    In these two novellas, Kimura Yūsuke explores human and animal life in northern Japan after the natural and nuclear disasters of March 11, 2011. Kimura inscribes the "Triple Disaster" into a rich regional tradition of storytelling, incorporating far-flung voices and experiences to testify to life and the desire to represent it in the aftermath of calamity.​In Sacred Cesium Ground, a woman from Tokyo travels to volunteer at a cattle farm known as the "Fortress of Hope," tending irradiated animals abandoned after the reactor meltdown. The farm closely resembles an actual ranch that has been widely covered in Japan, and the story's portrayal of those who stubbornly care for animals in spite of the danger speaks to the sense of futility and meaningfulness in the wake of traumatic events. Isa's Deluge depicts a family of fishermen whose crotchety patriarch draws on old tales of the floods that have plagued the region to fashion himself as the father of the tsunami. Together, the novellas present often-unheard voices of one of Japan's peripheral regions and their anger toward the government and Tokyo for mishandling and forgetting their part of the country. Kimura's command of dialect and conversational language is masterfully translated by Doug Slaymaker. Postapocalyptically surreal yet teeming with life, Kimura's stories will be a revelation for readers looking for a new perspective on the disaster's consequences for Japan and on the interrelated meanings of human and animal lives and deaths

    A provocative, original and compelling history of catastrophes and their consequences. Disasters are by their very nature hard to predict. Pandemics, like earthquakes, wildfires, financial crises and wars, are not normally distributed; there is no cycle of history to help us anticipate the next catastrophe. But when disaster strikes, we ought to be better prepared than the Romans were when Vesuvius erupted or medieval Italians when the Black Death struck. We have science on our side, after all. Yet the responses of a number of developed countries to a new pathogen from China were badly bungled. Why? The facile answer is to blame poor leadership. While populist rulers have certainly performed poorly in the face of the pandemic, more profound problems have been exposed by COVID-19. Only when we understand the central challenge posed by disaster in history can we see that this was also a failure of an administrative state and of economic elites that had grown myopic over much longer than just a few years. Why were so many Cassandras for so long ignored? Why did only some countries learn the right lessons from SARS and MERS? Why do appeals to 'the science' often turn out to be mere magical thinking? Drawing from multiple disciplines, including history, economics and network science, Doom- The Politics of Catastrophe is a global post mortem for a plague year. Drawing on preoccupations that have shaped his books for some twenty years, Niall Ferguson describes the pathologies that have done us so much damage- from imperial hubris to bureaucratic sclerosis and online schism. COVID-19 was a test failed by countries who must learn some serious lessons from history if they are to avoid the doom of irreversible decline

    Using a representative consumer survey in the U.S., we elicit beliefs about the economic impact of climate change. Respondents perceive a high probability of costly, rare disasters in the near future due to climate change, but not much of an impact on GDP growth. Salience of rare disasters through media coverage increases the disaster probability by up to 7 percentage points. We analyze these findings through the lens of a New Keynesian model with rare disasters. First, we illustrate how expectations of rare disasters impact economic activity. Second, we calibrate the model to capture the key aspects of the survey and quantify the expectation channel of climate change: disaster expectations lower the natural rate of interest by about 65 basis points and, assuming a conventional Taylor rule for monetary policy, inflation and the output gap by 0.3 and 0.2 percentage points, respectively. The effect is considerably stronger if monetary policy is constrained by the effective lower bound.

    News drive expectations about the economy's future fundamentals. Climate change is big news: it will impact the economy profoundly but the effect will take some time to materialize in full. Climate-change expectations thus offer a unique opportunity to study the impact of news on the business cycle. We measure these expectations in a representative survey of US consumers. Respondents expect not much of an impact on GDP growth, but perceive a high probability of costly, rare disasters-suggesting they are salient of climate change. Furthermore, expectations vary systematically with socioeconomic characteristics, media consumption, various information treatments and over time. We calibrate a New Keynesian model with rare disasters to key results of the survey and find that shifts in climate change expectations operate like demand shocks and cause sizeable business cycle fluctuations.

    In these two novellas, Kimura Yūsuke explores human and animal life in northern Japan after the natural and nuclear disasters of March 11, 2011. Kimura inscribes the "Triple Disaster" into a rich regional tradition of storytelling, incorporating far-flung voices and experiences to testify to life and the desire to represent it in the aftermath of calamity.​In Sacred Cesium Ground, a woman from Tokyo travels to volunteer at a cattle farm known as the "Fortress of Hope," tending irradiated animals abandoned after the reactor meltdown. The farm closely resembles an actual ranch that has been widely covered in Japan, and the story's portrayal of those who stubbornly care for animals in spite of the danger speaks to the sense of futility and meaningfulness in the wake of traumatic events. Isa's Deluge depicts a family of fishermen whose crotchety patriarch draws on old tales of the floods that have plagued the region to fashion himself as the father of the tsunami. Together, the novellas present often-unheard voices of one of Japan's peripheral regions and their anger toward the government and Tokyo for mishandling and forgetting their part of the country. Kimura's command of dialect and conversational language is masterfully translated by Doug Slaymaker. Postapocalyptically surreal yet teeming with life, Kimura's stories will be a revelation for readers looking for a new perspective on the disaster's consequences for Japan and on the interrelated meanings of human and animal lives and deaths.
