    We often talk loosely of the "tyranny of the majority" as a threat to the workings of democracy. But, in ancient Greece, the analogy of demos and tyrant was no mere metaphor, nor a simple reflection of elite prejudice. Instead, it highlighted an important structural feature of Athenian democracy. Like the tyrant, the Athenian demos was an unaccountable political actor with the power to hold its subordinates to account. And like the tyrant, the demos could be dangerous to counsel since the orator speaking before the assembled demos was accountable for the advice he gave. With Dangerous Counsel, Matthew Landauer analyzes the sometimes ferocious and unpredictable politics of accountability in ancient Greece and offers novel readings of ancient history, philosophy, rhetoric, and drama. In comparing the demos to a tyrant, thinkers such as Herodotus, Plato, Isocrates, and Aristophanes were attempting to work out a theory of the badness of unaccountable power; to understand the basic logic of accountability and why it is difficult to get right; and to explore the ways in which political discourse is profoundly shaped by institutions and power relationships. In the process they created strikingly portable theories of counsel and accountability that traveled across political regime types and remain relevant to our contemporary political dilemmas

    "This book examines the discursive connections between global flows of ideologies about leadership and good governance, how these ideologies are localized in Indonesia, and how all of this relates to changing political, bureaucratic, and market regimes between 1998 and 2004. It starts with a speech given by the head of the International Monetary Fund about the importance of good governance. It then traces the uptake of shibboleths of this speech within Indonesian government policy documents, within the Indonesian mass-media, and in the everyday talk that occurred in a government office in Indonesia during my five months of fieldwork in that office between August 2003 and January 2004. The book makes the case that in order to formulate nuanced interpretations of connection and processes of localization, researchers need to engage in a type of reflexivity that involves a constant movement between data from different timespaces. Such a practice, it is argued, adds to our understanding of how and why both researchers and those researched come to believe and present themselves in specific ways. In doing so, the book extends contemporary conceptual work in the broad areas of sociolinguistics and linguistic anthropology as it relates to notions of scale, connection, chronotope, leadership talk, and personhood, while sketching how this conceptual work can be operationalized methodologically"--

    For the first time since its founding in 1921, the Chinese Communist Party (CCP) has adopted a new paradigm for its role in China. Abandoning its former identity as a 'revolutionary party', the CCP now regards itself as a 'governing party' committed to meeting the diverse needs of its people and realizing China's revitalization as a great power. To enhance its ability to realize these aims, the CCP has enacted extensive political and ideological reforms. Central to that effort are changes to how the party develops and oversees strategy and policy. Few studies are available on the CCP's adoption of this new identity and of its political implications. This book remedies that oversight by explaining the historic context, drivers, and meaning of the governing party paradigm.     "Analyzes the difficulties that national governments have had in linking measurement of performance and results to the annual budget process. The book is based on intensive reviews of four advanced countries that were early reformers and three pioneers in Central and Eastern Europe. In addition to looking at their current systems, Toward Next-Generation Performance Budgeting looks at how their approaches have evolved over time. This book attempts to fill a gap between survey-based self-assessments and best-practice guides. It was compiled in response to the concerns of budget departments in countries in Eastern Europe and Central Asia, many of which are committed to adopting some form of performance-based budgeting and are seeking to learn from the experiences of previous reformers what the practical challenges are and how they can adapt best-practice approaches to a messy reality. The case studies demonstrate a general pattern of disappointment with the results of performance budgeting, balanced by a strong belief in the underlying logic, which has resulted in repeated efforts to modify approaches to tighten the links between budgeting and performance. These efforts have resulted in significant variation in how countries have implemented performance budgeting and in the benefits they have derived. These variations offer guidance for models of next-generation performance budgeting, avoiding classic pitfalls, and incorporating modifications introduced by those who have used it longest and found it useful"--Page 4 of cover

    For the first time since its founding in 1921, the Chinese Communist Party (CCP) has adopted a new paradigm for its role in China. Abandoning its former identity as a 'revolutionary party', the CCP now regards itself as a 'governing party' committed to meeting the diverse needs of its people and realizing China's revitalization as a great power. To enhance its ability to realize these aims, the CCP has enacted extensive political and ideological reforms. Central to that effort are changes to how the party develops and oversees strategy and policy. Few studies are available on the CCP's adoption of this new identity and of its political implications. This book remedies that oversight by explaining the historic context, drivers, and meaning of the governing party paradigm. It explains how adoption of this paradigm is transforming the processes through which the CCP develops strategy and policy. Furthermore, it differs from many other books in that it is the first to derive its analysis primarily from the study of authoritative Chinese sources.
