    The author shows that the US as the world's largest investor abroad so far shuns the most dynamic host region East Asia including China and instead continues to focus on investment in Europe. In contrast, Germany follows a different path. Similar to trade, German companies have been very active as investors, especially in China. The author explains the discrepancies in the regional structure of FDI by (1) differences in the sectoral focus: US in services and Germany in manufacturing, (2) differences in the regulatory framework protecting national security in the two home countries: much stronger in the US than in Germany especially against China, and (3) differences in Chinese policy interventions: stronger in services than in manufacturing. It can be expected that rising tensions between China and the US will lead to stronger trends of technological self-reliance on both sides, a higher local content of production and more importance of protecting national security. Against this backdrop, US companies with their low presence in China might face less challenges than German companies which are more subject to path dependency given their high presence in China. Der Autor zeigt, dass die USA als weltgrößter Auslandsinvestor bislang die dynamischste Gastregion Ostasien, insbesondere China, meiden und stattdessen weiterhin auf Investitionen in Europa setzen. Deutschland geht einen anderen Weg. Ähnlich wie im Handel waren deutsche Unternehmen als Investoren vor allem in China sehr aktiv. Der Autor erklärt Unterschiede in der Regionalstruktur der amerikanischen und deutschen Auslandsinvestitionen durch (1) Unterschiede in der sektoralen Ausrichtung - USA im Dienstleistungssektor, Deutschland im Verarbeitenden Gewerbe-, (2) Unterschiede im regulatorischen Rahmen zum Schutz der nationalen Sicherheit in den beiden Herkunftsländern - in den USA viel stärker als in Deutschland, insbesondere gegenüber China - und (3) Unterschiede in den politischen Interventionen Chinas - im Dienstleistungssektor stärker als im Verarbeitenden Gewerbe. Der Autor erwartet, dass zunehmende Spannungen zwischen China und den USA dazu führen, dass beide Seiten die technologische Eigenständigkeit fördern, zunehmende heimischen Wertschöpfungsanteile anstreben und dem Schutz der nationalen Sicherheit hohe Bedeutung beimessen werden. US-amerikanische Unternehmen mit ihrer relativ geringen Präsenz in China könnten sich geringeren Herausforderungen gegenübersehen als deutsche Unternehmen, die aufgrund ihrer starken Präsenz in China eher einer Pfadabhängigkeit ausgesetzt sind.

    This study examines the variations within Asia of two exceptions to patent rights that are commonly justified under Article 30 of the World Trade Organization (WTO) Agreement on Trade-related Aspects of Intellectual Property Rights (the TRIPS Agreement), namely the research and experimentation exception and the regulatory review (or "Bolar") exception. Both these exceptions are important in the context of the 2001 Doha Declaration on the TRIPS Agreement and Public Health insofar as they are designed to provide flexibility to protect public health and support countries' overall scientific and technological aspirations. The study examines, from a comparative perspective, examples of these respective exceptions in patent legislation in South, Southeast and East Asia, and identifies peculiarities in the variations among countries in these sub-regions.

    We propose and test empirically a theory describing the endogenous formation and persistence of mega-states, using China as an example. We suggest that the relative timing of the emergence of agricultural societies, and their distance from each other, set off a race between their autochthonous state-building projects, which determines their extent and persistence. Using a novel dataset describing the historical presence of Chinese states, prehistoric development, the diffusion of agriculture, and migratory distance across 1° × 1° grid cells in eastern Asia, we find that cells that adopted agriculture earlier and were close to Erlitou - the earliest political center in eastern Asia - remained under Chinese control for longer and continue to be a part of China today. By contrast, cells that adopted agriculture early and were located further from Erlitou developed into independent states, as agriculture provided the fertile ground for state-formation, while isolation provided time for them to develop and confront the expanding Chinese empire. Our study sheds important light on why eastern Asia kept reproducing a mega-state in the area that became China and on the determinants of its borders with other states.

    This paper discusses and analyzes various international mechanisms to scale up global action on climate mitigation and address the policy gap in this area. Despite the new commitments made at COP 26, there is still an ambition and a policy gap at the global level to keep temperature increases below the 2 degree C agreed in Paris. Avoiding the worst outcomes of climate change requires an urgent scaling up of climate policies. Recent policy proposals include the idea of common minimum carbon prices, which underlie the IMF's international carbon price proposal (Parry, Black, and Roaf 2021) and the climate club proposal of the German government. While global carbon prices are not a new idea, the new elements are the use of carbon price floors-which allow countries to do more if they wish-and the differentiation of carbon price floors by level of development. In the absence of international coordination, countries with ambitious climate policies are considering introducing a border carbon adjustment mechanism to prevent domestic producers from being at a competitive disadvantage due to more ambitious domestic climate policies. An interesting question from the global perspective is whether border carbon adjustment would deliver substantial additional emissions reductions or incentivize other countries to join a carbon price floor agreement

    Undoubtedly, the war in Ukraine has far-reaching political and economic implications for many regions of the world, including East and Southeast Asia. The governments' reactions to the war have varied considerably ranging from fully supporting Ukraine in alliance with the United States and the European Union, as Japan and Korea have done, to the full backing of Russia by North Korea and Myanmar. That said, many governments in Southeast Asia remain neutral. Nonetheless, the responses to the war in the public spheres neither necessarily agree with their respective governments' stances, nor are they expected to be homogenous. This collection of articles serves as a preliminary attempt to take stock of the reactions of selected civil societies in East and Southeast Asian countries to Russia's invasion of Ukraine in February 2022 by analyzing the respective countries' public sentiment through press and social media. While the reactions of the publics of East and Southeast Asian societies have no direct influence on global society, they will shape their governments' future courses, where they can be expressed and where elections are held. As the long-term consequences of the geopolitical and economic shifts initiated by this conflict will only slowly become fully discernible, their analysis is of great interest. The papers have been presented and discussed at an online workshop jointly organized by the Institute of East Asian Studies at the University of Duisburg-Essen (IN-EAST), the German Institute of Japanese Studies, Tokyo (DIJ), the Chair of Transregional Southeast Asian Studies at Humboldt University Berlin, and the Faculty of Political Science, Chulalongkorn University, Bangkok.

    This brief considers the role of East Asian economies in Russia's technology imports. The EU, US and UK have set strict sanctions and export restrictions on Russia in response to the war in Ukraine, while responses from East Asian economies have been mixed. By restricting exports of technology production equipment and inputs, Japan, Korea, Taiwan and Singapore have substantially hindered the availability of certain technology products in Russia. China and most other emerging economies in East Asia have not imposed sanctions on Russia and thus could potentially provide substitutes for Russia for some technology imports restricted by sanctions. There is little evidence so far, however, of any such shift occurring.
