    Twenty-six states require that women seeking an abortion wait between 18 and 72 hours after receipt of counseling before the abortion can be completed. Thirteen states require that the counseling be given in person necessitating at least two visits to the provider. In April of 2015, Arkansas increased the waiting period for an abortion from 24 to 48 hours and more significantly, required that women receive the counseling in person. We use a regression discontinuity design to analyze the immediate effect of Arkansas's 2015 mandatory waiting period (MWP) law on abortion rates. We use de-identified, individual-level data from the Arkansas Department of Health (DOH) on all abortions performed in Arkansas from 2000 to 2020. Abortion rates fell 17 percent among all women, but 22 percent among white non-Hispanics and 14 percent among black non-Hispanics immediately after the law went into effect. We show that the law decreased abortion rates the most among unmarried adults with children. Abortion is now illegal in Arkansas. Given the decline in abortion rates associated the MWP's two-visit requirement, abortion rates will likely fall further as travel distance to the nearest legal provider increases.

    This paper discusses research on the relationship between fertility and women's labour force participation. It surveys methods used to obtain causal identification, and provides an overview of the evidence of causal effects in both directions. We highlight a few themes that we regard as important in guiding research and in reading the evidence. These include the importance of distinguishing between extensive and intensive margin changes in both variables; consideration not only of women's participation but also of occupational and sectoral choice and of relative earnings; the relevance of studying dynamic effects and of analysing changes across the lifecycle and across successive cohorts; and of recognizing that women's choices over both fertility and labour force participation are subject to multiple constraints. We observe that, while technological innovations in reproductive health technologies have muted the familycareer tradeoff primarily by allowing women to time their fertility, policy has not achieved as much as it might.

    Legal abortion has recently been suggested as an essential healthcare service. In this study, we consider whether abortion legalization over 1969-1973 improved women's health, measured by maternal mortality. Our event-study results indicate that legal abortion substantially lowered non-white maternal mortality by 30-40%, with 113 non-white maternal deaths averted nationally in the first year abortion became legal. We also find that early state-level legalizations were crucial, and more influential than the Roe v. Wade decision itself.

    We study fertility responses to employment shocks. Using unique Hungarian administrative data that allow linking firm-level mass layoff and closure events to individual-level records on births and abortions, we show that the main response happens in anticipation of the shock. Responses differ by the availability of dismissal protection. While pregnancies increase in anticipation of all events, births only rise in case of mass layoffs when pregnant women are protected from layoffs. If the firm closes protection is lost and we find an increase in abortions. We interpret these results as evidence for precautionary fertility behavior. Women threatened by job displacement bring births forward to exploit dismissal protection, a strategy that breaks down if the firm closes permanently.

    An expansive empirical literature estimates the causal effects of policies governing young women's confidential and legal access to contraception and abortion. I present a new review of changes in the historical policy environment in the United States that serve as the foundation of this work. I consult primary sources including annotated statutes, judicial rulings, attorney general opinions, and advisory articles in medical journals, as well as secondary sources including newspaper articles and snapshots of various policy environments prepared by scholars, advocates, and government organizations. Based on this review, I provide a suggested coding of the policy environment over the past 60 years. I also present and compare the legal coding schemes used in the empirical literature and where possible I resolve numerous and substantial discrepancies.

    Targeted regulations of abortion providers (TRAP laws) are the fastest growing abortion restriction in the U.S. These often result in clinic closures, limiting abortion access. We study how women's exposure to these laws in adolescence affects their fertility and educational attainment. For this study, we codify the legal history of all TRAP laws ever implemented. We explore the impacts of TRAP laws on teen births using an event-study analysis and stacked differences-in-differences methodology to avoid issues of negative weighting inherent in two-way fixed effects approaches. Consistent with other evidence on abortion access, we find that impacts on births are large and robust for Black women. Black teen births in states that implemented TRAP laws increased by 3 percent relative to changes in states without these restrictions. We offer evidence that these impacts are driven by reductions in abortion access, abortion use, and contraception use among Black teens. We further document that adolescent exposure to TRAP laws has downstream impacts on education. We find that Black women first exposed to TRAP laws before age 18 are 1 to 3 percentage points less likely to initiate and complete college. This study documents the important role that abortion access plays in reducing the harmful economic impacts of unintended teen motherhood. The findings suggest that modern abortion restrictions are harming women's efforts at economic advancement and are perpetuating racial inequality.

    We provide estimates of impacts on maternal mortality of swings in US aid for family planning and maternal health driven by switches in implementation of the Global Gag Rule (GGR) with US Presidential Party. The GGR is a pro-life policy that prohibits aid to overseas non-governmental organisations (NGOs) if they offer abortion-related information or services (1). Since first implemented by President Reagan in 1984, it has been enacted under every Republican and revoked under every Democrat. It was tightened under President Trump and will very likely be rescinded under President Biden on January 21, 2021. Using data for 1985-2019, we demonstrate that aid for family planning has been 48% higher under Democratic presidential regimes. We estimate that a switch from Democratic to Republican party, for a country with above-median reliance on US family planning aid, is associated with an additional 0.6 deaths per 1,000 women, an increase of 8%. This erodes a fifth of the average worldwide decline in maternal mortality achieved since 1990.

    Following the June 24, 2022 Dobbs v. Jackson Supreme Court ruling, which overturned the federal right to abortion established in Roe v. Wade, hundreds of employers publicly announced policies covering out-of-state employee travel for abortions and related care. Leveraging data from Indeed and Glassdoor, we first document that companies with more female and more Democratic-leaning employees and executives were more likely to announce these policies. We then examine the causal impact such announcements had on recruitment, job satisfaction, and pay by introducing a new methodology to recover similar employers who did not make announcements using workers' revealed preferences in job search. Difference-in-differences estimates reveal that for announcing companies: (i) vacancies received more job seeker interest, particularly in Democratic-leaning states and female-dominated jobs in states with "trigger" laws that outlawed abortion, (ii) satisfaction with management fell amongst existing employees, particularly in male-dominated jobs, and (iii) posted wages increased, especially for companies where employee sentiment declined. These results highlight the complicated trade-off employers face from engaging in sociopolitical dialogue, in particular how signals of company culture can help recruit new workers but alienate current ones.

    This article provides a review of the economics of abortion policy. In particular, it focuses on the determinants of abortion reform, as well as the effects of abortion reform on individual circumstances. The economic literature on abortion policy is broad, studying abortion reforms that have occurred over the past two centuries, although there is a concentration of studies examining policy reform over the 20th and 21st centuries. The literature has examined a range of policies: both those which restrict access and those which legalise elective abortion, but within these two broad classes, the precise nature of policy reform can vary greatly. Policy reforms studied range from particular types of limits or financial barriers restricting access for particular age groups, up to policies which entirely criminalise or legalise elective abortion. The economic literature on abortion reform has illuminated a number of clear links, showing that increased availability of abortion decreases rates of undesired births, and vice versa when access to abortion is limited. These effects have been shown to have downstream impacts in many domains such as family formation, educational attainment, labour market attachment, as well as impacts on health, empowerment and well-being. There is mixed evidence when examining the impact which abortion reform has on cohorts of children exposed to reform variation. Much of what is known in the economic literature on abortion is gleaned from country-level case studies and cohort variation in access, with this evidence generated from a relatively small number of countries in which reforms have occurred and data is available. In general, much of the literature available covers low fertility and industralised settings. Additional evidence from other settings would allow for a more broad understanding of how abortion reform affects well-being.
