    This magisterial work links the literary and intellectual history of England, Scotland, Ireland, and Britain's overseas colonies during the late eighteenth and early nineteenth centuries to redraw our picture of the origins of cultural nationalism, the lineages of the novel, and the literary history of the English-speaking world. Katie Trumpener recovers and recontextualizes a vast body of fiction to describe the history of the novel during a period of formal experimentation and political engagement, between its eighteenth-century "rise" and its Victorian "heyday." During the late eighteenth century, antiquaries in Ireland, Scotland, and Wales answered modernization and anglicization initiatives with nationalist arguments for cultural preservation. Responding in particular to Enlightenment dismissals of Gaelic oral traditions, they reconceived national and literary history under the sign of the bard. Their pathbreaking models of national and literary history, their new way of reading national landscapes, and their debates about tradition and cultural transmission shaped a succession of new novelistic genres, from Gothic and sentimental fiction to the national tale and the historical novel. In Ireland and Scotland, these genres were used to mount nationalist arguments for cultural specificity and against "internal colonization." Yet once exported throughout the nascent British empire, they also formed the basis of the first colonial fiction of Canada, Australia, and British India, used not only to attack imperialism but to justify the imperial project. Literary forms intended to shore up national memory paradoxically become the means of buttressing imperial ideology and enforcing imperial amnesia

    Despite efforts to integrate refugee children into host country education systems, their low school attachment remains a major policy challenge. Teachers play a key role in keeping students attached to school, yet classroom diversity poses difficulties for teachers who are not always adequately prepared to address the needs of minority students. Using administrative data and a regression discontinuity approach, we evaluate whether a teacher training program - designed to raise awareness of primary and secondary school teachers in Turkey - is effective in reducing absenteeism of refugee students. We find that the program almost halves the absenteeism gap between native and refugee students and its effect persists into the next academic year, albeit fading out in size. We argue that the most likely channel through which the effects of the program operate is a school-wide mentorship role acquired by trained teachers, which has broad impact on raising diversity awareness within schools.

    Uruguay has increased it preschool enrollment, reaching almost universal coverage among four- and five-year-olds. However, more than a third of children enrolled in preschool programs have insufficient attendance, with absenteeism higher in schools in lower socioeconomic areas and among younger preschool children. This paper presents the results of a behavioral intervention to increase preschool attendance nationwide. Most previous experiments using behavioral sciences have looked at the impact of nudging parents on attendance and learning for school-age children; this is the first experiment looking at both attendance and child development for preschool children. It is also the first behavioral intervention to use a government mobile app to send messages to parents of preschool children. The intervention had no average treatment effect on attendance, but results ranged widely across groups. Attendance by children in the 25th 75th percentiles of absenteeism rose by 0.320.68 days over the course of the 13-week intervention, and attendance among children in remote areas increased by 1.48 days. Among all children in the study, the intervention also increased language development by 0.10 standard deviations, an impact similar to that of very labor-intensive programs, such as home visits. The intervention had stronger effects on children in the remote provinces of Uruguay, increasing various domains of child development by about 0.33 to 0.37 standard deviations. Behavioral interventions seeking to reduce absenteeism and raise test scores usually nudge parents on both the importance of attendance and ways to improve child development. In this experiment, the nudges focused only on absenteeism but had an effect on both.

    We investigate the impact on work absence of a massive reduction in paid sick leave benefits. We exploit a policy change that only affected public sector workers in Spain and compare changes in the number and length of spells they take relative to unaffected private sector workers. Our results highlight a large drop in frequency mostly offset by increases in duration. Overall, the policy did reduce the number of days lost to sick leave. For some however, return to work was premature as we document very large increases in both the proportion of relapses and, especially in the number of working accidents. The displacement towards this latter (unaffected) benefit cancels out almost two-fifths of the estimated gains in terms of days lost to absences from cutting sick leave generosity.

    Group-based incentive pay is attractive in contexts where production is complex and interdependent, yet freeriding is a paramount concern. We assess the introduction of group-based performance pay in a modern industrial production setting using difference-in-difference estimation. Performance increased by 19 percent, with three quarters coming from increased performance of existing workers and the remaining from selection; workers became more efficient and were absent less often. We find little evidence of freeriding; quantile regressions show increased performance throughout the distribution of workers. Features of the design and implementation process created trust, a common goal, and a shared identity, which limited freeriding.

    In light of the dramatic rise in mental health disorders among adolescents seen in the past decade across the world, there is an urgent need for robust evidence on what works to combat this trend. This paper provides the first robust evaluation of the impacts on school outcomes of 6-year funding programme (HeadStart) for area-level mental health interventions for adolescents. Exploiting educational administrative data on ten cohorts of state-educated secondary school students, we use the synthetic control method to construct counterfactual outcomes for areas that received the funding. We show that the funding did not affect students’ absenteeism or academic attainment, but it prevented around 800 students (c. 10% of students typically excluded yearly) from being excluded in its first year. The transient nature of this effect suggests that sustained funding for intervention is a necessary but not sufficient condition to maintain programme effectiveness over time.

    This paper provides the first analysis of a population-wide controlled field experiment for home visits checking on sick leave in the public sector. The experiment was carried out in Italy, a country with large absenteeism in the public sector, and it concerned the universe of public employees. We exploit unique administrative data from the Italian social security administration (INPS) on sick leave and work histories. We find that receiving a home visit reduces the number of days on sick leave in the following 16 months by about 12% (5.5 days). The effect is stronger for workers who are found irregularly on sick leave (-10.2 days). We interpret our findings as a deterrence effect of home visits: workers being found irregularly on sick leave experience a decline of about 2% of their wage in the following 12 months. Uncertainty aversion (there is no automatism in these sanctions) can play a role in these results. Our estimates suggest that home visits are cost-effective: every Euro spent for the visits involves up to 10 Euros reductions in sick benefits outlays. We estimate the marginal value of public funds (MVPF) spent on home visits at about 1.13, which is significantly lower than estimates of MVPF of income taxes in the US.
