    This paper brings the notion of translation into dialogue with the growing literature on international hierarchies and the historical origins of the modern international order. Leveraging on the writings of Karl Marx, I draw parallels between the exchange of commodities and the translation of linguistic signs in order to unmask the inequalities and asymmetries that pervade the practice of translation. I then deploy these theoretical insights to illuminate the global constitution of the modern international order. In this Marx-inspired reading, the modern international order is cast as the ‘universal equivalent’ that has crystallized out of the asymmetries and contradictions that pervaded the global political economy of conceptual exchange in the long 19th century. As universal equivalent, the modern international order effectively functions as the socially recognized ‘metalanguage’ that undergirds the miracle of global translatability and makes international/interlingual relations possible on a global scale. The paper concludes by considering the implications of the analysis for the future of international/interlingual hierarchies and world order.

    The positive effects of rule of law norms and institutions are often assumed in the fields of global governance and international development, with empirical work focusing more on the challenges of using law to engineer social change abroad. Questioning this assumption, the book contends that purportedly "good" rule of law standards do not always deliver benign benefits but rather often have negative consequences that harm the very local constituents which rule of law promoters promise to help. In particular, the book argues that rule of law promotion in post-colonial societies reinforces socioeconomic and political inequality which disproportionately favors dominant actors who have the wealth, education, and influence to navigate the state legal system. In addition to an historical account of legal development in settler-colonial environments, this argument is also drawn from a comparative study which focuses on the UK-supported justice sector development programs in Sierra Leone and the US-funded rule of law projects in Liberia.

    The agreement signed by the Tigray People’s Liberation Front (TPLF) and the Ethio­pian government on 2 November 2022 offers a real chance to end one of the bloodiest wars in the world. The implementation of the agreement is going well so far. How­ever, the peace process has brought into focus the question of a stable distribution of power within Ethiopia and in the Horn of Africa. The government under Prime Minister Abiy Ahmed faces three key challenges. First, it must integrate the TPLF and at the same time disengage from the partnership with Eritrea. Second, it must rebalance the domestic relationship between the main political actors in order to stop the escalating violence in the states of Amhara and Oromia. Finally, it must bring together a society divided and impoverished by war. International partners should support Ethiopia in addressing these challenges with conditional financial assistance and peacebuilding projects.
