Die zweite Änderung besteht darin, daß Kasachstan durch die Einführung einer eigenen Währung gegen Ende des Jahres zum ersten Mal die Möglichkeit erhalten hat, eine eigenständige Geld- und Währunbgspolitik zu betreiben.

Megatrends such as globalisation, technological advances and demographic change are reshaping work and society, generating a growing demand for higher levels of skills and new sets of skills.OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities and help them build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs.     The Aral Sea is well known for its devastating regression over the second half of the twentieth century, and for its recent partial restoration. Environment and Post-Soviet Transformation in Kazakhstan’s Aral Sea Region is the first book to explore what these monumental changes have meant to those living on the sea’s shores. Following the fluctuating fortunes of the pre-Soviet, Soviet and post-Soviet fisheries, the book shows how the vast environmental changes the region has undergone cannot be disentangled from the transformations of Soviet socialism and postsocialism. This ethnographic perspective prompts a critical rethinking of the category of environmental disaster through which the region is predominantly known. Tracing how the sea’s retreat and partial return have been apprehended by diverse local actors in the former port of Aral’sk and surrounding fishing villages, as well as by scientists, bureaucrats and international development workers, William Wheeler draws out the multiple meanings environmental change acquires within different contexts. This study of how people make their lives amidst overlapping ecological and political-economic upheavals is rich in ethnographic detail that is both rooted in Soviet legacies and alive to the new transnational connections that are reshaping the region. Offering a rigorous political ecology of Soviet socialism and after, the book is a major contribution to the nascent environmental anthropology of Central Asia. It will be of interest to environmental anthropologists, environmental historians, and scholars of all disciplines working on Central Asia and the former USSR.

    This report reviews Kazakhstan’s initial social policy response to the Covid-19 pandemic, highlighting three points. First, there was obvious continuity from the pre-pandemic days in the government’s policy response as it tried to guide the country through the pandemic and prepare the economy for a quick recovery in a post-pandemic world. In particular, the government firmly adhered to the principles of developmentalism, pursuing an active role in the economy, supporting the domestic private sector, promoting employment and using available resources for large infrastructure projects. Second, even during a pandemic, the Kazakhstani government remained fully com-mitted to the idea of productive welfare, offering workers and families affected by the crisis only short-term relief measures and encouraging the poor to be entrepreneurial and not depend on government aid. Third, reminiscent of its earlier strategy to launch important reforms in times of crisis, the Kazakhstani government used the momentum to announce the onset of another cycle of economic, social and education reforms. It remains to be seen whether the announced reforms will help diversify the economy, promote sustainable economic growth and strengthen the country’s education and welfare systems.

    Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 1 peer monitoring of the implementation of the Action 14 Minimum Standard by Kazakhstan.

    Despite complete electrification in Kazakhstan and the Kyrgyz Republic, the reliance on coal for heating residential spaces is high. Using microdata from the national household surveys from Kazakhstan in 2017 and the Kyrgyz Republic in 2016, this study examines the factors affecting residential fuel choice and patterns of consumption for different fuel types-with an emphasis on coal-for heating in the two countries. We employ three models: logit, multinomial logit, and double-hurdle models. The results indicate that access to cleaner and more modern energy infrastructure such as natural gas pipelines and central heating are important for reducing solid fuel consumption, especially in rural areas. Regions with higher coal prices prefer cleaner heating, while regions with higher electricity prices prefer solid fuels. Education is important for the reduction of household solid fuel consumption. The results do not provide evidence that newer houses are more energy efficient.

Megatrends such as globalisation, technological advances and demographic change are reshaping work and society, generating a growing demand for higher levels of skills and new sets of skills.OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities and help them build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs.     Among the many significant geopolitical consequences of Russia’s war against Ukraine has been the reinvigoration of the Middle Corridor, both as a regional economic zone comprising Central Asia, the Caucasus, and Turkey but also as an increasingly attrac­tive alternative route between Europe and China. Russia’s war has disrupted overland connectivity via the New Eurasian Land Bridge, also known as Northern Corridor, which passes through - now heavily sanctioned - Russian and Belarusian territory. While the Middle Corridor will not be able to fully replace the Northern Corridor, regional integration along the Trans-Caspian International Transport Route is likely to increase its potential at the expense of Russia in the long-term. Ankara’s close cultural ties with the Central Asian republics combined with the latter’s willingness to diversify their foreign relations away from Moscow and Beijing provide Turkey with greater leverage in the region. The EU and Turkey share a common interest in enhancing Eurasian connectivity for several reasons: to promote peace and prosperity in the South Caucasus and Central Asia, to enhance commercial access to Central Asia, to increase the resilience of European supply chains, and to diversify European energy supplies. Strengthening Eurasian connectivity would also work to balance Russian, Chinese, and Iranian influence in Central Asia.

    Der Länderbericht der Weltbank über Kasachstan gliedert sich in die drei Hauptteile der wirtschaftlichen Rahmenbedingungen, auch im Zusammenhang mit der Union, der Bereiche für die Inangriffnahme der Wirtschaftsreformen und der Bereiche der Wirtschaft, in denen konkrete Maßnahmen ergriffen werden können. Im ersten Hauptteil werden der Ablösungsprozeß von der Union, die Gesamtwirtschaft, das wirtschaftliche Reformprogramm und finanzwirtschaftliche Fragen behandelt. Im zweiten Teil werden die Reformfelder wie die Einführung von marktwirtschaftlichen Verhältnissen, die Privatwirtschaft und die Privatisierung sowie der Sozialbereich vorgestellt.     Policy complementarities have often been overlooked in transition economies, leading to the exclusion or partial adoption of reforms. This paper examines the key determinants of successful transition strategies, and concludes that an approach exploiting complementary relationships and interactions between policies is most likely to result in a welfare improvement. Based on nine policy areas from the European Bank for Reconstruction and Development (EBRD) Transition Indicators database, composite indicators measuring reform implementation and complementarity are constructed. Panel data estimates for 30 countries over the period 1989 to 2012 demonstrate a positive association between improvements in reform complementarity and economic growth. Moreover, the effects are found to persist over time for up to two years after the initial policy change, and are robust to the inclusion of a wide range of control variables. Applying these findings to the case of Kazakhstan illustrates that comprehensive reforms to a targeted group of complementary policies generate sustained increases in output growth, whereas a partial reform strategy results in a loss of welfare.

    "This book investigates the political implications of country promotion through practices of 'nation-branding' by drawing on contemporary examples from the sports, urban development and higher education sector in Kazakhstan and Qatar. Nation-branding has emerged as a central practice of international politics, where it is commonly understood as a vain, superficial selling technique with little political salience. Drawing on shared insights from practice theory and constructivist notions of nationalism, identity and power, this book challenges this reading and instead argues that nation-branding is neither neutral nor primarily economically motivated, but inherently politicised and tied to the legitimation of current political regimes. The starting point for the analysis is a range of everyday practices and sites long ignored by international relations scholars. In particular, the book traces how the political leadership in Kazakhstan and Qatar have used participation in the international sports circuit, spectacular urban development, and the construction of 'world-class' universities to first produce and then stabilize new ideas about their state"--
