    What are the ›borderlands of narrativity› - the complex and culturally productive area where the symbolic form of narrative meets other symbolic logics, such as data(base), play, spectacle, or ritual? The contributors open up a conversation about the ›beyond‹ of narrative, about the myriad constellations in which narrativity interlaces with, rubs against, or morphs into the principles of other forms. To conceptualize these borderlands, the book introduces the notion of »narrative liminality,« which the 16 articles utilize to engage literature, popular culture, digital technology, historical artifacts, and other kinds of texts from a time span of close to 200 years

    A technical assistance (TA) mission was conducted during June 18-22, 2018 to support the State Statistics Service of Ukraine (SSSU) in improving the residential property price indexes (RPPI) for Ukraine. This was the second of a series of SECO2 RPPI-funded TA missions to take place until mid-2019 that will assist in building staff capacity for further development of the RPPI. RPPIs have been identified as critical ingredients for financial stability policy analysis. The indexes are used by policy makers as an input into design of macroprudential policies, that is, those policies aim to reduce systemic risks arising from 'excessive' financial procyclicality (such as asset bubbles). RPPIs are also used by policy makers to inform monetary policy and inflation targeting

    Analysing the revised EU Sustainable Finance Strategy disseminated in two steps in April and July 2021, we identify as core issues of any sustainability-oriented financial regulation a lack of data on profitability of sustainable investments, a lack of broadly acknowledged theoretical insights (typically laid down in standard models) into the co-relation and causation of sustainability factors with financial data, and a lack of a consistent application of recently adopted rules and standards. The three factors together hinder as of now a rational, calculated approach to allocating funds with a view to sustainability which we usually associate with ‘finance’. These deficiencies will be addressed once (1) the EU’s sustainability taxonomy is implemented by most issuers of financial products, (2) several years of taxonomy-based reporting by issuers and originators of financial products is made available, and (3) these data have been used for validating emerging new sustainable finance benchmarks and models for investment and risk management. Until that day (which we expect to be at least five years from now), relying on Roberta Romano’s famous adage, regulators seeking to further sustainability by legal means, effectively ‘regulate in the dark.’ In order to avoid undesirable and unforeseeable effects of regulation, we argue against any regulation addressing capital requirements, mandating sustainability risk modelling or the inclusion of sustainability factors in investment or remuneration policies. Adopting such rules in the current premature state risks that Europe will not be able to rely on the capital markets to finance the sustainability transformation as planned. Instead, regulators should focus on enhancing expertise on the side of intermediaries and supervisors alike. In particular, regulators shall introduce smart regulation tools, such as sandboxes, innovation hubs, and waiver programmes benefiting early adopters of sustainable finance modelling/models, utilizing approaches developed in other fields of experimental financial regulation (in particular Fintech and RegTech)

    This paper explores how firms that lack expertise in machine learning (ML) can leverage the so-called AI Flywheel effect. This effect designates a virtuous cycle by which, as an ML product is adopted and new user data are fed back to the algorithm, the product improves, enabling further adoptions. However, managing this feedback loop is difficult, especially when the algorithm is contracted out. Indeed, the additional data that the AI Flywheel effect generates may change the provider's incentives to improve the algorithm over time. We formalize this problem in a simple two-period moral hazard framework that captures the main dynamics among ML, data acquisition, pricing, and contracting. We find that the firm's decisions crucially depend on how the amount of data on which the machine is trained interacts with the provider's effort. If this effort has a more (less) significant impact on accuracy for larger volumes of data, the firm underprices (overprices) the product. Interestingly, these distortions sometimes improve social welfare, which accounts for the customer surplus and profits of both the firm and provider. Further, the interaction between incentive issues and the positive externalities of the AI Flywheel effect has important implications for the firm's data collection strategy. In particular, the firm can boost its profit by increasing the product's capacity to acquire usage data only up to a certain level. If the product collects too much data per user, the firm's profit may actually decrease, i.e., more data is not necessarily better. As a result, the firm should consider reducing its product's data acquisition capacity when its initial dataset to train the algorithm is large enough.

At present, NSA produces quarterly estimates of GDP in constant prices using a variety of indicators, some of which are sub-optimal.     This Technical Assistance Report discusses the findings and recommendations made by the IMF mission to assist authorities in Rwanda in aligning the compilation and dissemination of government finance statistics (GFS) in accordance with the Government Finance Statistics Manual 2014. It was recommended that the Ministry of Finance (MINECOFIN) should officially assign GFS compilation duties to a specific subset of its staff. The mission believes that it is important for the MINECOFIN to make a 'permanent' assignment of GFS compilation and dissemination duties so that the work can evolve systematically. These interventions have yielded only slightly weaker results in fragile states than in other states. However, capacity development is constantly needed to make up for the dissipation of progress resulting from insufficient resources that fragile and conflict-affected states allocate to the statistical function, inadequate inter-agency coordination, and the pervasive impact of shocks exogenous to the statistical system. Greater coordination with other capacity development providers and within the IMF can help partially overcome low absorptive capacity in fragile states. Statistical capacity development is more effective when it is tailored to countries' level of fragility

    This Technical Assistance Report discusses the findings and recommendations made by the IMF mission to assist authorities in Rwanda in aligning the compilation and dissemination of government finance statistics (GFS) in accordance with the Government Finance Statistics Manual 2014. It was recommended that the Ministry of Finance (MINECOFIN) should officially assign GFS compilation duties to a specific subset of its staff. The mission believes that it is important for the MINECOFIN to make a 'permanent' assignment of GFS compilation and dissemination duties so that the work can evolve systematically. In the mission's view, the Macroeconomic Policy Unit appears to be well placed to perform this task. However, the unit should be allocated appropriate resources to take on the responsibility

    Abstract: Der Artikel untersucht, wie in Schulen quantitative Daten für Entscheidungen in Bezug auf den Unterricht genutzt werden. Der Kontext ist das US-amerikanische Schulsystem, das nach deutschen Maßstäben als ausgesprochen datenaffin gelten kann. Einer Beschreibung des institutionellen Kontextes folgt ein Überblick über die aktuelle amerikanische Forschungsliteratur zu diesem Thema. Eine Reihe von Befunden ist dabei hervorzuheben: Ohne eine ausgeprägte Dateninfrastruktur ist die Wirkung von Daten in den Schulen gering. Neben der technischen Beschaffenheit der Informationssysteme (z.B. einem handhabbaren Interface) sind Datenspezialisten und -spezialistinnen auf Schulebene, Fortbildungen und zusätzlich bereitgestellte Arbeitsstunden für die Auswertung der Daten organisatorische Vorbedingungen für eine produktive Datennutzung. Laut den amerikanischen Studien nutzen Schulen Daten vor allem dann, wenn die Datennutzung systemischen Charakter hat, d.h., ... Abstract: The article examines how quantitative data are used by schools for decisions about instruction. The context is the American educational system, which by German standards has a high affinity to data. After a brief description of the institutional context for data use, we give a summary of noteworthy findings drawn from the recent American research literature related to data-based decision making. The literature suggests that a well-developed data infrastructure and an easy-to-use interface are essential. Conducive organizational conditions are the availability of data specialists at the school level, professional development, and additional work hours dedicated to the study of data. Databased decision making ought to be systemic. It is facilitated at the school level when local school districts highlight the importance of data and communicate with all levels of the system via data. (DIPF/Orig.)
