    This paper investigates the apparent paradox of the mid 2000’s sharp reduction in the deforestation of the Brazilian Amazon that happened alongside fast growing commodity markets. Particular attention is given to the role played by PPCDAM, an environmental policy introduced by the federal government in 2004. We use a panel of 760 Amazon municipalities and 15 years to estimate the effects of well-known drivers in the deforestation process, such as cattle herd and soybean crops, as well as the effect of the conservation policy. The results suggest that the policy not only had a direct effect of reducing deforestation, but also rendered deforestation less sensitive to fluctuations in the Amazon commodity production. We also perform a counterfactual exercise, estimating the levels of deforestation that would have been registered, had the policy not existed. We estimate that the plan saved a total of 196 thousand square kilometers of forest between 2005 and 2015, corresponding to almost twice the total amount of deforestation observed during this period, and 4.9% of the entire Brazilian Amazon forest.

    This paper proposes an environmental DSGE model with deforestation of a tropical rain forest. The forest can be used to produce goods, but it also affects the well-being of the representative individual. Environmental policy is implemented with the taxation of the deforestation activity. We calibrate the model for the Brazilian economy, and show that it predicts a procyclical deforestation, and that a more stringent policy reduces the volatility of deforestation. Moreover, technological progress decreases the stock of forest, and it does so more intensely with a lenient environmental policy.

    When agricultural productivity improves, farmers may react by expanding farming and further encroach on forest lands, or they may choose to intensify and produce more output with less land. We specify the conditions under which agricultural productivity can have such ambiguous effects on deforestation. We then examine the predictions of that model using county-level data from five waves of the Brazilian Census of Agriculture and satellite-based measures of land use. We identify productivity shocks using exogenous variation in rural electrification in Brazil during 1960-2000. We show that locations suitable for hydropower generation experienced improvements in crop yields, and that credit-constrained farmers subsequently shifted away from land-intensive cattle-grazing and into cropping. As a result, agricultural land use declines, more native vegetation is protected, and these effects persist 25 years later in both census and satellite data. Brazil's deforestation rate would have been almost twice as large between 1970 and 2000 without that increase in agricultural productivity. That makes the conservation benefits of productivity improvements comparable to the most prominent conservation packages ever implemented in Brazil.

    Two factors have elevated recent academic and policy interest in tropical deforestation: first, the realization that it is a major contributor to climate change; and second, a revolution in satellite-based measurement that has revealed that it is proceeding at a rapid rate. We begin by reviewing the methodological advances that have enabled measurement of forest loss at a fine spatial resolution across the globe. We then develop a simple benchmark model of deforestation based on classic models of natural resource extraction. Extending this approach to incorporate features that characterize deforestation in developing countries---pressure for land use change, significant local and global externalities, weak property rights, and political economy constraints---provides us with a framework for reviewing the fast-growing empirical literature on the economics of deforestation in the tropics. This combination of theory and empirics provides insights not only into the economic drivers and impacts of tropical deforestation but also into policies that may affect its progression. We conclude by identifying areas where more work is needed in this important body of research
