    Was verstehen wir unter dem Demos, dem Volk der Demokratie? Wie verändern sich die Verständnisse von Volk und „Wir“ im politischen Diskurs? Und was bedeutet das für die Veränderung von Demokratie selbst? Diese Fragen werden im vorliegenden Buch demokratietheoretisch und empirisch bearbeitet. Konkrete Analysen politischer Debatten in Zeiten historischer und aktueller Krisen zeigen, dass Umdeutungen von Demos und „Wir“ im politischen Streit immer auch eine Transformation von Demokratie anzeigen. Demokratieveränderung erweist sich als mehrschichtiger Prozess, der einer intersektionalen Perspektive bedarf. So zeigt sich, dass Umdeutungen von Demokratie zwar Demokratisierung begleiten können, häufig aber antidemokratische Agenden vorantreiben. What do we mean by the demos of democracy? How do understandings of the people and ‘we’ change in political discourse? And what does this imply for changes to democracy itself? These questions are addressed in this book from both a theoretical and an empirical perspective. Concrete analyses of political debates in times of historical and current crises show that reinterpretations of demos and ‘we’ in political disputes always indicate a transformation in democracy. Change to democracy turns out to be a multi-layered process that requires an intersectional perspective. This shows that reinterpretations of democracy can accompany democratisation, but often advance anti-democratic agendas.

    Now that the UK has left the EU, the Government is negotiating trade agreements for the first time in almost 50 years. What role should Parliament play in scrutinising trade deals? This paper compares current processes of parliamentary scrutiny in the UK, United States, European Union, Australia, and Canada. It shows how parliaments in the US and EU have extensive powers of scrutiny, including oversight of the negotiations, and a debate and vote on the trade agreement before it is ratified. In contrast, in the UK, Australia, and Canada, the negotiation and ratification of trade agreements is an executive power, and parliaments are not guaranteed a debate or vote on trade agreements before ratification. Their main role is to enact any legislation that is needed for the trade agreement to come into effect, but only some parts of an agreement may require implementing legislation, and this may be secondary legislation which is not subject to parliamentary debate. Unless changes are made, the UK's future trade deals will receive less scrutiny than the trade deals it entered as part of the EU. There are compelling reasons for strengthening Parliament's scrutiny role. Contemporary trade agreements involve policy decisions that affect the everyday lives of citizens. Effective scrutiny would improve the quality of decision-making, provide leverage in negotiations, and reassure negotiating partners any treaty they negotiate with the UK will be ratified and implemented. Properly engaging devolved administrations and legislatures would respect devolution and ensure that all parts of the UK support negotiated outcomes. For scrutiny to be effective, Parliament needs access to much more information throughout negotiations and more time to scrutinise final agreements, and there are strong grounds for guaranteeing Parliament the opportunity to shape the negotiating mandate, and to debate and vote on treaties before they are ratified. This paper identifies practices in other countries that the UK can learn from.

    This paper presents the first empirical analysis of the impact of Parliamentary immunity on the behavior and performance of politicians. Leveraging a Constitutional Amendment, the adoption of which lifted the immunity of 132 of the 550 members of the Turkish Parliament, we find that losing immunity pacifies the MPs of the opposition parties. They become less diligent in the Parliament (drafting fewer pieces of legislation, initiating fewer investigation inquiries, delivering fewer and shorter speeches) and become less aggressive (interrupting other MPs less frequently). They also reduce their tendency to cast dissenting votes against the government. MPs of the opposition parties who lose their immunity are less likely to get re-nominated by their parties in the next election, and they are less likely to get re-elected. We find no evidence that more outspoken and active opposition MPs, or those who are more valuable for their parties have been targeted for immunity revocation. There is no evidence that immunity-retained MPs increasing their Parliamentary efforts in reaction to their same-party colleagues losing immunity. Laws are passed faster after the Constitutional Amendment was adopted, possibly as a consequence of reduced opposition and deliberation. Using Eurobarometer surveys, we find that citizens' reactions to the revocation of MP immunity are polarized. An individual's trust in the Parliament is decreased or increased based on whether an MP from the individual's province lost immunity and if that MP subscribes to the same or opposing ideology as the individual
