    Cutting-edge biotechnology, mainly consisting of gene editing, gene drives and gene synthesis, is developing and changing rapidly. It acts as a double-edged sword, bringing benefits to human development in many fields, such as medical treatment and agriculture, while also posing serious threats to biological security, human existence and development. For example, the case of He Jiankui, a young scholar from the Southern University of Science and Technology of China who created gene-edited babies, triggered a global controversy and debate on biosafety in the winter of 2018. This paper argues that the problems China faces do not only exist in China - they are in fact common problems faced by all countries in the world. Due to the COVID-19 pandemic, the world is paying close attention to global health governance and biosafety issues. There is a window of opportunity for global collaboration to deal with biosecurity threats.

    The European Union has built a onestop- shop for its member state regulators to post product safety notifications - Safety Gate (European Commission 2021d). Constructed on top of the Rapid Alert System for Dangerous Non- Food Products, or RAPEX, the Safety Gate web portal is designed to make public the "quick exchange of information" between 31 European countries and the European Commission "about measures taken against dangerous non-food products." While Safety Gate represents a significant achievement, our research revealed areas for improvement to increase its utility for manufacturers, marketplaces and consumers. Many product notifications published on the website lack details required to facilitate speedy removals and recalls. The study graded eight essential criteria for a total of 918 Safety Gate notifications published over eight months in 2020. The average notification score was a respectable 70 out of 100, but over 98 % of the notifications omitted at least one key criterion. Only 14 notifications included all the information to enable efficient and accurate product identification.

    We examine the effect of enforcing minimum quality standards (MQSs) on consumer health. In the late 1800s, the urban milk supply was regularly skimmed and diluted with water, but consumers could not easily determine its quality because dyes, caramel, and salt were added. To protect consumers, milk inspectors were tasked with enforcing a well-defined MQS. Using city-level data for the period 1880-1910, we find that milk inspections reduced mortality from waterborne and foodborne diseases by 8-19 percent. Ours is the first study to provide evidence that MQSs can improve consumer health when directly applied to an experience or credence good

    In addition to offering greater product choice and convenience to consumers, the IoT is expected to revolutionise the way product design, manufacturing, and product delivery processes are monitored, analysed and improved, including remotely. This report describes current and emerging IoT developments that may have implications for consumer product safety policy design and enforcement. It describes the opportunities afforded by the IoT to enhance the quality of products, help prevent consumer product safety hazards or damage, and to create better ways to manage safety in the supply chain and the marketplace. The report also draws attention to the potential for the IoT to give rise to new safety risks, and questions about whether existing liability and product safety regulatory regimes are adequate.
