    Der Mensch ist ein »animal symbolicum« (Cassirer), und zum Symbolisieren benutzt er Medien. Das ist zentral für Joachim Schapers Studie zur Transformation der vorexilischen, monolatrischen Jahwe-Religion in den Monotheismus der nachexilischen Zeit. Der Autor zeigt, dass der Auslöser das Entstehen einer neuen Konstellation wichtiger Medien war: Schrift, Bild und Geld. Sie führte zu einer entscheidenden Zunahme der Abstraktion in der Repräsentation, die den Übergang von der Monolatrie zum Monotheismus auslöste. 'Symbolising' – i.e., representing through the use of media – is a more elementary, more foundational activity than the self-conscious use of the intellect. Its exploration is central to this investigation of the transformation of the pre-exilic Yahweh religion into the monotheism of the post-exilic period. That transformation was triggered by a new constellation of key media in the pre-exilic and exilic periods: writing, images, and money. The central objective is to understand how their use contributed to a decisive increase in abstraction in representation and led to changes in the conceptualisation of divine presence and its representation that ultimately resulted in the transition from monolatry to monotheism. In this study, Joachim Schaper explores neglected areas of Judahite material culture and contributes to an in-depth reconstruction of Judah's religious history in its most important epoch, and thus of one of the key developments in the religious history of humanity.

    Poorly maintained public infrastructure is common in low- and middle-income countries, with consequences for service delivery and public health. By experimentally identifying the impact of incentives for local maintenance for both providers and potential users, this paper provides one of the first economic analyses of provider–user dynamics in the presence of local coordination failure. Focusing on shared sanitation facilities for slum residents in two major Indian cities, we randomly allocate facilities to either a control or two treatments. The first treatment incentivizes maintenance of the facility among providers, while the second treatment adds a sensitization campaign about the returns of a well-maintained facility among potential users. Using surveys, behavioral and objective measurements for both providers and potential users, we show that incentivizing maintenance does not favor collective action. The treatments raise the quality of facilities and reduce free riding, but at the cost of user selection. Providers improve routine maintenance, but also respond strategically to the newly-introduced incentives. While slum residents’ private willingness to pay and cooperation are unaffected, their demand for public intervention increases. The second treatment raises aware-ness, but does not affect behavior.

    A frequent finding in the empirical literature on cost-benefit analysis of traffic safety measures is that valuations of public goods are lower than valuations of private goods, contrary to theory predictions. This study elicits the willingness to pay for publicly and privately provided safety improvement benefiting cyclists and pedestrians, a relatively neglected group in this literature. Our results suggest that there is no significant difference between valuations of a private good and three versions of a public good as long as the good itself is the same, in our case a mobile phone app. The public good versions differ in attributes such as mandatory or voluntary use and private or public provision institutions. This finding is consistent with the simultaneous presence of both financial altruism and safety altruism, or neither. Public institutions are preferred to private ones in the provision of the public goods, and voluntary participation is preferred to mandated regulation. We also find evidence that attitudes that favor using taxes to fund traffic safety projects, and public responsibility for traffic safety are associated with a higher willingness to pay.

    This study aims to examine the impact of infrastructure on firm performance in nine CAREC countries: Afghanistan, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, and Uzbekistan. Empirical analysis is based on the enterprise survey for 2009, 2013, and 2019. Infrastructure is measured by the duration of power outages, electricity expenses as the share of total sales, access to broadband internet and efficiency of customs. Firm performance was measured by total sales, share of utilized capacity, dummy variable if firm exports, and the share of export sales. Results indicate that firm performance measured through sales and capacity utilization is negatively affected by the duration of power outages and electricity expenses. Moreover, access to broadband internet significantly increases the total sales and export sales of small firms, while efficiency of customs increases the exporting activities of medium and large firms. These findings underline that for the development of private sector and international trade in CAREC countries, sustainable access to, and quality of, electricity, telecommunications, and customs efficiency are important objectives for government policy.

    The National ICT Household Survey (NICTHS), conducted by the Department of Information and Communications Technology (DICT) in partnership with the Philippine Statistical Research and Training Institute (PSRTI), is the first-ever household survey in the country focusing on ICT. The NICTHS is one of the strategies of DICT to jumpstart the generation of official information and communications technology (ICT) statistics critical for monitoring ICT development, particularly the expansion and diffusion of digital technologies, as well as for national development planning and policymaking. The NICTHS has a wealth of information describing households' ICT equipment and individual uses of ICT (information technology, fixed-line, and mobile Internet). This study analyzes the results of the NICTHS to help the government in developing and evaluating ICT policies and strategies, including measures to address issues, such as the digital divide, and in assessing ICT developments in the country compared to that of its peers. The study looks into ICT access and use as they pertain to living conditions (and livelihood) of households, skills of individuals (particularly in mobile telephony and the Internet), and the sharing of equipment within a household (including gender issues), that in turn, can provide clues on the potential impact of increased ICT adoption in the country on productivity, growth, jobs, and inclusion.

    South Asia needs large infrastructure investments to achieve its development goals, and public investment can also support the Covid-19 recovery. Regression estimates that account for the quantity and quality of investment suggest that public infrastructure was a key driver of productivity growth in South Asia. Going forward, higher public infrastructure spending can raise growth, but its benefits depend on how it is financed and managed. Model simulations show that tax financing, concessional lending, or private sector financing through public private partnerships (PPPs) are more advantageous than government borrowing through financial markets because they support growth while containing the impact on public debt. However, the optimal choice also depends on available fiscal space, taxation capacity, implementation risks, and public investment efficiency. To reap the most benefits from higher infrastructure investment, South Asian countries need to manage fiscal risks carefully, including from PPPs and state-owned enterprises, and improve public investment efficiency

    Existe evidencia de que la inversión fomenta el crecimiento económico, con lo cual, se generan mayores recursos al Estado. La cuantía de esta mayor recaudación fiscal depende de diversas condiciones, entre ellas, el momento en que se encuentre el ciclo económico. De acuerdo con la evidencia empírica, el multiplicador de la inversión tiende a ser mayor en condiciones recesivas. Por lo que el actual contexto de pandemia por COVID-19 sería un escenario propicio para potenciar el efecto que la inversión en infraestructura tiene sobre el crecimiento.     La necesidad de contar con políticas públicas para la infraestructura está en el centro de la agenda del desarrollo de América Latina. Dentro de aquellas, en particular, la política para un mejor funcionamiento de la cadena de suministro y de la movilidad de personas, adquiere una alta relevancia. Las políticas públicas van de la mano, necesariamente, de los objetivos de sostenibilidad para los países.En tal contexto, el presente estudio busca resolver uno de los aspectos que muestra la experiencia mundial, y que resulta conducente a una mejor y sostenible explotación de las vías fluviales: contar con una clasificación común de vías navegables interiores es necesaria para identificar las redes de navegación interior, tanto sea principal o secundaria, y para dar seguimiento de su desarrollo, así como también evaluar el alcance de los proyectos de infraestructura implementados o a implementarse, destinados a mejorar la capacidad de la red.Este estudio propone las bases para desarrollar una herramienta similar aplicable a América del Sur: un marco para una clasificación de vías navegables interiores, que además incorpore temas de interés adicionales sobre políticas, como la promoción del nivel de servicios de logística y movilidad y una mayor sostenibilidad en la provisión de infraestructura y la movilidad. El marco de clasificación propuesto está referido a las vías navegables interiores de bajo calado ( shallow draft), pero no a las de mayor calado (deep waters). Resumen .-- Introducción .-- I.     High hopes are pinned to mini-grids for rural electrification, especially in remote and sparsely populated areas. This note presents new evidence from a large evaluation of a US Millennium Challenge Corporation investment into mini-grids in Indonesia. We find that, a few years after commissioning, many mini-grids in the program do not operate properly, corroborating older concerns about the sustainability of mini-grids and off-grid energy systems that have been voiced for several years. Operational costs are typically high and electricity demand low. Minigrid programs should take these structural challenges into account, and especially abstain from overly optimistic electricity demand projections
