    This paper synthesizes a set of national case studies conducted in the Sahelian countries during 2019- 2020 as a collaboration between national universities and research institutes, and the Center for Development Research (ZEF), University of Bonn, with contributions from the Agrhymet Regional Centre, Permanent Interstate Committee for Drought Control in the Sahel (CILSS). These case studies provide up-to-date knowledge and critical insights on the nexus of land degradation, climate change and energy in the Sahel. The current synthesis paper highlights their major findings and provides crosscutting and cross-regional analytical conclusions. First, the synthesis paper explores current trends in the Sahel region on land use and land degradation, energy use and supply, climate change projections and impacts, as well as their interactions and links to agricultural growth, food security, poverty reduction, and peace in the region. Second, technological, socio-economic and policy solutions at the nexus of land, water, energy and climate challenges that enable environmentally sustainable and socially inclusive rural development in the Sahel are discussed, including their interactions and implications for peace and stability in the region. The findings show that such socio-economic solutions as improving access to markets, strengthening social safety nets, increasing investments to transport and energy infrastructures, promoting land tenure security, expanding off-farm employment opportunities can greatly contribute to rural development in the Sahel, particularly by aiding climate change resilience and sustainable land management. Key technological innovations highlighted across the case studies include expanding irrigation and adopting water use efficient irrigation techniques, crop diversification, expanding agricultural mechanization, investing into restoring and rehabilitating degraded lands through reforestation, afforestation and agroforestry practices. The key lessons learnt from ongoing national policy initiatives for sustainable development highlight the importance of active stakeholder consultation and participation in policy formulation, institution of effective policy monitoring and assessment mechanisms, and avoiding of excessive reliance on external sources of funding for the successful implementation of sustainable development policies and programs. Based on these findings, the synthesis paper proposes an agenda for applied research to provide guidance to and accompany promising development strategies in and for the region.

    This paper examines the long-term health impact of Agent Orange, a toxic military herbicide containing dioxin that was used extensively during the U.S.-Vietnam war in the 1960-70s. Using a nationally representative health survey and an instrumental variable approach that addresses the potential endogeneity in the location and the intensity of U.S. defoliant missions, we report several findings. First, relative to the average prevalence rate of the sample population, we find that Vietnamese civilians located in a commune one-standard-deviation more exposed to herbicide during the war were 19.75 percent more likely to suffer from a health disease medically linked to Agent Orange three decades later. Second, disaggregating by disease types, we observe significant effects on blood pressure disease and mobility disability. Third, across cohorts, we find significant detrimental impact on those born before herbicide missions ended, especially among wartime children, infants, and those in-utero during the 1962-1971 period.

    Rural regions are more exposed to rainfall shocks, notably through agriculture, and understanding how local population adapt to changes in the climate is an important policy challenge. In this paper we exploit longitudinal data for Turkish provinces from 2008 to 2018 together with precipitation records over more than 30 years to study how shocks to 12-month standard precipitation index (SPI) affect out-migration across rural, transitional and urban regions, and we document how these impacts are channeled through local income, agricultural GDP, and conflicts. Based on fixed effect regressions controlling for unobserved heterogeneity across provinces and over time, we find evidence that negative SPI shocks are associated with higher out-migration in rural provinces. We also show that the relationship is fully mediated by per capita GDP, whereas agricultural GDP and conflicts do not play a role.

    While migration and population displacement has always been part of the human experience, the context within which it occurs today has materially changed. Migration has become an important part of economic globalization and closely related to countries´ development process. Conflicts, poverty, natural disasters and climate events are also forcing people to migrate in an ever-increasing number. For many low-income countries with large number of internally-displaced people, on the other hand, the high economic costs are making it more difficult for them to invest in SDG implementation. Developing countries also host most of the externally-displaced people at high economic costs, which similarly affects their ability to achieve the SDGs. The political costs of hosting large number of refugees in developed states have also been significant in recent years, particularly in the aftermath of the 2015 European Refugee Crisis. The refugee crisis triggered intense politicization of migration and sharp rise in anti-immigration sentiments and support for populist parties in many countries of the region, leading some governments to tighten their borders, introduce more restrictive immigration policies and retreat from multilateral migration efforts. There is at the same time growing recognition that population displacement and migration is a contemporary global challenge that can only be solved through effective multilateral cooperation. In this context, it becomes important for states to build on the current nascent governance architecture such as the Global Compact on Refugees and the Global Compact for Migration so that the benefits of migration and population displacement can be more effectively harnessed for the achievement of the SDGs

    In der aktuellen Berichterstattung werden vor allem die Unterschiede zwischen dem christlichen Westen und dem islamischen Osten betont. Bei einem näheren Blick auf die Geschichte der beiden Kulturräume lässt sich jedoch eine ähnliche Entwicklung ausmachen: Als Renaissance wird sowohl eine Phase im Heiligen Römischen Reich unter den Habsburgern als auch im Herrschaftsgebiet der Timuriden bezeichnet. Diese vermeintliche Ähnlichkeit bildet den Ausgangspunkt für eine Untersuchung der beiden Kulturräume in der Zeit um 900/1500. Damals lenkten die Herrscher Maximilian I. und Babur die Geschicke der beiden Dynastien. Ihre Selbstzeugnisse bilden die Grundlage für eine vergleichende Analyse. Die Fragen, die im Rahmen der Arbeit behandelt werden, lauten: Welche signifikanten Ähnlichkeiten zwischen diesen Texten lassen sich ausmachen und woher rühren sie? Lassen sich Unterschiede feststellen, die Hinweise auf eine Auseinanderentwicklung der beiden Kulturräume geben? Die Analyse lässt zahlreiche Gemeinsamkeiten zutage treten. Es zeigt sich, dass der typologische Vergleich literarischer Texte dazu beitragen kann, aktuelle Entwicklungen, in denen die trennenden Elemente zwischen Westen und Osten stark betont werden, historisch präziser einzuordnen. Doch auch der herausgearbeitete Unterschied kann aufschlussreich sein: Er lässt sich als Vorzeichen auf die Auseinanderentwicklung beider Kulturräume im Bereich der Ambiguitätstoleranz deuten. Der Autorin wurde der Nachwuchspreis des Mediävistenverbandes verliehen. The current media coverage emphasizes the differences between “Christian West” and “Islamic East”. However, a similarity in development can be found by having a closer look at the history of the Islamic world. For example, a period during the rule of the Timurid dynasty is also known as ‘Renaissance’. It took place at the same time as the ‘Renaissance’ under the rule of the Habsburgs in the Holy Roman Empire. This apparent similarity is used as a starting point for an analysis of the situation of the two cultural regions around 900/1500. The powerful dominions of the Habsburgs and the Timurids were ruled by the emperors Maximilian the First and Babur during that time. They both wrote self-testimonies which have been used for a comparative analysis. The thesis seeks to provide answers to the following questions: Which kind of important similarities can be found in the texts, and where do they originate? Can significant differences be identified which may reveal the starting point of the diverging development of the cultures? The results of the analysis indicate many similarities in the self-presentations. They show that a typological comparison of literary texts can lead to a more precise and historically correct interpretation than that of current trends, which rather promote differences between the cultures of West and East. Even the detected difference can be insightful: it is seen as an early sign of divergence of the two cultures in the area of intolerance of ambiguities.

Diese vermeintliche Ähnlichkeit bildet den Ausgangspunkt für eine Untersuchung der beiden Kulturräume in der Zeit um 900/1500. Damals lenkten die Herrscher Maximilian I. und Babur die Geschicke der beiden Dynastien. Ihre Selbstzeugnisse bilden die Grundlage für eine vergleichende Analyse. Die Fragen, die im Rahmen der Arbeit behandelt werden, lauten: Welche signifikanten Ähnlichkeiten zwischen diesen Texten lassen sich ausmachen und woher rühren sie? Lassen sich Unterschiede feststellen, die Hinweise auf eine Auseinanderentwicklung der beiden Kulturräume geben? Die Analyse lässt zahlreiche Gemeinsamkeiten zutage treten. Es zeigt sich, dass der typologische Vergleich literarischer Texte dazu beitragen kann, aktuelle Entwicklungen, in denen die trennenden Elemente zwischen Westen und Osten stark betont werden, historisch präziser einzuordnen. Doch auch der herausgearbeitete Unterschied kann aufschlussreich sein: Er lässt sich als Vorzeichen auf die Auseinanderentwicklung beider Kulturräume im Bereich der Ambiguitätstoleranz deuten. However, a similarity in development can be found by having a closer look at the history of the Islamic world. For example, a period during the rule of the Timurid dynasty is also known as ‘Renaissance’. It took place at the same time as the ‘Renaissance’ under the rule of the Habsburgs in the Holy Roman Empire. This apparent similarity is used as a starting point for an analysis of the situation of the two cultural regions around 900/1500. The powerful dominions of the Habsburgs and the Timurids were ruled by the emperors Maximilian the First and Babur during that time. They both wrote self-testimonies which have been used for a comparative analysis. The thesis seeks to provide answers to the following questions: Which kind of important similarities can be found in the texts, and where do they originate? Can significant differences be identified which may reveal the starting point of the diverging development of the cultures? The results of the analysis indicate many similarities in the self-presentations. They show that a typological comparison of literary texts can lead to a more precise and historically correct interpretation than that of current trends, which rather promote differences between the cultures of West and East. Even the detected difference can be insightful: it is seen as an early sign of divergence of the two cultures in the area of intolerance of ambiguities.
