    Improvements of firms' environmental performance crucially determine the speed of a country's green economic transformation. In this paper, we investigate whether firms with foreign ownership are more likely to adopt 'green' management practices, which determine the capability to monitor and improve a firm's impact on the environment. By using multi-country firm-level data, we show that foreign ownership increases the likelihood of implementing green management practices. Considering country heterogeneity, we reveal that only firms based in more developed economies and in countries with better environmental performance benefit from foreign direct investment, while this is not the case for firms based in less developed economies or countries with weak environmental performance. In addition, we find that the effect is more robust for manufacturing sector firms than for service sector firms. Overall, our results suggest that foreign ownership can contribute towards a country's green economic transformation.

    The author shows that the US as the world's largest investor abroad so far shuns the most dynamic host region East Asia including China and instead continues to focus on investment in Europe. In contrast, Germany follows a different path. Similar to trade, German companies have been very active as investors, especially in China. The author explains the discrepancies in the regional structure of FDI by (1) differences in the sectoral focus: US in services and Germany in manufacturing, (2) differences in the regulatory framework protecting national security in the two home countries: much stronger in the US than in Germany especially against China, and (3) differences in Chinese policy interventions: stronger in services than in manufacturing. It can be expected that rising tensions between China and the US will lead to stronger trends of technological self-reliance on both sides, a higher local content of production and more importance of protecting national security. Against this backdrop, US companies with their low presence in China might face less challenges than German companies which are more subject to path dependency given their high presence in China. Der Autor zeigt, dass die USA als weltgrößter Auslandsinvestor bislang die dynamischste Gastregion Ostasien, insbesondere China, meiden und stattdessen weiterhin auf Investitionen in Europa setzen. Deutschland geht einen anderen Weg. Ähnlich wie im Handel waren deutsche Unternehmen als Investoren vor allem in China sehr aktiv. Der Autor erklärt Unterschiede in der Regionalstruktur der amerikanischen und deutschen Auslandsinvestitionen durch (1) Unterschiede in der sektoralen Ausrichtung - USA im Dienstleistungssektor, Deutschland im Verarbeitenden Gewerbe-, (2) Unterschiede im regulatorischen Rahmen zum Schutz der nationalen Sicherheit in den beiden Herkunftsländern - in den USA viel stärker als in Deutschland, insbesondere gegenüber China - und (3) Unterschiede in den politischen Interventionen Chinas - im Dienstleistungssektor stärker als im Verarbeitenden Gewerbe. Der Autor erwartet, dass zunehmende Spannungen zwischen China und den USA dazu führen, dass beide Seiten die technologische Eigenständigkeit fördern, zunehmende heimischen Wertschöpfungsanteile anstreben und dem Schutz der nationalen Sicherheit hohe Bedeutung beimessen werden. US-amerikanische Unternehmen mit ihrer relativ geringen Präsenz in China könnten sich geringeren Herausforderungen gegenübersehen als deutsche Unternehmen, die aufgrund ihrer starken Präsenz in China eher einer Pfadabhängigkeit ausgesetzt sind.

    This paper develops two Sraffian supermultiplier models of two different kinds of economies that are dependent upon foreign direct investment (FDI): the "export platform FDI-led" growth model and the "tax haven FDI-led" growth model. The former is driven by the growth of the exports of foreign-owned firms and is associated with greenfield FDI inflows, whereas the latter is driven by the growth of profits booked at foreign-owned shell companies that are partly absorbed through taxation and is associated with intangible FDI inflows. The two models achieve demand, output, and income growth via fundamentally different channels yet appear similarly export-led given how profit shifting artificially inflates the net exports of tax havens. Based on these models, a set of empirical indicators are proposed to differentiate exportplatform from tax haven economies. In contrast to Bohle/Regan (2021), who characterise output growth in both Hungary and Ireland as being led by the exports of foreign-owned firms, the model and indicators proposed here support the hypothesis that Ireland is closer to the tax haven FDI-led growth model.
