    Implementation lags are one of policymakers' concerns about fiscal policies, as these may reduce their efficacy. Using a standard New Keynesian model with an effective lower bound on the nominal interest rate, we compare the impacts of fiscal stimulus on output across various lengths of implementation lag. We show that despite concerns among policymakers, a fiscal authority can enhance the efficacy of government purchases on output with implementation lags when the economy is caught in a liquidity trap.

    With the COVID-19 lockdowns and the ongoing cost-of-living crisis, the importance of the early years system for children and their parents has been made particularly obvious over the last few years. In this report, we analyse how public spending on early childhood education and care has changed over the last two decades. Overall spending on the early years in England has grown from around £1.5 billion in 2001-02 to more than £5.3 billion last year (all figures in today's prices). But within this growing envelope, the relative amount of spending on the different childcare programmes has changed dramatically. The 'free entitlement' to funded childcare hours - for all 3- and 4-year-olds and some 2-year-olds - has seen its budget grow substantially, while spending on childcare subsidies through the working-age benefit system has been cut.

    Last month, the Chancellor set out additional funding for the National Health Service (NHS) in the Autumn Statement. This came alongside the promise of new recovery plans and targets for emergency care and primary care, a recommitment to the elective recovery plan, and a promise of a comprehensive workforce plan. These announcements come against a backdrop of continued operational pressure on all parts of the NHS, and high inflation putting pressure on NHS budgets and staff pay. In this report, the second part of the three-part series, we dig deeper into the resources available to the NHS and how they are being used, looking beyond just the waiting list. We first examine how the funding, staffing and hospital beds available to the NHS have changed since 2019. We then show how the number of patients treated by the NHS in eight different areas compares with 2019 levels. For most areas of care, the NHS is still struggling to treat more people than it was pre-pandemic, despite having - on the face of it - additional staff and funding. We therefore go on to consider a range of different factors that could explain this seeming fall in performance and output.

    This is our fifth annual report on education spending funded by the Nuffield Foundation. It seeks to provide a clear and consistent comparison of the level and changes in spending per student across different stages of education. Following on from cuts to most areas of education spending during the 2010s, the government has provided additional funding at successive spending reviews between 2019 and 2021. However, rising levels of inflation and cost pressures have dampened the effects of extra funding, putting severe strain on providers' budgets right across the public sector. High ambitions for the education sector will also be harder to achieve in an era of further constraints on public spending.

    In January 2020, the UK government formally announced its intention to create a number of Freeports across the UK, with the aim of promoting job creation and regeneration, boosting trade, investment and innovation, and supporting the 'levelling up' agenda. The Freeports offer various tax and customs reliefs, simplified import and export procedures, enhanced trade promotion, and additional support for innovation, increasing their attractiveness to both domestic and international businesses. They also benefit from an injection of seed capital from central government and the full local retention of business rates revenue from qualifying new development, in order to enable investment in complementary infrastructure and skills. This report aims to provide an accessible overview of the Freeports programme, looking at existing evidence on the potential impacts of the policy, and what we may learn about its actual impacts from future evaluation.

    After health, funding for Scottish councils is the second largest item in the Scottish Government's Budget. In the original 2022-23 budget as passed by the Scottish Parliament, the Scottish Government allocated £10.6 billion to councils as part of the main local government portfolio, with further funding from other portfolios increasing the amount initially provided in the annual local government finance settlement for resource (i.e. non-capital) spending to £12.0 billion. The 2010s saw cuts to councils' funding and spending, but more recently funding has been increasing again. This chapter of the report therefore first looks at how Scottish councils' spending on local services changed during the 2010s, splitting spending into spending on schools and spending on other services to allow for easier comparisons of trends in England (although differences in data and responsibilities mean these comparisons are somewhat rougher for the 'other services' category). It then looks forward to 2023-24 and 2024-25, looking at the outlook for overall council funding including for schools, and how this compares with England.

    The Scottish Government's overall budget depends both on funding from the UK government, which is determined largely via the Barnett formula, and on its own devolved revenues, borrowing and reserves, which are governed by the Fiscal Framework. This chapter of the report looks at the funding outlook in the short term (2022-23 and 2023-24), medium term (2024-25 to 2027-28) and beyond, drawing on Scottish Government and Scottish Fiscal Commission (SFC) figures.

The revenue raised would then be used to increase state school spending and would be targeted at pupils from disadvantaged backgrounds. In this report, we analyse the likely effects of these proposals on tax revenues and school spending.
