    This report examines key aspects of the European Union-China economic relationship, including trade, investment and China’s key strategic project overseas, the Belt and Road Initiative (BRI). We conclude that China is, and will continue to be, a major trade and investment partner for EU countries. In this context, it seems clear that regardless of the direction of the United States-China relationship, the EU needs to explore options for fruitful co-existence with China. Trade continues to be the least problematic aspect of the EU-China economic relationship, although challenges need to be dealt with in a number of areas. There is hardly any EU-China trade in services, and the value added of Chinese exports and competition on third markets is increasing. As for investment, although EU companies have built up more foreign direct investment in China than the other way around, Chinese investment in Europe is growing and has focused strongly on technology. This raises the question of whether the EU should fear losing its technological edge, especially when Chinese state-owned companies might distort competition, not only in China, but also overseas through acquisitions. Finally, we review the significance of the BRI from the European perspective. The BRI offers potential trade gains for Europe by improving physical connectivity with countries along the route to China, but it also poses challenges for the EU. The main challenge is China’s increasing soft power, which is being felt in the EU’s neighbourhood and even in a growing number of EU countries. A more united approach to managing the EU-China economic relationship is required to improve the bargaining power of EU countries when dealing with China.

    In the context of the rapidly advancing population ageing, the region of Latin America and the Caribbean is currently facing an unprecedented challenge of adapting to the transformed - yet, still evolving - age structure of the population. The paper provides a regional synthesis of the National Transfer Accounts on the basis of the most recent NTA estimates from 10 LAC countries. Despite the greatly varying length of the per capita lifecycle surplus among the countries, the regional average stands at 26 years, with individuals below 30 and above 56 years old experiencing periods of deficits. At the aggregate level, children and youths continue being the biggest ‘burden’ to the regional economy and their deficit is mainly financed by private transfers. Public transfers are the principal financing flow of the older persons’ deficit. Using the UN population projections, the paper further illustrates the potential impacts of the expected demographic changes

    The global implications of a switch to hydrogen (H2) are far-reaching, as hydrogen will, at least in part, gradually replace the oil and gas trade, and new international trade flows will emerge. In addition, hydrogen will transform the industry, and its use will have disruptive effects that reshape the economic geography. Policymakers are being called upon to make far-reaching, fundamental decisions that will decisively shape the contours of the hydrogen world. Germany and the European Union (EU) should consider the geo-economic and political consequences when setting the course.

    Unter der Führung Xi Jinpings hat sich die Ausrichtung der chinesischen Außenpolitik deutlich verändert. Es geht Peking heute in erster Linie darum, eine größere Kompatibilität zwischen der sich verändernden Weltordnung und dem chinesischen Einparteienstaat herzustellen. Maßgeblich für den chinesischen Kurs ist das Zusammenwirken der Handlungsprinzipien "Andocken" (Duijie) und "Diskursmacht" (Huayuquan). In Verbindung mit bestimmten strategischen Narrativen wie etwa der "Schicksalsgemeinschaft der Menschheit" (Renlei mingyun gongtongti) ist es chinesischen Kadern möglich, in den Außenbeziehungen des Landes eine einheitliche "China-Erzählung" zu vermitteln. Gegenwärtig ist die internationale Ordnung von einem Interregnum geprägt, in dem etablierte Strukturen nicht mehr die gewohnte Sicherheit und Stabilität gewährleisten können. Vor diesem Hintergrund ergeben sich immer wieder Möglichkeiten für chinesische Akteure, in ihrem Sinne auf die bestehende Ordnung einzuwirken. Die deutsche und europäische Politik muss sich mit dem Interregnum der Weltordnung auseinandersetzen. Dabei eröffnen sich auch Chancen für die Staaten und Gesellschaften der EU, die künftige internationale Ordnung nach liberalen Maßstäben entscheidend mitzuprägen. Deutsche und europäische Akteure benötigen ein tiefergehendes Verständnis der chinesischen Handlungslogik. Dies hilft dabei, Chinas Aktivitäten auch in solchen Bereichen richtig einzuordnen, in denen die politisch-ideologischen Differenzen zwischen Peking und dem Westen nicht immer offensichtlich sind. Nur auf dieser Basis können Deutschland und Europa eine eigenständige Handlungslogik entwickeln und Xis "China-Erzählung" die passenden eigenen Narrative entgegensetzen.

    The presidential transition in Uzbekistan represents a novel development in the post-Soviet space. Regime insider Shavkat Mirziyoyev has succeeded in initiating change without provoking destabilisation. His reform programme aims to liberalise the economy and society while leaving the political system largely untouched. Implementation is centrally controlled and managed, in line with the country’s long history of state planning. Uzbeks accept painful adjust­ments in the expectation of a rising standard of living. And the economic reforms are rapidly creating incontrovertible facts on the ground. Uzbekistan has also made significant moves towards political liberalisation, but remains an authoritarian state whose institutional framework and presidential system are not up for discussion. Rather than democrati­sation, the outcome of the transformation is more likely to be "enlightened authoritarianism" backed by an alliance of old and new elites. Nevertheless, there are good reasons for Germany and Europe to support the reforms. Priority should be placed on the areas most relevant for fostering an open society: promoting political competition, encouraging open debate, fostering independent public engagement and enabling genuine participation.

    RCEP ist relevant für Europa, wird in mancher Hinsicht aber überschätzt. Im Vergleich zu EU-Abkommen bleibt die Handelsliberalisierung weit zurück. Denn rund fünf Sechstel des intrare-gionalen Handels fanden nach Berechnungen des Economist bislang zwischen Partnern von bilateralen Freihandelsabkommen (FHA) statt, sodass der Zollabbau insgesamt gering ist. Nur Japan, Südkorea und China bauen Zollhürden in nennenswertem Maß gegenseitig ab, aber mit Übergangsfristen von bis zu zwei Dekaden. Auch im Dienstleistungshandel geht es abgesehen von selektiven neuen Öffnungen vorwiegend um ein Festschreiben von Bestehendem. Ökonomisch sehr relevant ist aber die Vereinheitlichung der vielen sich überschneidenden bilateralen FHA in der Region und vor allem die Vereinfachung von Ursprungsregeln, die zudem recht liberal gegenüber Drittländern gefasst sind. Dieser Schritt mindert Handelsbürokratie gerade für KMU und dürfte die grenzüberschreitenden Wertschöpfungsketten in der Region weiter stärken. [...] RCEP is relevant for Europe, but it is over-estimated in some respects. Compared with EU trade agreements, trade liberalisation remains low. This is mainly because, already before, about five sixths of intra-regional trade took place between partners under bilateral free trade agreements (FTAs), so that tariffs reduction is low overall. Only Japan, South Korea and China will reduce tariffs to a significant extent, but with transition periods of up to two decades. In services trade, apart from selective new openings, there is primarily a lock-in of existing liberalisation in order to raise reliability and transparency. Economically very relevant, however, is the consolidation of the many overlapping bilateral FTAs in the region and, above all, the simplification of rules of origin, which are quite liberal with respect to third countries. This step reduces trade bureaucracy, especially for SMEs, and will further strengthen cross-border value chains in the region. [...]

    President Recep Tayyip Erdoğan has recently stated that there is no reason why Turkey should not have nuclear warhead-tipped missiles, at a time when other nations also possess such a deterrent. The Turkish president’s remarks sparked heated debates as to Ankara’s possible military policy shifts and related nuclear objectives. In the 2010s, Turkey accomplished a number of outstanding achievements in the defence sector, especially in unmanned systems development. Ankara is also pursuing a ballistic missile programme (the Bora missile) which saw its operational debut back in May 2019. However, in the short term, the Turkish defence technological and industrial base (DTIB) lacks the capacity to support military-grade nuclear proliferation, nuclear warhead design and strategic ballistic missile production. More importantly, present indicators suggest no backtrack from Turkey’s non-proliferation commitments. Rather, the 'nuclear missile' rhetoric essentially highlights Ankara’s geopolitical worldview.
