    Abstract: "We develop a model in which two firms that have proposed to merge are privately informed about merger-specific efficiencies. This enables the firms to influence the merger control procedure by strategically revealing their information to an antitrust authority. Although the information improves upon the quality of the authority's decision, the influence activities may be detrimental to welfare if information processing/ gathering is excessively costly. Whether this is the case depends on the merger control institution and, in particular, whether it involves an efficiency defense. We derive the optimal institution and provide conditions under which an efficiency defense is desirable. We also discuss the implications for antitrust policy and outline a three-step procedure that take the influence activities into consideration." (author's abstract)

    This report builds on the OECD Well-being Framework and applies a new perspective that analyses synergies and trade-offs between climate change mitigation and broader goals such as health, education, jobs, as well as wider environmental quality and the resources needed to sustain our livelihoods through time. This report takes an explicitly political economy approach to the low-emissions transitions needed across five economic sectors (electricity, heavy industry, residential, surface transport, and agriculture) that are responsible for more than 60% of global greenhouse gas emissions. Synergies between emissions reduction and broader well-being objectives, such as reduced air pollution and improved health, increase the incentives for early mitigation action. At the same time, the impact of climate policies on issues such as the affordability of energy and jobs need to be taken into account to counter growing economic and social inequalities within and between countries. The report argues that reframing climate policies using a well-being lens is necessary for making visible such synergies and trade-offs; allowing decision-makers to increase the former and anticipate, manage and minimise the latter. This requires us to rethink societal goals in terms of well-being, reframe our measures of progress and refocus policy-making accordingly.

VC-backing increases a startup's likelihood of reaching the right tails of the firm size and innovation distributions. Furthermore, outcomes are better for startups matched with more experienced venture capitalists. An endogenous growth model, where venture capitalists provide both expertise and financing for business startups, is constructed to match these facts.     Relative performance evaluation (RPE) intensifies competitive pressure by tying executive compensation to the profits of rivals. We show that these contracts make loan syndication harder by reducing banks' willingness to participate in loans underwritten by banks named in their RPE contracts. Lead arranger banks which are more frequently named in RPE hold larger shares of the loans they syndicate, and their borrowers face higher spreads. These banks, in turn, lose market share to banks less likely to be named in RPE. Our results highlight the tension between the normal benefits of competition versus the need for cooperation in loan syndication

    Improved integration of cycling and transit has the potential to overcome the fundamental limitations of each mode by combining their opposite strengths of flexibility and action radius. The benefits of such integration potentially extend beyond user benefits and the trip level. We present seven conceptual mechanisms that lead to synergies, understood as benefits not attributable to cycling or transit in isolation, but to their integration only. As an illustration, we analyse and allocate such synergies by a case study of the Dutch cycling-transit system. Where the practical absence of cycling has limited such potential in many locations elsewhere, the recent resurgence in cycling practice and culture, especially in urban agglomerations, enables new opportunities for improved cycling-transit integration. Urban agglomerations are also the locations where land-use and mobility related issues seem particularly pressing and where we claim cycling-transit synergies are strongest. The article concludes with a discussion of implication and application.

    Despite a broad agreement on the importance and necessity of an integrated approach and some meaningful development of methods and tools for an integrated approach, comprehensive, practical and concrete guidance on how to plan, implement and evaluate an integrated approachbased project (IABP) is still lacking. These Guidelines aim to fill this gap by providing knowledge and information on how to design, implement and evaluate an IABP. The Guidelines were developed to help practitioners understand the logical sequence and process of development projects that aim to achieve multiple goals (impacts), intermediate results (outcomes), and strategic objectives (long-term outcomes). They also enable deeper reflective analysis of the assumptions behind how and why changes in multiple sectors might happen as an outcome of a development project. The Guidelines can deepen understanding of stakeholders, project environment, scope, challenges, and the interdependencies of economic, social and environmental problems that the project aims to solve. Further, they systematically organize discussions among stakeholders, including project planners, implementers, beneficiaries and evaluators, to reflect on the values, perspectives and philosophies of change, development and transformation of society. The Guidelines focus on the effective development and deployment of strategies for an integrated approach, as well as the identification and uses of execution tools and techniques. This focus also reflects the recent trends in project management standards, shifting from processbased to principle-based standards. Moving beyond the focus on the processes composed of consistent and predictable practices, the Guidelines provide guiding principles to support effective integrated project management, which can produce intended outcomes rather than the deliverables alone. The target audience for these Guidelines includes planners, implementers and evaluators working on projects that have adopted an integrated approach, particularly in fragile and conflict-affected countries, borderlands or cross-border areas. Such regions usually involve cross-sectoral issues and objectives and goals related to peacebuilding (and state building in the case of some conflictaffected countries). The Guidelines may also be helpful to all international development and cooperation stakeholders who are interested in combining sectoral goals, projects and evaluation criteria at various levels of international development and cooperation processes-such as strategy building, project planning, programmes and project portfolios, and the evaluation of projects and programmes in terms of integrating the sustainable development goals (SDGs) and their targets.

    In recent years, scholars have paid more attention to an integrated approach, which entails identifying and addressing cross-cutting issues beyond an initiative's policy field, domain or sector, as a means of enhancing the performance of development projects. However, few studies offer a theoretical understanding of the integrated approach when used with real-world examples. Based on existing studies, this study identified conditions under which an integrated approach is likely to generate performance gains or synergistic outcomes. From this identification, the Youth Volunteers Supporting Peace and Recovery (YoVoReD) project in Darfur was selected as a case that meets the conditions. The study then explored the mechanisms thorough which synergy is generated in the project. Field research was conduction through key informant interviews with multiple stakeholders, including Korea International Cooperation Agency as YoVoReD funder, the United Nations Development Programme as implementing agency, local non-governmental organizations, and local governments. Focus groups were also held with project beneficiaries and an analytic hierarchy process (AHP) was conducted with all interviewees. The study revealed that an integrated approach created synergies in YoVoReD, enabling multiple goals to positively influence each other (complementarity), positive outcomes to reach beyond the goals set by the project (spill over), and ownership of the project to vest in a broad base of stakeholders, particularly local beneficiaries (enhanced ownership).
