    Total official support for sustainable development (TOSSD) is a new international statistical measure that provides a complete picture of all official resources and private finance mobilised by official interventions in support of sustainable development and the SDGs. It consists of two pillars: cross-border resources to developing countries (pillar I) and support to international public goods and global challenges (pillar II). To test the TOSSD concept and operationalise the reporting, a data survey was carried out in 2019 on 2017 resources. This paper analyses the main lessons learnt from the survey with the objective to help further refine the TOSSD Reporting Instructions and data collection process, and provide evidence to the international community about the usefulness, relevance and feasibility of TOSSD as a measurement framework for the SDG era. TOSSD can respond to developing countries’ needs for information on external financing for sustainable development (pillar I), with estimates showing that between 18% and 26% of the volume of resources captured in the survey relate to additional data captured in TOSSD. TOSSD can fill a key information gap on financing for international public goods (IPGs) that support the achievement SDGs (pillar II). The TOSSD framework is appropriate for various providers of financing for sustainable development, including traditional providers, South-South Co-operation providers and multilateral institutions. To enhance the usefulness and relevance of TOSSD, efforts will need to continue to fill the remaining data gaps and enhance data quality.

    The outbreak of COVID-19 and the unprecedented measures taken by many countries to slow down the spread of the coronavirus caused large economic and psychological costs. This paper uses real time survey data from two waves run at the end of March and in mid-April to provide a snapshot of the actual labour market outcomes in twelve countries. Our study reveals large cross-country differences. At the end of March, when large disparity existed in the diffusion of the pandemic and in the lockdown measures, a large share of employed individuals had stopped working in France (38%) and Italy (47%), but much less in Australia (13%) and the US (10%). Large differences remained in mid-April. Yet, some common patterns emerge. Labour market outcomes varied according to workers’ educational attainments and occupation types. College graduates and white collars worked more from home and less from the regular workplace. Instead, low educated workers and blue collars were more likely to remain in the regular work place or to stop working. Similar patterns emerge with respect to the workers’ (family) income. This evidence suggests that initial labour market effects of COVID-19 (and of the lockdown measures) may have contributed to increase pre-existing inequalities.

DAFM has been actively involved in dealing with the challenge of gender balance in their Department, and the 2018 survey was undertaken as a means of determining the road map for future action.     This study assesses jobs in businesses and NGOs in the towns of South Sudan. It is based on a 2019 business survey that includes informal and micro enterprises, as well as a dedicated survey of foreign-owned businesses. The business community is typical of a low-income post-conflict country, but with a particularly weak productive sector and an outsize importance of NGOs and foreign-owned businesses. Two in five commercial businesses are foreign-owned; they employ far more South Sudanese than foreign nationals, and source some inputs locally, though they could become more important customers. NGOs employ one in five workers in businesses, and while UN and aid agency procurement is a minor source of demand in Juba, it is a major factor in smaller markets, for food and personal services. Business obstacles focus on insecurity, lack of demand (including due to inflation), no access to finance, and electricity. The study is one of a set of four reports assessing different aspects of jobs in urban South Sudan in order to formulate policy for recovery

    As the economy and our daily life return to a "new-normal" in the midst of Covid-19, the possibility of a second wave leaves lots of uncertainty about future developments. To understand indications about the impact of the pandemic on economic performance in different countries across the world, we conducted a survey among 950 economic experts in 110 countries. This report gives an overview of the most important results of the survey and compares them in different world regions and countries. An extra focus is placed on the European Union's strategy to combat the crisis and how experts from member states assess the different policy measures.

    Low response rates among rich households are thought to be a serious problem in many applications using household surveys. The paper discusses the various ways the problem can be dealt with, and makes some recommendations for practice, including in developing countries. Under certain conditions, income-selective non-compliance with an initially randomized assignment can be corrected by reweighting the data. This requires that the surveys pick up at least some top incomes. If not, then income tax records can help, including in estimating distributional national accounts. However, tax data come with their own concerns including tax avoidance/evasion, weak coverage of informal sectors and illicit incomes, and concerns about construct validity, given the limitations of taxable income as a basis for inter-personal comparisons of economic welfare. An appropriately weighted survey-based distribution of an acceptable measure of economic welfare need not be less reliable for most purposes of distributional analysis than income-tax records, including in combination with surveys. The choice will depend on the question to be addressed, and country-specific circumstances. These measurement issues warrant further research across multiple settings

    Despite growing interest in expectation surveys, critics argue that survey responses are not reliable measures of the expectations underlying financial decisions, and empirical work often finds only a weak correlation between investment and stated beliefs. In this paper, we document a systematic gap between an individual's own forecasted returns and the beliefs used in investment decisions. In particular, perceived past housing returns predict individual real estate investment decisions even conditional on flexible controls for an individual's forecasted distribution of future home-price growth. Many respondents acknowledge that they rely on past returns more than their survey-reported expected returns when making investment decisions, ruling out simple measurement-error explanations. To interpret these findings, we present evidence that investment decision-making induces cognitively uncertain investors to rely more on belief factors in which they are relatively confident, such as their estimation of recent local housing returns.     Automated census linkage algorithms have become popular for generating longitudinal data on social mobility, especially for immigrants and their children. But what if these algorithms are particularly bad at tracking immigrants? Using nineteenth-century Irish immigrants as a test case, we examine the most popular of these algorithms-that created by Abramitzky, Boustan, Eriksson (ABE), and their collaborators. Our findings raise serious questions about the quality of automated census links. False positives range from about one-third to one-half of all links depending on the ABE variant used. These bad links lead to sizeable estimation errors when measuring Irish immigrant social mobility.

    We propose a new method to design a short survey measure of a complex concept such as women's agency. The approach combines mixed-methods data collection and machine learning. We select the best survey questions based on how strongly correlated they are with a "gold standard'' measure of the concept derived from qualitative interviews. In our application, we measure agency for 209 women in Haryana, India, first, through a semi-structured interview and, second, through a large set of close-ended questions. We use qualitative coding methods to score each woman's agency based on the interview, which we treat as her true agency. To identify the close-ended questions most predictive of the "truth," we apply statistical algorithms that build on LASSO and random forest but constrain how many variables are selected for the model (five in our case). The resulting five-question index is as strongly correlated with the coded qualitative interview as is an index that uses all of the candidate questions. This approach of selecting survey questions based on their statistical correspondence to coded qualitative interviews could be used to design short survey modules for many other latent constructs

    While American poverty research has devoted greater attention to poverty in the Northeast and Midwest, poverty has been persistently higher in the U.S. South than other regions. Thus, this study investigates the enduring question of why poverty is higher in the South. Specifically, it demonstrates the role of power resources as an explanation for this regional disparity, yet also considers family demography, economic structure, and racial/ethnic heterogeneity. Using six waves (2000-2016) of U.S. Census Current Population Survey data from the Luxembourg Income Study (N=1,157,914), this study employs a triangulation of analytic techniques: (1) tests of means and proportions differences, (2) multi-level linear probability models of poverty, and (2) binary decomposition of the South/Non-South poverty gap. The comparison of means associated with the power resources hypothesis yield the largest substantive differences between the South and the Non-South. In the multi-level models, adjusting for power resources yields the largest declines in the South coefficient. Binary decomposition results indicate that power resources are the second most influential factor explaining the South/Non-South poverty gap. Overall, power resources are an important source of the South/Non-South poverty gap, though economic structure and other factors certainly also play a role. Results also suggest an important interplay between power resources and race. Altogether, these results underscore the importance of the macro-level characteristics of places, including political and economic contexts, in shaping individual poverty and overall patterns of inequality.
