    Conditional cash transfer (CCT) programs have become increasingly popular as a development strategy. These programs aim to reduce poverty or achieve other social goals by making the transfers conditional upon the receivers' actions. Conditions are designed to encourage some desirable behavior that recipients might otherwise under-invest in. An unintended consequence of the conditionality may be to distort recipients' actions in ways that lower their welfare. The transfer size plays an important role in shaping such distortionary effects. In certain circumstances, a larger transfer increases distortion more than that it raises benefits from stronger encouragement, implying that (i) there is an optimal transfer size for CCTs, and (ii) unconditional cash transfers (UCTs) may be better than CCTs when the transfer amount is large. We illustrate a range of distortions arising from CCT programs around the world. We then introduce an experimental design that permits a test of this distortionary effect, and implement it in a cash transfer program conditional on seasonal labor migration in rural Indonesia. We find that when the transfer size exceeds the amount required for travel expenses, the distortion created induces additional individuals to migrate who have lower (possibly even negative) migration returns, weakening overall program impacts.

    We estimate the welfare implications of a cost-reflective 'Coasian' reform of electricity network tariffs using an Irish case study. We find that current Distribution Use of System (DUoS) tariffs deviate considerably from a cost-reflective structure. At the individual level, tariff reform leads to large welfare changes. However, positive welfare effects are largely cancelled out by negative welfare effects resulting in a small net welfare impacts in aggregate, up to e33 million. The distribution of incidence is strongly regressive. Households in the lowest income decile incur losses of up to e40 per annum while households in the highest income decile benefit by up to e62 per annum. Despite these effects, we show that inefficient DUoS tariffs represent a costly distributional policy. We demonstrate that it is more efficient to counter the regressive effects through the tax-benefit system.

    This paper considers the design of efficient Distribution Use of System (DUoS) tariffs for the Irish electricity distribution network. We calculate indicative costreflective 'Coasian' tariff for residential, commercial and industrial consumers. Under a cost-reflective 'Coasian' structure, non load-related costs are recovered by the fixed ('standing') charge, whilst load-related costs are recovered by either an energy or capacity-related charge. There is a plausible argument in favour of both energy or capacity-related charges to recover load-varying costs. A capacityrelated charge is our preferred specification. Distribution network costs are driven primarily by non load-varying components. This motivates a switch in tariff structure from a predominance for energy-related charges towards a structure with a predominance for fixed or capacity-related charges. We consider nameplate capacity charges. Further Further work should consider a more precise specification of capacity charges, possibly incorporating time-of-use consumption data, such that capacity charges can be directly linked with each user's impact on the capacity requirement in the system.
