    This study assesses jobs outcomes in the towns of South Sudan, based on a 2017 household survey and a dedicated 2019 youth jobs survey. It discusses how years of conflict have touched nearly all livelihoods, leaving few productive jobs, and causing high poverty. Most urban households diversify their job activities little, and rely on household work in agriculture, commerce or personal services, or they depend on a household member’s work for NGOs or as a public servant. Many young workers say they are ready to build from the less than attractive job activities available. Workers point to a lack of funding, insecurity, and low demand as the main obstacles to doing better. The study is one of a set of four reports assessing different aspects of jobs in urban South Sudan in order to formulate policy for recovery

    This study assesses the macro-fiscal framework for jobs in South Sudan, working with the limited macro-fiscal data available on the fiscal years 2019 and 2020. The macroeconomic environment can hardly be more difficult for South Sudanese looking to make a living. For workers, the dramatic contraction of non-oil output since the beginning of the conflict reflected a loss of job activities and a breakdown in market demand. A 60-fold increase in prices since before the conflict poses a serious obstacle to job activities, while an overvalued exchange rate weakens incentives. The oil sector is a big part of the economy, and the budget is dependent on oil revenue - but with weak governance, too little spending goes toward investment in development. The public sector in employment is large and a source of patronage, but it has an important function as a source of demand for goods and services.     This study assesses the state of markets and of jobs in market-linked agriculture in the towns of South Sudan. It is based on a 2019 market trader survey end extensive qualitative work. Agriculture provides most urban livelihoods, and there is high potential for raising production. However, insecurity has disrupted all elements of agricultural markets, from production to the transformation of produce, trade networks, and demand. Market activity is recovering, but food system value chains are few and short. While most market activities are small-time and profits slim, most traders rely on their activities for most of their household’s income, and many provide jobs for hired helpers. Local products face competition from imports as insecurity makes it difficult for aggregators to operate. A lack of funds, bad and dangerous roads, low demand, and inflation are the most prominent obstacles to business in the markets. The study is one of a set of four reports assessing different aspects of jobs in urban South Sudan in order to formulate policy for recovery

    This study assesses jobs in businesses and NGOs in the towns of South Sudan. It is based on a 2019 business survey that includes informal and micro enterprises, as well as a dedicated survey of foreign-owned businesses. The business community is typical of a low-income post-conflict country, but with a particularly weak productive sector and an outsize importance of NGOs and foreign-owned businesses. Two in five commercial businesses are foreign-owned; they employ far more South Sudanese than foreign nationals, and source some inputs locally, though they could become more important customers. NGOs employ one in five workers in businesses, and while UN and aid agency procurement is a minor source of demand in Juba, it is a major factor in smaller markets, for food and personal services. Business obstacles focus on insecurity, lack of demand (including due to inflation), no access to finance, and electricity.     This study examines and provides reasons for the stalled implementation of an integrated approach to addressing security, environment and development challenges in Zone 3 of the International Conference on the Great Lakes Region (ICGLR). Zone 3, which covers the borderlands connecting Uganda, Kenya and South Sudan, is characterized by the proliferation of illicit small arms and light weapons, cattle rustling, and persistent cross-border inter-communal conflicts and human rights violations. The zone experiences extreme climatic conditions ranging from prolonged drought and environmental destruction to frequent related food shortages and famine. It is an area with rugged terrain, with little or no infrastructure: good roads, electricity and water are scarce. The area suffers from years of marginalization and high poverty levels, with very little government presence owing to its remote location and distance from state capitals. In 2006, regional member states signed a treaty that established a regional organization, the ICGLR, together with its integral protocols and programs of action-all binding on member states and designed to effectively address threats to security, environment and development in Zone 3. However, the implementation of these instruments has been disappointing. Countries of Zone 3 preferred standalone, piecemeal, national initiatives focused on state security over holistic human security issues across these borderlands. Consequently, militarism and forced disarmament without effective stakeholder participation delivered no meaningful outcomes to people's security. The study concludes that a paradigm shift towards a collaborative, regional multisectoral and holistic integrated approach is required to tackle both Zone 3's combined persistent problems and widespread underdevelopment and poverty, as well as the general lack of concerted joint action by the three governments. It provides policy recommendations for designing and implementing integrated approach-based projects within Zone 3 and in the surrounding regions beyond.

    This working paper is a case study on South Sudan as an important refugee country of origin. The case study looks at issues of forced displacement in South Sudan and underscores the linkages between internally displaced persons and South Sudanese refugees. The case study highlights the importance of under­standing local contexts and root drivers of conflict and displacement. It reviews evaluations of programmes in South Sudan, including past efforts at state building and refugee resettlement to look at learning within the international community. The study was undertaken as part of a wider research project on learning from evaluations to improve responses to situations of forced displacement and supports the synthesis paper "Responding to Refugee Crises in Developing Countries: What Can We Learn From Evaluations?"

It discusses how years of conflict have touched nearly all livelihoods, leaving few productive jobs, and causing high poverty. Most urban households diversify their job activities little, and rely on household work in agriculture, commerce or personal services, or they depend on a household member’s work for NGOs or as a public servant. Many young workers say they are ready to build from the less than attractive job activities available. Workers point to a lack of funding, insecurity, and low demand as the main obstacles to doing better.     This study assesses the macro-fiscal framework for jobs in South Sudan, working with the limited macro-fiscal data available on the fiscal years 2019 and 2020. The macroeconomic environment can hardly be more difficult for South Sudanese looking to make a living. For workers, the dramatic contraction of non-oil output since the beginning of the conflict reflected a loss of job activities and a breakdown in market demand. A 60-fold increase in prices since before the conflict poses a serious obstacle to job activities, while an overvalued exchange rate weakens incentives. The oil sector is a big part of the economy, and the budget is dependent on oil revenue - but with weak governance, too little spending goes toward investment in development. The public sector in employment is large and a source of patronage, but it has an important function as a source of demand for goods and services.     This study assesses the state of markets and of jobs in market-linked agriculture in the towns of South Sudan. It is based on a 2019 market trader survey end extensive qualitative work. Agriculture provides most urban livelihoods, and there is high potential for raising production. However, insecurity has disrupted all elements of agricultural markets, from production to the transformation of produce, trade networks, and demand. Market activity is recovering, but food system value chains are few and short. While most market activities are small-time and profits slim, most traders rely on their activities for most of their household’s income, and many provide jobs for hired helpers. Local products face competition from imports as insecurity makes it difficult for aggregators to operate. A lack of funds, bad and dangerous roads, low demand, and inflation are the most prominent obstacles to business in the markets.     This study assesses jobs in businesses and NGOs in the towns of South Sudan. It is based on a 2019 business survey that includes informal and micro enterprises, as well as a dedicated survey of foreign-owned businesses. The business community is typical of a low-income post-conflict country, but with a particularly weak productive sector and an outsize importance of NGOs and foreign-owned businesses. Two in five commercial businesses are foreign-owned; they employ far more South Sudanese than foreign nationals, and source some inputs locally, though they could become more important customers. NGOs employ one in five workers in businesses, and while UN and aid agency procurement is a minor source of demand in Juba, it is a major factor in smaller markets, for food and personal services. Business obstacles focus on insecurity, lack of demand (including due to inflation), no access to finance, and electricity.     This 2016 Article IV Consultation highlights the rapid deterioration of economic conditions in South Sudan since the beginning of the civil conflict in late 2013. Real GDP growth declined by nearly 20 percent during 2015 and 2016, and annual inflation rose to about 550 percent in September 2016 before declining to 370 percent in January 2017. The medium-term outlook faces challenges and significant downside risks. Without significant progress toward peace and economic stabilization, the economic trajectory for South Sudan is highly unstable, and the country risks spiraling into a trap of deteriorating economic performance and worsening security with continued high humanitarian costs
