    Over the last decades, Europe attracted an increasing number of internationally mobile students. The related influx of talent into European labour markets constituted an important factor to the knowledge economy. This research addresses the question whether changing political landscapes in Europe, e.g. an increasing scepticism concerning migrants or support for right-wing parties, translated into a diminishing attractiveness of European economies. To this end, international graduates' staying behaviour in 28 European destination countries is investigated based on bilateral stay rates for almost 150 countries of origin in the years 2009 to 2019. Controlling for various immigration regimes and institutional settings, international graduates are found to display a high level of sensitivity with respect to political dynamics: A distinct dominance of the right political spectrum may lower the number of international graduates willing to stay by up to 50%. The effect is particularly strong in election years when voters' political preferences become more salient. Eventually, this amounts to a considerable loss for European economies since international graduates have acquired destination country specific human capital and are easily integrated into host societies.

    The South-North migration corridor, i.e. migration flows to the EU from Africa, the Middle East and EU neighbouring countries in the East, have overtaken the East-West migration corridor, i.e. migration flows from Central and East European countries to the EU15 and the European Free Trade Association (EFTA). This is likely to dominate migration flows into the EU+EFTA over the coming decades. This paper applies a gravity modelling approach to analyse patterns and drivers of the South-North migration corridor over the period 1995-2020 and explores bilateral mobility patterns from 75 sending countries in Africa, the Middle East and other EU neighbours to the EU28 and EFTA countries. The study finds that income gaps, diverging demographic trends, institutional and governance features and persisting political instability, but also higher climate risks in the neighbouring regions of the EU, are fuelling migration flows along the South-North corridor and will most likely continue to do so.

    Even in a baseline scenario in terms of climate change and conflict in the EU's neighbouring regions, there is likely to be a substantial increase in the number of people trying to reach the EU in the coming decades. Moreover, an ever larger share of those seeking to reach Europe are likely to come from Africa and the Middle East. Migration and integration policy will have to recognise this fact. In this policy note, we do three things. First, we assess the push and pull factors for migration to the EU, provide an overview of the debates about migration in the EU currently, and how these create the structures within which politicians can act. Second, we give an overview of EU policy on migration as it stands, and in particular its evolution since the migration and refugee crisis of 2015-2016. Finally, we detail our proposals for how EU migration policy should evolve in order to meet the challenges that the coming decades will bring. We conclude that the EU must manage future migration flows via a partnership approach, particularly in relation to Africa. The EU should also encourage circular migration, be flexible, devote sufficient resources to support refugees in its neighbouring regions, tackle integration challenges, and communicate properly and honestly.

    Que font les migrations aux langues et les langues aux migrations ? Dans la crise de l’accueil des migrants qui secoue l’Europe depuis 2015, les langues sont les grandes oubliées des politiques publiques. Pourtant, dans les territoires de l’asile, des dizaines de langues se rencontrent et se croisent aux frontières. Est-ce alors un grand malentendu ou un parler de la migration qui émerge dans ces territoires de Babel ? Une lingua franca ou à l’inverse une lingua non grata ? Cet ouvrage est le fruit de quatre années de recherche de l’équipe Liminal (Linguistic and Intercultural Mediations in a context of International Migrations – ANR, Inalco, 2017-2021) dans les campements, camps et centres d’hébergement et d’accueil pour demandeurs d’asile. Les enquêtes en pashto, persan, arabe(s), ourdou, tigrinya, français, anglais, italien, se sont déroulées au plus près des acteurs, dans la région parisienne, le Calaisis et aux frontières franco-anglaise et franco-italienne. Grâce à une méthodologie originale et une approche pluridisciplinaire à la croisée de l’anthropologie et de la sociolinguistique, l’ouvrage présente une perspective inédite pour aborder par les langues ce qui se joue en migration : une expérience politique, de violences et de résistances.
