    Challenge funds (CF) induce competition between grant applicants as they develop proposals to address important social problems. We develop a game theoretic model to study how funding availability and proof of concept requirements (e.g., pilots or other forms of early stage screening) influence investments by applicants and the ultimate success of the CF. Larger budgets and more rigorous proof of concept requirements can reduce applicant investments and lead to less effective funding initiatives. The results show how the design of a CF affect the incentives of those competing for funding, and how the most effective CF design needs to carefully consider how the NGOs or researchers applying for funding will respond to a change in incentives. Otherwise, steps taken to improve the quantity or quality of funded projects can backfire and decrease overall funding effectiveness.

    Expanding regional eligibility in the access to grants can have important consequences for the performance of firms. We examine a quasi-natural experiment that consisted of a redrawing of administrative areas intended to increase accessibility to European Union (EU) funds using a rich administrative dataset that covers the universe of Portuguese private firms between 2003 and 2010. Our results uncover a positive causal impact of increased eligibility on firms’ sales. In contrast, employment and labour productivity do not seem to be significantly impacted by the reform. The effects are heterogeneous: while sales of firms in the services and non-tradable sectors are positively impacted, sales of firms in more competitive sectors are not affected. Die Ausweitung der regionalen Anspruchsberechtigung beim Zugang zu Fördergeldern kann erhebliche Auswirkungen auf die Leistung von Unternehmen haben. Wir untersuchen ein quasi-natürliches Experiment, das aus einer Neueinteilung von Verwaltungsgebieten zum Zwecke eines verbesserten Zugangs zu EU-Mitteln bestand. Dazu verwenden wir einen umfangreichen administrativen Datensatz, der die Gesamtheit der portugiesischen Privatunternehmen zwischen 2003 und 2010 abdeckt. Unsere Ergebnisse zeigen einen positiven kausalen Einfluss der erhöhten Anspruchsberechtigung auf die Umsätze der Unternehmen. Im Gegensatz dazu scheinen Beschäftigung und Arbeitsproduktivität durch die Reform nicht signifikant beeinflusst zu werden. Die Auswirkungen sind heterogen: Während die Umsätze von Unternehmen im Dienstleistungssektor und in den Sektoren der nicht handelbaren Güter positiv beeinflusst werden, sind die Umsätze von Unternehmen in wettbewerbsintensiveren Sektoren nicht betroffen.

    The impact of international students and skilled immigration in the United States on innovative activity is estimated using a model of idea generation. In the main specification a system of three equations is estimated, where dependent variables are total patent applications, patents awarded to U.S. universities, and patents awarded to other U.S. entities, each scaled by the domestic labor force. Results indicate that both international graduate students and skilled immigrants have a significant and positive impact on future patent applications, as well as on future patents awarded to university and nonuniversity institutions. The central estimates suggest that a 10 percent increase in the number of foreign graduate students would raise patent applications by 4.7 percent, university patent grants by 5.3 percent, and nonuniversity patent grants by 6.7 percent. Thus, reductions in foreign graduate students from visa restrictions could significantly reduce U.S. innovative activity. Increases in skilled immigration also have a positive, but smaller, impact on patenting

    Die Schaffung von leistungsfähiger Infrastruktur ist eine der zentralen Aufgaben der modernen Gesellschaft. Diese Auswirkungen durch den Baubetrieb sind im Gegensatz zu den betriebsbedingten Auswirkungen im engeren Sinne schwer zu prognostizieren. Die daraus resultierenden Konflikte angemessen zu bewältigen ist Aufgabe des geltenden Rechts. Laura Bidinger analysiert das zugrundeliegende Planungsrecht und stellt fest, dass dieses nicht geeignet ist, den Beeinträchtigungen im Rahmen der Planung und Realisierung von Infrastrukturvorhaben angemessen zu begegnen. Anhand dieses Befundes entwickelt sie einen Lösungsvorschlag, wie de lege ferenda die Auswirkungen des Baubetriebs schon während des Verwaltungsverfahrens einer verbesserten Konfliktbewältigung zugeführt werden könnten.
