    Analyser les rapports économiques et diplomatiques entre le Nigeria et la Suisse revient à se pencher sur des mécanismes peu connus de la globalisation: ceux d'une relation Nord-Sud entre deux puissances moyennes et non coloniales. Pays le plus peuplé d'Afrique, le Nigeria semblait en passe de devenir, à l'aube de son indépendance, une puissance économique continentale. La Suisse, comme d'autres pays, espérait profiter de ce vaste marché promis à une expansion rapide. Entreprises multinationales, diplomates et coopérants au développement sont au centre de cet ouvrage, qui s'interroge sur les motivations, les moyens mis en œuvre et les impacts des activités de chacun. S'y ajoutent des citoyens suisses de tous âges et de tous milieux qui, bouleversés par les images télévisées d'enfants squelettiques durant la " Guerre du Biafra " en 1968, entreprirent des collectes de fonds et firent pression sur leur gouvernement pour qu'il intervienne.     How does armed conflict affect social cohesion, that is, the social fabric of societies? This question is central if we want to understand better why some countries experience repeated cycles of violence. It is also a crucial question for the design of peacebuilding interventions. In recent years, considerable scientific work has been put into studying the social legacies of armed conflict. This literature review brings these academic studies together in a novel way. In this discussion paper we conduct an extensive review of the empirical academic literature on how armed conflict affects social cohesion. We take a holistic perspective and analyse each of the three constituent elements of social cohesion - trust, cooperation and identity - in detail and along both a vertical (state-society relations) and a horizontal (interpersonal and intergroup relations) dimension. Regarding conflict, the focus lies on intrastate conflict and civil war, but the review also includes the few studies that focus on armed conflict between states or groups (interstate and non-state conflict). Overall, this review brings together insights from 39 published, peer-reviewed, empirical studies, most of which analyse the effects of conflict based on comprehensive survey data or behavioural experiments. Strengths and shortcomings are discussed and future avenues for research are identified. Contrary to the initial optimism of the potentially positive legacies of armed conflict expressed by some scholars, our main finding holds that the literature by now mainly points towards such conflict harming social cohesion. Most clearly, there is quite a large body of literature showing that social trust is negatively affected by experience of violence. Research on political trust and social identities is still nascent but currently also points towards negative effects. The literature on cooperation is more mixed with studies finding both support for an increase or a decrease in cooperative behaviour. However, several (and particularly newer) studies demonstrate that an increase in cooperation can often be explained by prosocial behaviour towards the in-group but not the out-group, calling into question whether this should be interpreted positively for social cohesion overall. Political participation does, however, seem to be one aspect of social cohesion in which effects of the "post-traumatic growth" mechanism can indeed be traced in several contexts.

    Gender, age, class, ethnicity, religion, and political ideologies all matter in peacebuilding. Adopting a feminist approach, the 13th volume of International Development Policy analyses such intersecting differences in local contexts to develop a better understanding of how intersectionally gendered dynamics shape and are shaped by peacebuilding. In this volume, findings are presented from a six-year collaborative research project that, involving scholars from Indonesia, Nigeria, and Switzerland, investigated peacebuilding initiatives in Indonesia and Nigeria. The authors identify a number of logics that highlight how gender is deployed strategically or asserts itself inadvertently through gender stereotypes, gendered divisions of labour, or identity constructions.

    Building on research that applies the policy deference model to high court decision-making during external war, we propose that conflict intensity, political government's preference on liberalization, and the gender of appellant impact the manner in which courts follow policy deference during internal war in transitioning countries. Contextually, we argue that shifts in women's roles and gender relations during internal conflict in transitioning societies condition the manner in which civilian courts make decisions on civil and political rights cases. During external war in advanced democracies, policy deference infers that courts will rule more conservatively on civil and political rights cases. Using habeas corpus cases as a representation of civil and political rights’ protection from El Salvador's civil war period (1980–1992) and two measures of conflict intensity, our findings indicate that the court's decision-making process deviates from conventional expectations derived from the policy deference model in three ways: (1) conflict intensity solely affects the court's decision-making on habeas corpus cases involving men; (2) the political government's choice for political liberalization affects the court's decision-making on both women and men cases; and (3) gender conditions the manner in which policy deference applies in a society that is experiencing societal change.

    This book provides a theoretical framework for understanding polarised politics. Contrary to the common understanding that polarisation is associated with populism and illiberal democracies, this book demonstrates that polarisation is by no means the result of one anti-democratic side of the conflict. By proposing this analytical inquiry, this book advances a new theoretical framework to characterise politics as either polarised or not. This framework is a unique approach that integrates people’s agency and socio-historical constraints to explain polarisation in depth. Drawing on Foucault’s concept of discourse, subject, and governmentality, and Laclau’s concept of logics and hegemony, this framework focuses on how to distinguish polarised politics from another form of politics. As a technology of power, polarisation can be performed by a variety of actors and is governed by a broad, conscious end, that is organising society by reducing the possibilities of alternative ways of thinking, speaking and doing politics to two options. This study takes a deep dive into the political polarisation in Venezuela, a country with almost two decades of conflict between Chavismo and the Opposition disputing the meaning of democracy, and with the most critical crisis in the Americas as a result of polarisation. With close attention paid to the logics or rationalities of power to explain what lies behind definitions of democracy. This analysis allows us to observe the rationalities and dynamics beyond what is said, in particular, the book explores hegemonic logics (myths, fantasies of threats and promises) used by both political groups to create a political identity.

    The aim of this paper is to study the impacts of wars and conflicts on city-size growth and city-size distributions. It follows recent empirical work from Davis and Weinstein (2002), Bosker and al (2008) and Dimou and Schaffar (2009) who tried to understand how wars affected the Japanese, the German and the Balkan cities-size distributions. The paper initially focuses on theoretical aspects by examining the main theories which consider the way exogenous shocks affect urban growth. Then, it uses non-parametrical methods and Markov chains in order to study city-size dynamics in the Balkan peninsula during then 1981-2005 period.
