    Die Studie stellt entwicklungspolitische Freiwilligendienste erstmals in einen grundlegend sozialtheoretischen Kontext. Anhand der Reziprozitätstheorie wird herausgearbeitet, auf welchen tieferen Logiken entwicklungspolitische Freiwilligendienste basieren. Dabei werden insbesondere ambivalente und asymmetrische Gegenseitigkeitsformen im Spiegel postkolonialer Theorieansätze analysiert. Leitende Fragen dabei sind: Welche Auswirkungen auf Reziprozitätsprozesse hat die Positionierung im Kontext von „Entwicklung“? Welche Logiken von Geben und Nehmen werden im Nord-Süd-Austausch transportiert? Wo liegen Herausforderungen für partnerschaftliche Zusammenarbeit und die pädagogische Begleitung? Der deutsche Weltwärts-Freiwilligendienst dient als Fallstudie. Die aktualisierte Neuauflage reflektiert die Veränderungen des Programms seit 2012, wie die Einführung der Süd-Nord-Komponente. Außerdem nimmt sie auch Freiwilligendienste anderer Länder in den Blick. This study is the first to place development policy volunteer services in the context of fundamental social theory. Using the theory of reciprocity, it identifies the deeper levels of logic on which development policy volunteer services are based. In doing so, it analyses ambiguous and asymmetrical forms of reciprocity in relation to post-colonial theoretical approaches in particular, while addressing the following questions: What effects does this positioning have on processes of reciprocity in the context of ‘development’? What forms of rationale from the concept of ‘give and take’ are carried over to processes of exchange between the North and the South? What challenges does all this pose in terms of cooperative partnerships and educational support? The new and updated edition of this book uses the German volunteer service Weltwärts as a case study and reflects the changes made to the programme since 2012, such as the introduction of South–North elements. Moreover, this edition examines volunteer services in other countries.

    In its first Nationally Determined Contribution (NDC) to the Paris Agreement, the Philippines committed to a GHG emissions reduction/avoidance of 75 percent for the period 2020 to 2030, referenced against a projected business-as-usual cumulative emission for the same period. However, the numbers do not add up, critical sectors such as forestry, which is central to the country's climate change response, are excluded, and government is unconditionally committed to just 4 percent of that target. This begs the question of how the NDC squares with the country's high level policy clarity and urgency on climate action, including the requirement to infuse all development plans and policies with it. A resetting of the NDC may therefore be warranted so that both national imperatives for climate risk resilience and climate smart development and global mitigation requirements are better served: an NDC that is based on first principles, with programs and measures anchored on adaptation/resilience and driven by their impact sustainable development rather than by GHG emissions reductions per se. This is not the standard 'decarbonization' path but a path that recognizes that highly vulnerable countries with relatively small carbon footprints per capita like the Philippines are likely to do more for global efforts to reduce the extent of climate change and cope with its impacts if they build robust community ownership for climate action and leverage opportunities based on their own comparative advantages; one comparative advantage of the Philippines is the biodiversity of its marine and coastal resources. This approach also recognizes that climate change impacts will be dire even if global warming is successfully limited to 1.5 degrees. Thus adaptation and resilience are imperatives for all countries and national contributions that are organized to support these efforts will be vital.

    Die Studie stellt entwicklungspolitische Freiwilligendienste erstmals in einen grundlegend sozialtheoretischen Kontext. Anhand der Reziprozitätstheorie wird herausgearbeitet, auf welchen tieferen Logiken entwicklungspolitische Freiwilligendienste basieren. Dabei werden insbesondere ambivalente und asymmetrische Gegenseitigkeitsformen im Spiegel postkolonialer Theorieansätze analysiert. Leitende Fragen dabei sind: Welche Auswirkungen auf Reziprozitätsprozesse hat die Positionierung im Kontext von „Entwicklung“? Welche Logiken von Geben und Nehmen werden im Nord-Süd-Austausch transportiert? Wo liegen Herausforderungen für partnerschaftliche Zusammenarbeit und die pädagogische Begleitung? Der deutsche Weltwärts-Freiwilligendienst dient als Fallstudie. Die aktualisierte Neuauflage reflektiert die Veränderungen des Programms seit 2012, wie die Einführung der Süd-Nord-Komponente. Außerdem nimmt sie auch Freiwilligendienste anderer Länder in den Blick. This study is the first to place development policy volunteer services in the context of fundamental social theory. Using the theory of reciprocity, it identifies the deeper levels of logic on which development policy volunteer services are based. In doing so, it analyses ambiguous and asymmetrical forms of reciprocity in relation to post-colonial theoretical approaches in particular, while addressing the following questions: What effects does this positioning have on processes of reciprocity in the context of ‘development’? What forms of rationale from the concept of ‘give and take’ are carried over to processes of exchange between the North and the South? What challenges does all this pose in terms of cooperative partnerships and educational support? The new and updated edition of this book uses the German volunteer service Weltwärts as a case study and reflects the changes made to the programme since 2012, such as the introduction of South–North elements. Moreover, this edition examines volunteer services in other countries.

    This paper analyzes the growth pathways of 1,321 regions in the European Union from 2003 to 2017. The aim is to inform integrated territorial investments and other economic development initiatives in lagging regions. Using the definition of lagging regions from the European Commission's Catching Up Initiative, more than two-thirds of the European Union member states have lagging regions when defined at the Nomenclature of Territorial Units for Statistics-3 scale. These small lagging regions are often hidden within larger and more prosperous regions. The paper considers the roles of industrial structure, innovation, and inward foreign direct investment as growth-enhancing factors. The findings indicate that the growth dynamics in low-income regions are different from those in regions in other income groups: there is no overall pattern in the contribution of industry to growth but there is a strong association between foreign direct investment and growth. Among low-growth lagging regions - the 171 small regions in the European Union with gross domestic product per capita less than 90 percent of the European Union average, and stagnant or negative growth performance - growth is correlated with construction and innovation. There are also differences in the growth pathways of rural and non-rural regions: growth is associated with moving away from agriculture in rural regions, and it is associated with construction and innovation in non-rural regions. The results imply that a finer geographic scale can be important in policy making and programming of Cohesion Policy Funds, to cater to different needs and opportunities at the scale of Nomenclature of Territorial Units for Statistics-3 regions

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development.     The rapid advance of digital technologies and their increasingly cross-cutting applications have driven global transformations that are affecting the entire economy and all of society. The coronavirus disease (COVID-19) pandemic marked a turning point in terms of how widely digital solutions are used, as they became vital tools for maintaining social and productive activities under the restrictions on face-to-face activities and movement put in place during the health emergency.This more widespread adoption of digital technologies —especially of the most advanced ones linked to intensive use of data and smart solutions— is disrupting consumption, business and production models, enabling new forms of value creation with potential impacts on well-being, economic competitiveness and care for the environment. Today, digitalization is seen as a key instrument for the transition to a new, more inclusive and sustainable development model.However, the countries of Latin America and the Caribbean still face a series of structural challenges that prevent effective adoption of digital technologies. Progress towards an inclusive and sustainable digital transformation requires a number of measures and actions, which are addressed in this document.     Als zentrales Organ der Entwicklungspolitik kann die Weltbank viel über Inhalt und Form konkreter Maßnahmen bestimmen. Das Inspection Panel der Weltbank gilt in diesem Rahmen als Chance, Einfluss auf die Kreditvergabe zu nehmen und emanzipatorisches Potenzial zu entfalten. Dustin Schäfer lotet Möglichkeiten und Grenzen dieses Instruments aus und kombiniert dazu postkoloniale mit liberalen organisationssoziologischen Ansätzen. Aus der Perspektive einer machtkritischen Bürokratieforschung bietet er einerseits tiefgreifende Einblicke in die systematische Erforschung internationaler Organisationen, formuliert andererseits aber auch Handlungsorientierungen für politische Entscheidungsträger*innen und entwicklungspolitische Praktiker*innen

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth. The document concludes with policy recommendations for advancing towards a renewed model for inclusive and sustainable growth. Foreword .-- I.     The rapid advance of digital technologies and their increasingly cross-cutting applications have driven global transformations that are affecting the entire economy and all of society. The coronavirus disease (COVID-19) pandemic marked a turning point in terms of how widely digital solutions are used, as they became vital tools for maintaining social and productive activities under the restrictions on face-to-face activities and movement put in place during the health emergency.This more widespread adoption of digital technologies —especially of the most advanced ones linked to intensive use of data and smart solutions— is disrupting consumption, business and production models, enabling new forms of value creation with potential impacts on well-being, economic competitiveness and care for the environment. Today, digitalization is seen as a key instrument for the transition to a new, more inclusive and sustainable development model.However, the countries of Latin America and the Caribbean still face a series of structural challenges that prevent effective adoption of digital technologies. Progress towards an inclusive and sustainable digital transformation requires a number of measures and actions, which are addressed in this document.
