social norms. The company achieves the highest output with a flat wage and a trusting management. Employees that value self-direction highly are pivotal, since they are strongly (de-)motivated by the management style. Dieses agentenbasierte Modell trägt zu einer Theorie der Unternehmenskultur bei, in der sich Unternehmensleistung und Verhalten der Mitarbeiter*Innen aus der Interaktion zwischen finanziellen Anreizen, Motivationsfaktoren und endogenen sozialen Normen ergeben. Die persönlichen Werte der Mitarbeiter*Innen sind die wichtigsten Triebkräfte des Verhaltens. Sie prägen die Entscheidungen der Mitarbeiter*Innen darüber, wie viel ihrer Arbeitszeit sie für individuelle und kooperative Aufgaben sowie für Drückebergerei aufwenden. Das Modell umfasst zwei Aspekte des Führungsstils, die sowohl isoliert als auch in Kombination analysiert werden: (i) Überwachungsmaßnahmen, die sich auf die intrinsische Motivation auswirken, d. h. das Unternehmen ist entweder vertrauensvoll oder kontrollierend und (ii) Vergütungssysteme, die sich auf die extrinsische Motivation auswirken, d. h. individuelle oder Gruppenbelohnungen. Die Simulationen zeigen, dass finanzielle Anreize (i) zu einem ineffizienten Kooperationsniveau führen können und (ii) wertorientierte Verhaltensweisen verstärken, die durch entstehende soziale Normen noch verstärkt werden. Das Unternehmen erzielt den höchsten Output mit einem Pauschallohn und einem vertrauensvollen Management. Mitarbeiter*Innen, die viel Wert auf Selbstbestimmung legen, sind von zentraler Bedeutung, da sie durch den Führungsstil stark (de-)motiviert werden.

    Our current economic systems are transgressing planetary boundaries globally and yet societal needs are not sufficiently and equally fulfilled. Fostering the bioeconomy as an economy based on renewable resources can be a transformation towards a sustainable future, to fulfill societal needs within planetary boundaries. However, sustainability is not intrinsic to the bioeconomy and consequently advanced and comprehensive monitoring systems on a national scale are needed. In the systemic modeling and monitoring of the German bioeconomy (SYMOBIO) a comprehensive national monitoring framework in the context of global dynamics was developed, and a first pilot report of monitoring results was published and presented to the public in June 2020. Stakeholder participation plays a role in informing monitoring from the beginning. Consequently, in this study we aim at evaluating the pilot report and monitoring as well as the general perception of the bioeconomy by an open survey. We collected approximately 100 responses, mainly from the stakeholder group "science". Most stakeholders are moderately satisfied with the monitoring and reporting. However, social aspects of the bioeconomy like hunger, poverty and inequalities are considered to be underrepresented, and the socio-economic perspective is viewed as too narrow. Future monitoring efforts should be oriented more on international agreed frameworks like the SDGs and be comparable to other monitoring systems and levels. Regarding general perceptions of the bioeconomy, a majority of stakeholders have a vision of a socio-ecological transformation, in contrast to German and European strategies which are seen as business-as-usual capitalism using additional renewable resources. Even though most stakeholders see the current development of bioeconomy critically, they consider the future development as open and encourage a sustainable bioeconomy that creates sustainable consumption and production patterns, global responsibility and compliance with planetary boundaries, as well as economic and ecological justice and participation shaping the overall economy. Our analysis underpins previous perspectives from stakeholder workshops and is embedded in increasingly polarizing societal mentalities of transformations.

    In this paper, we provide new evidence on the association of state ownership and tax planning and show that shareholders' monitoring incentives affect a firm's tax planning. Using the unique setting of the German corporate tax system, we distinguish between state owners that directly benefit from state-owned enterprises' (SOEs') income tax payments and those that do not. Our results indicate that the negative association between state ownership and tax planning is concentrated in SOEs where the state owner directly benefits from the tax payments. These results are robust to various specifications and suggest that shareholders' monitoring incentives are a determinant of firms' tax planning activities

    Ziel dieses Berichts ist die Darstellung der - im Rahmen des Dialogforums Groß- und Einzelhandel, unter Mitwirkung der teilnehmenden Handelsunternehmen - erhobenen Daten zu Lebensmittelverlusten im Handelssektor in Deutschland für das Jahr 2019. Darüber hinaus sollen die Erkenntnisse der Erarbeitung einer Zielvereinbarung im Dialogforum Groß- und Einzelhandel (im Rahmen der Nationalen Strategie zur Reduzierung der Lebensmittelverschwendung) dienen. Im Dialogforum arbeiten die teilnehmenden Unternehmen gemeinsam darauf hin, dass das Nachhaltigkeitsziel 12.3 der Agenda 2030 (Halbierung der weltweiten Lebensmittelverschwendung pro Kopf auf Einzelhandels- und Verbraucherebene) erreicht werden kann. Der vorliegende Bericht dokumentiert den aktuellen Stand der Arbeiten im Dialogforum mit Ergebnissen des Lebensmitteleinzelhandels (LEH); die Zahlen des Lebensmittelgroßhandels sollen im nächsten Bericht ergänzt werden. Die Berechnungen basieren auf freiwillig bereitgestellten Daten zu Umsatzverlusten (Abschreibungen) aus 13 Unternehmen des LEH sowie Cash und Carry Unternehmen1, die durch etwa 13.000 Verkaufsstellen repräsentiert werden. Die beteiligten Unternehmen decken einen Marktanteil des gesamten LEH in Deutschland von etwa 35 % ab2. Abschreibungen beinhalten sowohl Lebensmittelabfälle als auch umverteilte Lebensmittel, bspw. in Form von Lebensmittelspenden z.B. an soziale Einrichtungen oder für die Verwertung als Tierfutter sowie Bruch und Verlust. Die Daten unterscheiden nicht zwischen vermeidbaren und unvermeidbaren Lebensmittelabfällen. Zudem geben sie keine Auskunft über die tatsächliche Verwertung der im LEH nicht verkauften Lebensmittel, da die Erfassung buchhalterischen Zwecken dient. Die Hochrechnung der Abfälle an Lebensmitteln im deutschen LEH basiert auf einer sehr hohen Datenqualität; mit Abschreibungsdaten teils sehr großer Unternehmen und Umsatzzahlen des gesamten Sektors. In diesem Bericht wird erstmals in Deutschland der gesamte LEH berichtet (siehe Kapitel 4). Die Lebensmittelabfälle im gesamten LEH liegen für das Jahr 2019 hochgerechnet bei etwa 500 Tausend Tonnen, welche ungefähr 1,5 % des Lebensmittelumsatzes abbilden. Die hier ermittelten Lebensmittelabfälle betragen 290 Tausend Tonnen im organisierten LEH und 210 Tausend Tonnen im anderen LEH. Eine Abgrenzung der Lebensmittelabfälle von Lebensmittelspenden und anderer Verwertung (z.B. zu Tierfutter), ist aufgrund von Datenlücken derzeit nur mithilfe von Schätzungen möglich - Expertenschätzung für diesen Bericht: 30 % der Verluste werden gespendet. Im Zuge weiterer Arbeiten müssen diese Mengen und die Verlustursachen analysiert werden, um daraus Reduzierungsmaßnahmen abzuleiten. The aim of this report is to map food waste in the retail and wholesale sector in Germany for the year 2019 collected as part of the Dialogue Forum on wholesale and retail trade, with the participating retail companies. In addition, the findings regarding the data basis and data collection process are intended to support the development of an accord by the participants in the Dialogue Forum on Wholesale and Retail (as part of the National Strategy to Reduce Food Waste). In the Dialogue Forum, the participating companies work together to ensure that the sustainable development goal 12.3 (halving global food waste per capita at retail and consumer level) can be achieved. This report documents the current status of the work in the Dialogue Forum with results from the food retail sector; the figures from the food wholesale sector will be added in the next report. The calculations are based on voluntarily provided data on sales losses (markdowns) from 13 food retail and Cash and Carry companies represented by approximately 13,000 points of sale3. The participating companies cover a market share of the total retail trade in Germany of about 35 %4. Markdowns include both food waste and redistributed food, such as food donations or as animal feed, as well as breakage and loss. The data do not distinguish between preventable and non-preventable food losses. In addition, they do not provide information on the actual recovery of food not sold at the retail store, since the data collection serves accounting purposes. The extrapolation of food waste for the German retail food sector is based on a high data quality; with markdown data of partly very large companies and sales figures of the entire sector. In this report, the entire food retail is reported for the first time in Germany (see chapter 4). Food waste in the entire retail sector is projected at around 500 thousand tons for 2019, which represents about 1.5 % of food sales. The food waste identified here is 290 thousand tons in organised food retail and 210 thousand tons in the extended food retail. Due to data gaps, it is currently only possible to distinguish food waste from food redistribution (i.e. food donations) and other utilisation (i.e. animal feed) based on estimates - expert estimate for this report: 30% of losses are donated. In the course of further work, these quantities and the causes of losses must be analysed in order to derive measures for reduction.

Der vorliegende Bericht dokumentiert den aktuellen Stand der Arbeiten im Dialogforum mit Ergebnissen des Lebensmitteleinzelhandels (LEH); die Zahlen des Lebensmittelgroßhandels sollen im nächsten Bericht ergänzt werden. Die Berechnungen basieren auf freiwillig bereitgestellten Daten zu Umsatzverlusten (Abschreibungen) aus 13 Unternehmen des LEH sowie Cash und Carry Unternehmen1, die durch etwa 13.000 Verkaufsstellen repräsentiert werden. Die beteiligten Unternehmen decken einen Marktanteil des gesamten LEH in Deutschland von etwa 35 % ab2. Abschreibungen beinhalten sowohl Lebensmittelabfälle als auch umverteilte Lebensmittel, bspw. in Form von Lebensmittelspenden z.B. an soziale Einrichtungen oder für die Verwertung als Tierfutter sowie Bruch und Verlust. Die Daten unterscheiden nicht zwischen vermeidbaren und unvermeidbaren Lebensmittelabfällen. Zudem geben sie keine Auskunft über die tatsächliche Verwertung der im LEH nicht verkauften Lebensmittel, da die Erfassung buchhalterischen Zwecken dient. Die Hochrechnung der Abfälle an Lebensmitteln im deutschen LEH basiert auf einer sehr hohen Datenqualität; mit Abschreibungsdaten teils sehr großer Unternehmen und Umsatzzahlen des gesamten Sektors. In diesem Bericht wird erstmals in Deutschland der gesamte LEH berichtet (siehe Kapitel 4). Die Lebensmittelabfälle im gesamten LEH liegen für das Jahr 2019 hochgerechnet bei etwa 500 Tausend Tonnen, welche ungefähr 1,5 % des Lebensmittelumsatzes abbilden. Die hier ermittelten Lebensmittelabfälle betragen 290 Tausend Tonnen im organisierten LEH und 210 Tausend Tonnen im anderen LEH. Eine Abgrenzung der Lebensmittelabfälle von Lebensmittelspenden und anderer Verwertung (z.B. zu Tierfutter), ist aufgrund von Datenlücken derzeit nur mithilfe von Schätzungen möglich - Expertenschätzung für diesen Bericht: 30 % der Verluste werden gespendet. Im Zuge weiterer Arbeiten müssen diese Mengen und die Verlustursachen analysiert werden, um daraus Reduzierungsmaßnahmen abzuleiten. The aim of this report is to map food waste in the retail and wholesale sector in Germany for the year 2019 collected as part of the Dialogue Forum on wholesale and retail trade, with the participating retail companies. In addition, the findings regarding the data basis and data collection process are intended to support the development of an accord by the participants in the Dialogue Forum on Wholesale and Retail (as part of the National Strategy to Reduce Food Waste). In the Dialogue Forum, the participating companies work together to ensure that the sustainable development goal 12.3 (halving global food waste per capita at retail and consumer level) can be achieved. This report documents the current status of the work in the Dialogue Forum with results from the food retail sector; the figures from the food wholesale sector will be added in the next report. The calculations are based on voluntarily provided data on sales losses (markdowns) from 13 food retail and Cash and Carry companies represented by approximately 13,000 points of sale3. The participating companies cover a market share of the total retail trade in Germany of about 35 %4. Markdowns include both food waste and redistributed food, such as food donations or as animal feed, as well as breakage and loss. The data do not distinguish between preventable and non-preventable food losses. In addition, they do not provide information on the actual recovery of food not sold at the retail store, since the data collection serves accounting purposes. The extrapolation of food waste for the German retail food sector is based on a high data quality; with markdown data of partly very large companies and sales figures of the entire sector. In this report, the entire food retail is reported for the first time in Germany (see chapter 4). Food waste in the entire retail sector is projected at around 500 thousand tons for 2019, which represents about 1.5 % of food sales. The food waste identified here is 290 thousand tons in organised food retail and 210 thousand tons in the extended food retail. Due to data gaps, it is currently only possible to distinguish food waste from food redistribution (i.e. food donations) and other utilisation (i.e. animal feed) based on estimates - expert estimate for this report: 30% of losses are donated. In the course of further work, these quantities and the causes of losses must be analysed in order to derive measures for reduction.

    We conduct a field experiment with remote workers to assess potential adverse effects of monitoring. We find that monitoring reduces the average performance of workers, in particular among the intrinsically motivated workforce. Moreover, monitoring cultivates the average worker: There are fewer high performers and the variance in performance is significantly reduced. Importantly, we show that performance reductions primarily occur among challenging tasks. These performance reductions significantly increase unit costs in our setting. This effect is particularly severe when challenging tasks have high marginal value, as in high-performance work systems or when tasks are complementary inputs into the production function.

    An asset is money-like if investors have no incentives to acquire costly private information on the underlying collateral. However, privately provided money-like assets-like prime money market fund (MMF) shares-are prone to runs if investors suddenly start to question the value of the collateral. Therefore, for risky assets, lack of money-likeness is a necessary condition for lack of run incentives. But is it a sufficient one? This paper studies the effect of the U.S. money market fund reform of 2014-2016 on investor monitoring, money-likeness and stability of institutional prime MMFs. Using the number of distinct IP addresses accessing MMFs' regulatory reports as a proxy for investor monitoring, we find that the reform increased monitoring and thus decreased money-likeness of institutional prime funds. However, we also show that after the reform, institutional prime funds that are more likely to impose the newly introduced redemption restrictions are more monitored, suggesting that investors may monitor in order to avoid being hit by the restrictions. Overall, our results indicate that increased monitoring, or decreased money-likeness, has not made institutional prime MMFs run-free, and it may have actually created a new source of fragility for MMFs.

    In the German unemployment insurance system, Integration Agreements (IA) are mandatory contracts between the employment agency and the unemployed, jointly signed by the latter and the caseworker. IAs stipulate rights and obligations but are generally perceived as instruments to control search behavior. We designed and implemented a Randomized Controlled Trial involving thousands of newly unemployed workers, where we randomize the timing of the IA as well as the extent to which this timing is announced prior to the meeting. Randomization is at the individual level. We use administrative registers to observe outcomes. A theoretical analysis of anticipation of prior announcements provides suggestions to empirically detect this. The results show that IAs early in the spell have on average a small positive effect on entering employment within a year. When classifying individuals using an employability indicator, we find that this result is driven by individuals with adverse prospects. Among them, being assigned to an early IA increases the probability of re-employment within a year from 45% to 53%.

The document reflects on the lessons learned to mitigate the threats to scalability and on how research and evaluation can be better aligned to facilitate and support the scaling-up process of early child development interventions. It points out those attributes that interventions must maintain to ensure effectiveness at scale. Similarly, political support is also identified as indispensable.

    Bank leverage constraints can emerge from regulatory capital requirements as well as from central bank collateral requirements in reserve lending facilities. While these two channels are usually examined separately, we are able to compare them with the help of a bank money creation model in which central bank reserves have to be acquired to settle interbank liabilities. In particular, we show that with regard to bank monitoring, monetary policy via collateral requirements leads to a unique collateral leverage channel, which cannot be replicated by standard capital requirements. Through this channel, banks can expand loan supply and deposit issuance when they face liquidity constraints, by raising the collateral value of their loans with tighter monitoring of firms. The collateral leverage channel can improve welfare beyond standard bank capital regulation. Our results may inform current policy debates, such as the design of central bank collateral frameworks or the question whether monetary policy remains effective in times with large central bank reserves.

    Multinational corporations (MNCs) hire auditors to assess business partners’ compliance with quality, working conditions, and environmental standards. Independent third-party auditors are widely assumed to outperform second-party auditors employed and thus controlled by MNCs. However, outsourcing audits to third parties creates agency problems that can likewise undermine auditor performance. Synthesizing literatures on auditor independence, agency theory, and sourcing, we compare the implications for auditor performance of four sourcing strategies: insourcing, outsourcing, concurrent sourcing, and rotational sourcing. Using proprietary data from a global apparel brand, we find that insourced second-party auditors outperform outsourced third-party auditors and that third-party auditors’ performance improves when MNCs concurrently source audits, using both second- and third-party auditors. We also show that both types of auditors perform better when MNCs rotate auditing firms

    In recent decades, information and communication technology (ICT) has been associated with far-reaching changes in the design of jobs. However, it still remains unclear whether these changes will lead to more centralization or more decentralization in firms. Previous literature on this debate has focused on a strict dichotomy between the two possible directions. In contrast, our theoretical and empirical analyses show that equipping employees with ICT leads to both more centralized and more decentralized job-design policies. This finding is particularly pronounced for executive employees, who are granted more work autonomy but also experience more control via stronger monitoring, while non-executive employees only experience more monitoring without receiving more work autonomy. Our theoretical setting is based on a modified principal-agent model. In our empirical approach we apply estimation models that account for both endogeneity and essential heterogeneity, thereby exploiting exogenous geographic variation in our instrumental variable.

    Anonymous and unannounced site inspections known as "Mystery Shopping" (MS) are common in multi-site service firms, but little is known about the strategic importance of this practice. We conceptualize MS as a monitoring tool firms use to implement the optimal allocation of site resources between sales- and service-related activities in the presence of cross-site reputation spillovers, which is to maximize sales while maintaining service standards. Consistent with this view, data from three retail chains reveal (i) low variation in MS scores, (ii) little correlation of MS scores with sales, and iii) high correlation of sites' MS scores with the likelihood of their supervisors receiving incentive bonuses. Our findings are robust to different estimation specifications, and shed new light on a ubiquitous yet little-studied management practice.

    In recent decades, information and communication technology (ICT) has been associated with far-reaching changes in the design of jobs. However, it still remains unclear whether these changes will lead to more centralization or more decentralization in firms. Previous literature on this debate has focused on a strict dichotomy between the two possible directions. In contrast, our theoretical and empirical analyses show that equipping employees with ICT leads to both more centralized and more decentralized job-design policies. This finding is particularly pronounced for executive employees, who are granted more work autonomy but also experience more control via stronger monitoring, while non-executive employees only experience more monitoring without receiving more work autonomy. Our theoretical setting is based on a modified principal-agent model. In our empirical approach we apply estimation models that account for both endogeneity and essential heterogeneity, thereby exploiting exogenous geographic variation in our instrumental variable.
