    Within the past decades, employment precariousness has emerged as an alarming phenomenon afflicting labor markets across Europe. While the spread of job insecurity can be traced to specific mechanisms and processes triggered by recent macroeconomic developments, evidence shows how mainstream practices in labor market policy hold some clear responsibilities. Policy prescriptions forwarded by the economic analysis of dominant politicaleconomic paradigms have been consistently prioritizing objectives of flexibility and competitiveness as a way to secure growth and employment, yet this strategy proved to be the source of lower quality and more uncertain jobs for wider shares of the workforce, with a higher incidence among the lower skilled. After having documented and further contextualized these labor market issues, the present research will investigate whether the unprecedented social challenges brought by the Covid-19 pandemic were met by the European Commission with an innovative approach to active labor market management. Our findings suggest that the proposal by the Commission of a policy strategy centered on upskilling and reskilling through training schemes might not break with past trends of precariousness. Specifically, as in the case of flexicurity, the attempt to achieve win-win solutions in different, and possibly contrasting, policy agendas - in this case the upskilling of highly qualified technicians and the reskilling and relocation of displaced workers - configures as an effective focus for political agreement, while numerous unaddressed barriers prevent the achievement of real change.

    This report analyzes the main challenges for labor market and social policies in Slovenia and considers the available policy options from the perspective of OECD countries' experience. It finds that Slovenia has one of the most equal income distributions in the world and a tradition of social dialogue. However, its unemployment insurance and employment service system are not sufficient to deal effectively with the present economic crisis and the country is also faced with rapid population ageing and a low employment rate among 55-to-64 year olds.     A key feature of the Danish labour market is its so-called flexicurity, the coexistence of flexibility (low adjustment costs for both employers and employees) and security (owing to a developed social safety net with high coverage and high replacement ratios). This is often believed to have contributed to the resilience of the Danish labour market and especially to its ability to maintain a low and stable unemployment rate. The aim of this paper is to examine the performance of the flexicurity system and changes therein during the previous three decades, including the first years of the Great Recession. We carry out two types of analyses: at the levels of establishments and employees, respectively. First, we use linked employer-employee data for the private sector to examine how labour demand responds to output shocks by a study of firms’ labour adjustment behaviour during economic upturns and downturns. Second, based on the same data set we examine how the flexicurity system protects workers from income losses associated with job losses due to plant closures or major lay-offs. In particular, we are interested in how the transformation of the flexicurity system since the mid-nineties to increasingly emphasise activation and to reduce maximum unemployment benefit durations has changed employees’ security in case of displacement. We document large worker flows that exhibit strong cyclical variation giving rise to volatile unemployment dynamics. External flexibility of firms has remained unchanged for almost three decades. While we find no clear traces of trend changes in employers’ labour adjustment behaviour, we do find that income losses of displaced workers have declined over time, mainly due to their faster re-employment. Although it is still early days to conclude with certainty, there are so far no strong indications of the reemergence of unemployment hysteresis to the same extent as in previous recessions.

    This paper argues that Japan’s excessive labor market duality can reduce Total Factor Productivity (TFP) due to a negative impact on non-regular workers’ effort and on firms’ incentives to train them. On the basis of cross-country empirical evidence, the paper proposes some reform options. In particular, our analysis suggests that reducing the difference in employment protection between regular and non-regular workers would substantially reduce labor market duality in Japan. One reform consistent with these findings is the introduction of a Single Open Ended Contract for all newly hired workers. This reform could be complemented by a shift towards a model that combines labor market flexibility and security (“flexicurity”) and by policies aimed at encouraging wage growth

    We analyse how different labour market institutions - employment protection versus flexicurity - affect technology adoption in unionised firms. We consider both trade unions' incentives to oppose or endorse labour-saving technology, and firms' incentives to invest in such technology. We find that increased flexicurity interpreted as less employment protection and a higher reservation wage for workers - unambiguously increase firms' incentives for technology adoption, even when taking into account the response in unionised wage setting to such new technology. If we assume that unions have some direct influence over the technology to be adopted, a higher reservation wage also makes unions more willing to accept technological change. Less employment protection has the opposite effect, since this increases the downside (job losses) of labour-saving technology. -- Technology adoption ; trade unions ; employment protection ; flexicurity

    This paper investigates the effect of sanctions of unemployment insurance benefits on the exit rate from unemployment for a sample of Danish unemployed. According to the findings are that even moderate sanctions have rather large effects. For both males and females the exit rate increases by more than 50% following imposition of a sanction. The paper exploits a rather large sample to elaborate on the basic findings. It is shown that harder sanctions have a larger effect, that the effect of sanctions wear out after around 3 months and that particular groups of unemployed are more responsive to sanctions than others. Finally, the analysis suggests that men react ex ante to the risk of being sanctioned in the sense that men who face higher sanction risk leave unemployment faster. -- Sanctions ; unemployment hazard
