    COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. It endeavours to help secure a place within these debates for a region that was among the first outside of East Asia to be forced to contend with COVID-19 in a substantial way and which has evinced a marked and instructive diversity and dynamism in its fortunes.

    Four overarching themes underscore the essays in this book. These are the creation of African diaspora community and institutional structures; the structured and shared relationships among African immigrants, host, and homeland societies; the construction and negotiation of diaspora spaces, and domains (racial, ethnic, class consciousness, including identity politics; and finally African migrant economic integration, occupational, and labor force roles and statuses and impact on host societies. Each of the thematic themes has been chosen with one specific goal in mind: to depict and represent the critical components in the reconstitution of the African diaspora in international migration. We contextualized the themes in the African diaspora as a dynamic process involving what Paul Zeleza called the "(Bdiasporization" of African immigrant settlement communities in global transnational spaces. These themes also reflect the diversities inherent in the diaspora communities and call attention to the fluid and dynamic boundaries within which Africans create, diffuse, and engage host and home societies. In this context, the themes outlined in this book embody the diaspora tapestries woven by the immigrants to center African social and cultural forms in their host societies and communities. Collectively, the themes represent pathways for the elucidation of understanding African immigrant territorialization. Our purpose is to map out and identify the sources and sites for the contestations of the myriad of cultural manifestations of the new African diaspora and its depictions within the totality of the shared meanings and appropriations of the essences of African-ness or African blackness. The vulnerabilities, struggles, threats (internal or external to the immigrant community), and opportunities emanating from the diasporic relationships that these immigrants create are accentuated within the nexus of African global migrations. We view the African diaspora in terms of spatial and geographic constructions and propagations of African cultural identities and institutional forms in global domains whose boundaries are not static but rather dynamic, complex, and multidimensional. Simply stated, we approach the African diaspora from a perspective that incorporates the historical as well as contemporary postmodern constructions of the Africa's dispersed communities and their associated transnational identity forms

    We are the first to provide empirical evidence on differences in the individual costs of job loss for migrants compared to natives in Germany. Using linked employer-employee data for the period 1996-2017, we compute each displaced worker's earnings, wage, and employment loss after a mass layoff in comparison to a matched, nondisplaced, control worker. We find that migrants face substantially higher earnings losses than natives due to both higher wage and employment losses. Differences in individual characteristics and differential sorting across industries and occupations can fully explain the gap in wage losses but not the employment gap after displacement. Laid-off migrants are both less likely to become reemployed and work fewer days than laid-off natives. In terms of channels, we show that i) migrants sort into worse establishments and ii) migrants' slightly lower geographic mobility across federal states may explain part of their lower re-employment success; iii) our results suggest that competition from other migrants, rather than natives, negatively contributes to migrants' costs of job loss. Wir sind die ersten, die empirische Belege für Unterschiede in den individuellen Kosten des Arbeitsplatzverlustes für Migranten im Vergleich zu Einheimischen in Deutschland liefern. Unter Verwendung von verknüpften Arbeitgeber-Arbeitnehmer-Daten für den Zeitraum 1996-2017 berechnen wir die Verdienst-, Lohn- und Beschäftigungsverluste jedes entlassenen Arbeitnehmers nach einer Massenentlassung im Vergleich zu einem nicht-entlassenen Kontrollarbeiter. Wir stellen fest, dass Migranten aufgrundhöherer Lohn-und Beschäftigungsverluste wesentlich höhere Einkommensverluste hinnehmen müssen als Einheimische. Unterschiede in den individuellen Merkmalen und die unterschiedliche Selektion nach Branchen und Berufen können den Unterschied bei den Lohnverlusten vollständig erklären, nicht aber die Unterschiede bei der Beschäftigung nach der Entlassung. Entlassene Migranten haben sowohl eine geringere Wahrscheinlichkeit, wieder eingestellt zu werden, als auch weniger Arbeitstage als entlassene Einheimische. In Bezug auf diverse Kanäle zeigen wir, dass i) Migranten sich in schlechtere Betriebe sortieren und ii) die etwas geringere geografische Mobilität von Migranten zwischen den Bundesländern einen Teil ihres geringeren Wiederbeschäftigungserfolgs erklären kann; iii) unsere Ergebnisse deuten darauf hin, dass die Konkurrenz durch andere Migranten und nicht durch Einheimische negativ zu den Kosten des Arbeitsplatzverlustes von Migranten beiträgt.

Further analyses uncover strong heterogeneities with respect to country of origin and immigrant characteristics and suggest that the observed effects may be primarily driven by experiences of discrimination and the consumption of foreign media. Lastly, I find that changes in ethnic identity coincide with the political polarization of migrants. These results have various policy implications in terms of the dispersal of asylum seekers, the modes of communication with different migrant groups and the importance of antidiscrimination measures.
