    This paper studies the effect of a restorative justice intervention targeted at youth ages 13 to 17 facing felony charges of medium severity (e.g., burglary, assault). Eligible youths were randomly assigned to participate in the Make-it-Right (MIR) restorative justice program or to a control group in which they faced criminal prosecution. We estimate the effects of MIR on the likelihood that a youth will be rearrested in the four years following randomization. Assignment to MIR reduces the likelihood of a rearrest within six months by 19 percentage points, a 44 percent reduction relative to the control group. Moreover, the reduction in recidivism persists even four years after randomization. Thus, our estimates show that juvenile restorative justice conferencing can reduce recidivism among youth charged with relatively serious offenses and can be an effective alternative to traditional criminal justice practices

    We estimate the effect of local access to office-based mental healthcare on juvenile arrest outcomes. We leverage variation in the number of mental healthcare offices within a county over the period 1999 to 2016 in a two-way fixed-effects model. Office-based treatment is the most common modality of mental healthcare received by juveniles. We find that ten additional office-based mental healthcare providers in a county leads a decrease of 2.3% to 2.6% in the per capita costs to society of juvenile arrest. Findings are similar for arrest rates although often less precise, which suggests that accounting for social costs is empirically important. Crime imposes substantial costs on society and individuals, and interventions during early life can have more pronounced effects than those received at later stages, therefore our results imply increased juvenile access to mental healthcare may have an unintended benefit for the current and future generations

    Recent policy discussions have proposed government-guaranteed jobs, including for youth. One key potential benefit of youth employment is a reduction in criminal justice contact. Prior work on summer youth employment programs has documented little-to-no effect of the program on crime during the program but has found decreases in violent and other serious crimes among "at-risk" youth in the year or two after the program. We add to this picture by studying randomized lotteries for access to the New York City Summer Youth Employment Program (SYEP), the largest such program in the United States. We link SYEP data to New York State criminal records data to investigate outcomes of 163,447 youth who participated in a SYEP lottery between 2005 and 2008. We find evidence that SYEP participation decreases arrests and convictions during the program summer, effects that are driven by the small fraction (3 percent) of SYEP youth who are at-risk, as defined by having been arrested before the start of the program. We conclude that an important benefit of SYEPs is the contemporaneous effect during the program summer and that the effect is concentrated among individuals with prior contact with the criminal justice system

    Roughly one in four juveniles arrested in the U.S. spend time in a detention center prior to their court date. To study the consequences of this practice for youth, we link the universe of individual public school records in Michigan to juvenile and adult criminal justice records. Using a combination of exact matching and inverse probability weighting, we estimate that juvenile detention leads to a 31% decline in the likelihood of graduating high school and a 25% increase in the likelihood of being arrested as an adult. Falsification tests suggest the results are not driven by unobserved heterogeneity

    We estimate the effect of losing Supplemental Security Income (SSI) benefits at age 18 on criminal justice and employment outcomes over the next two decades. To estimate this effect, we use a regression discontinuity design in the likelihood of being reviewed for SSI eligibility at age 18 created by the 1996 welfare reform law. We evaluate this natural experiment with Social Security Administration data linked to records from the Criminal Justice Administrative Records System. We find that SSI removal increases the number of criminal charges by a statistically significant 20% over the next two decades. The increase in charges is concentrated in offenses for which income generation is a primary motivation (60% increase), especially theft, burglary, fraud/forgery, and prostitution. The effect of SSI removal on criminal justice involvement persists more than two decades later, even as the effect of removal on contemporaneous SSI receipt diminishes. In response to SSI removal, youth are twice as likely to be charged with an illicit income-generating offense than they are to maintain steady employment at $15,000/year in the labor market. As a result of these charges, the annual likelihood of incarceration increases by a statistically significant 60% in the two decades following SSI removal. The costs to taxpayers of enforcement and incarceration from SSI removal are so high that they nearly eliminate the savings to taxpayers from reduced SSI benefits

    We develop a theoretical model to explain both the high level and persistence in gun violence for black males ages 15-24 consistent with the empirical literature. A person may carry a gun for instrumental (i.e., criminal) reasons or for its perceived protective benefit. Discerning underlying motives is difficult. A shock to the instrumental benefit can move the equilibrium to one with a high gun prevalence. The model demonstrates that there are larger returns to reducing the value of guns for crime than trying to reduce their protective benefit, suggesting different policy paths to combat the problem of gun violence

    Children's indirect exposure to the justice system through biological parents or co-resident adults is both a marker of their own vulnerability and a measure of the justice system's expansive reach in society. Estimating the size of this population for the United States has historically been hampered by inadequate data resources, including the inability to (1) observe non-incarceration events, (2) follow children throughout their childhood, and (3) measure adult non-biological parent cohabitants. To overcome these challenges, we leverage billions of restricted administrative and survey records linked with Criminal Justice Administrative Records System data, and find substantially larger exposure rates than previously reported: prison - 9% of children born between 1999-2005, felony conviction - 18%, and any criminal charge - 39%. Charge exposure rates exceed 60% for Black, American Indian, and low-income children. While broader definitions reach a more expansive population, strong and consistently negative correlations with childhood well-being suggest these remain valuable predictors of vulnerability. Finally, we document substantial geographic variation in exposure, which we leverage in a movers design to estimate the effect of living in a high-exposure county during childhood. We find that children moving into high-exposure counties are more likely to experience post-move exposure events and exhibit significantly worse outcomes by age 26 on multiple dimensions (earnings, criminal activity, teen parenthood, mortality); impacts are strongest for those who moved at earlier ages
