The year 2020 is a critical year for sustainable development policy and practice with the review and renewal of various international commitments including the Sustainable Development Goals, the Convention on Biological Diversity and the Paris Agreement. The post-2020 agenda needs to be informed by more robust analytical approaches that capture the interactions between the economy, society and the environment. In this paper, we review the state of the art in available models and datasets that lay the groundwork for future analytical work to inform this agenda. Based on this review, we propose an integrated modeling approach for global analysis to underpin international policy discourse and advocacy, and; a sub-global approach focusing on evaluating specific strategies and policy portfolios to make progress toward sustainability commitments considering detailed local country context. Both approaches rely on integrating whole of economy computable general equilibrium models with spatial land use land cover and ecosystem services models. Endogenizing feedbacks between modeling system components ensures that evidence is based on interactions between all system components. Recent advances in methods, data and available tools discussed herein reduce barriers to entry for this type of complex systems analysis and increases the timeliness of policy advice.

Drawing on selective stylized facts, the paper evaluates the growth-effects for African countries and the disruptive potentials resulting from the COVD-19 pandemic, as African countries are involved in intra-regional integration processes. As AfCFTA involving 55 countries (ratified by 22 countries) is an ambitious project for industrialization for achieving SDG targets of inclusive development via trade facilitation, and regional integration, the paper argues that given the Covid-19 setback full potential depends on trade-led spillover benefits and structural factors. Our objective is to show that: given the low labor-productivity growth in the African nations-without reinventing the wheel by estimating the impact of preferential access trade agreement--the ricochet effect of the trade-induced productivity benefits via intermediates in the presence of COVID-19-led trade disruptions is crucial. The study highlights the role of trade-growth-structural factors for providing basis to simulate scenarios of technology-imports contents in a global non-linear CGE model, viz., Global Trade Analysis Project (GTAP) with 27 sectors and 51 regions. The paper shows: (i) role of trade-mediated productivity benefits for facilitating regional supply chain, (ii) factors underlying absorption of such benefits for economic transformation; (iii) how trade and technology could boost trade not just trade-liberalization per se; (iv) given the region's weaker production basis, in the presence of Covid-19, how the risks posed by trade plus non-trade external shocks to African intra-regional integration matter. Findings also indicate that technological benefits due to trade liberalization under FTA may be hindered by non-trade factors like epidemic or pandemic resulting in skill deficiencies, and translating into productivity slowdown. The paper empirically shows that for realizing the enormous potential of AfCFTA as driver of industrialization deep policy reforms in the areas of technology, absorptive capacity, institutions, and infra- and info-structure for digitization are necessary for long-term development. Also, the result proves that: for effectiveness of AfCFTA to deliver benefits to poor countries via allocative efficiency and welfare, apart from improving the 'behind-the-border' factors, trade with not only emerging economies like China, but also with industrialized nations is important. Also, the research shows the necessity of formulating policies to develop targeted sectors for reaping substantial benefits via AfCFTA. Thus, AfCFTA is not a panacea for industrial development.

Sri Lanka's development strategy has long emphasized enhancing trade competitiveness, with agriculture playing a significant role in its economy. This study addresses the critical yet often overlooked issue of food losses at the country's borders, which undermine its trade competitiveness. From 2016 to 2020, agricultural exports comprised about a quarter of Sri Lanka's total exports, while food imports accounted for around 13% of total imports. The research investigates the magnitude and causes of these border food losses and proposes strategies to mitigate them. Analysis using the Standard Compliance Analytics of UNIDO identified considerable rejections at entry and exit points. Stakeholder consultations indicated that these rejections primarily result from trading firms' inability to comply with complex regulatory and certification requirements. A lack of awareness among exporters about stringent standards in certain markets also contributes to these rejections. Stakeholders suggest strategies such as digitization, improved coordination between government agencies, and capacity building for government officials. The study recommends enhancing awareness among private agents about domestic and international regulations, improving the capacity of government officials, and developing infrastructure in the agricultural value chain, especially during grace periods following the introduction of new regulations, as well as prioritizing investments based on a cost-benefit analysis, considering both direct and indirect benefits of various options.
