The role of the state and political authorities has always been highly ambivalent in different strands of neoliberalism. This paper aims to highlight contradictory political stances towards competition and associated modes of governance by analyzing policy discourse of the European Commission. While economic knowledge gained social relevance over the last decades, economic theory and thus also competition is characterized by its polysemy. Hence, different strands of economic thought are based on different 'economic imaginaries'. By conducting a Critical Discourse Analysis of the most recent 'governance structure' of the EU, 'Europe 2020', I found that competition is naturalized as mode of economic organization. The main contribution of this paper is the reconstruction of two 'economic imaginaries'. First, the European Commission as political sovereign and second, as an actor in the (world) market. Each 'economic imaginary' has distinct ideas about the functioning of the economy and the role of the political sovereign. Hence, they also have different policy implications. Moreover, I identify five discursive strategies employed to legitimize contradictory stances towards (the governance) of competition. Both the 'economic imaginaries' and the discursive strategies are clearly indicating a strong neoliberal influence on the 'governance structure' 'Europe 2020'.

The rapid advance of digital technologies and their increasingly cross-cutting applications have driven global transformations that are affecting the entire economy and all of society. The coronavirus disease (COVID-19) pandemic marked a turning point in terms of how widely digital solutions are used, as they became vital tools for maintaining social and productive activities under the restrictions on face-to-face activities and movement put in place during the health emergency. This more widespread adoption of digital technologies —especially of the most advanced ones linked to intensive use of data and smart solutions— is disrupting consumption, business and production models, enabling new forms of value creation with potential impacts on well-being, economic competitiveness and care for the environment. Today, digitalization is seen as a key instrument for the transition to a new, more inclusive and sustainable development model. However, the countries of Latin America and the Caribbean still face a series of structural challenges that prevent effective adoption of digital technologies. Progress towards an inclusive and sustainable digital transformation requires a number of measures and actions, which are addressed in this document. Foreword .-- Chapter I Global change driven by digitalization .-- Chapter II Infrastructure, connectivity and skills: the foundations for a sustainable and inclusive digital transformation .-- Chapter III Key factors for accelerating digitalization in Latin America and the Caribbean .-- Chapter IV Agendas, institutional framework and new partnerships for the digital transformation .-- Chapter V. Policy recommendations.

As a recent literature has demonstrated, men and women differ in their willingness to sort into competitive environments. In particular, men are more willing than women to compete. We investigate whether it is possible to reduce the gender gap in willingness to compete through an information intervention that informs participants of the gap and advises them about the potential earnings implications. We find that this simple information intervention reduced the gender gap, both in a laboratory study at a German university and in a field study with Swedish high school students. Whereas some participants (primarily high performing women) benefited from the intervention, others lost out. We discuss the implications for efficiency and policy.

Italy went through the economic crisis intensified after World War II to the present day. Compared to 2007, GDP fell by more than 7 percentage points. The industry is the sector where the decline in production, both in the manufacturing component is in one of the buildings, was stronger. It is a decline that is impacting negatively on the production potential and future prospects of the Italian economy but also on the potential recovery of Southern Italy. The crisis of the industrial system reflects the difficulties of the Italian economy to adapt to the major changes that have affected the international economic environment in the last two decades and that the economic crisis has radicalized: the process of globalization and integration of real and financial markets; European integration, which culminated in the introduction of the Euro; change of technological paradigm initiated by new information and communications technology. Three factors have resulted in a sharp and sudden increase in competitive pressure. The Italian production system failed to react quickly partly because of structural problems that afflict him for too long now. In this situation of structural disadvantage was added, finally, the weakness of domestic demand in the last decade, as a result of tensions in the credit market and the public finance policies, has culminated in a significant contraction. This process of de-industrialization and marginalization of the economy of Southern Italy must be opposed to start a real recovery of competitiveness. To do whatever is necessary to support appropriate public policies that can have a positive effect on the entire Italian economic system. With this target the present paper briefly describes the evolution, especially recently, the Italian industrial system. It examines, first, the global environment and the state of competitiveness of the Southern Italy industrial sector and, subsequently, the main factors that affect competitiveness. It plots, finally, some reflections and working hypotheses for the economic and industrial policy.

This paper sheds light on serious methodological difficulties of employing the empiric export equation in order to derive long-run trade elasticities. The unreliable estimated price coefficient (Kaldor Paradox) and the potential presence of cointegration are identified as the most relevant points. It can be shown that difficulties are in part due to methodological issues. New empirical evidence, encompassing eleven Euro area countries and the timespan 1995- 2019, has been obtained from different cointegration techniques. In seven out of eleven cases a robust long-run relationship can be detected and price elasticity was consistently found being significant and negative.

How do men and women dier in their persistence after experiencing failure in a competitive environment? We tackle this question by combining a large online experiment (N=2,086) with machine learning. We find that when losing is unequivocally due to merit, both men and women exhibit a significant decrease in subsequent tournament entry. However, when the prior tournament is unfair, i.e., a loss is no longer necessarily based on merit, women are more discouraged than men. These results suggest that transparent meritocratic criteria may play a key role in preventing women from falling behind after experiencing a loss.

We measure the willingness to compete of entrepreneurs and salaried workers in an experiment. We let participants choose between a piece-rate and a tournament scheme either in private or in public. We find that in the private condition entrepreneurs are less competitive than salaried workers, but that in the public condition this ordering is reversed. Data from a follow-up survey suggest that social image concerns of entrepreneurs and perceived norms can explain why entrepreneurs are more competitive when decisions are publicly observable. Our survey also reveals that more competitive entrepreneurs earn higher profits in their businesses.

This doctoral thesis investigates deeper in competitiveness and sports businesses dealing with the following overall research question: Which factors determine the competitiveness of sports businesses in Alpine tourism destinations? In context of this doctoral thesis, Porter's Diamond (1990) serves as a basis for researching competitiveness in the sports businesses and serves as a bridging framework for this thesis. The aim of the individual research studies is to examine each of Porter's determinants conducting a specific case. In other words, Porters four components (factor conditions, related & supported industries, demand conditions and firm strategy, structure and rivalry) have been systematically elaborated in this thesis including the sports business entrepreneurs, the retail customers and the tourists perspective in order to provide deeper insights and scientific and managerial contributions to the analysis of competitiveness in the sports businesses in Alpine destinations. This is, to the best of our knowledge, the first scientific approach, investigating in all four components of Porters' Diamond in terms of competitiveness and sports businesses.

As a result of the advancement of globalisation and the increasing emphasis on competitiveness as a means to get a position in a globalised economy, the territory has regained a key role as a unit for analysis and action. In the context of the globalization local and regional territories compete to attract and retain productive investment and resources and increase its share in total production because it is at the territorial level that the benefits of external integration and the continuous improvement of well-being and abundance are expressed. Transport and trade costs are one dimension of competitiveness. Poor transport infrastructure, long transportation times, inefficiencies, etc. create significant costs which affect the ability of producers to access regional and international markets more quickly and effectively. An analysis of the role played by transport infrastructure and related costs in the development of competitiveness and productivity of regions is fundamental. Although transportation can become a determining factor in how the territory functions development also depends on other crucial factors such as the quality of institutions, economic policies and often openness to trade. This paper will assess the influence of a number of economic forces related to transport costs and trade liberalization on the geographic distribution of manufacturing in Mexico which is a country that carried out and intense process of liberalizations from the 1980's. We will employ GDP data at the state level (1970-2004) in an examination of regional densities in manufacturing as a dependent variable in a reduced form model, where proxies for trade costs and liberalisation are the explanatory variables. The econometric test will provide evidence on the role of interregional differences of transport costs, import access and FDI to foster agglomeration of economic activity which is a reflection of a region's competitiveness. Additionally we look for support for the argument that trade brings increasing agglomeration of economic activity in countries with poor infrastructure and high internal transport costs, as in the case of Mexico compared to industrialised economies.

In light of the spread of Covid-19 cases in India during the second wave, the Government of India (GOI) decided to negotiate for an IPR waiver under section 1 (copyright and related rights), 4 (industrial designs), 5 (patents), and 7 (protection of undisclosed information) of TRIPS Agreement under the World Trade Organization (WTO). The expectation of the GOI is that the proposed IPR waiver would allow more firms to come forward to manufacture vaccines, medicines, and other COVID-19 related medical items, which would in turn augment their availability at an affordable price. The current paper concludes that IPR waivers as such are unlikely improve the cheaper access to medicine. Instead, the focus should be on granting of compulsory licenses, reduction of import tariffs and non-tariff measures (NTMs) to reduce prices of COVID-19 medicines, vaccines, and other pharmaceutical items. The analysis with trade data points out India currently lacks a comparative advantage in several categories of active pharmaceutical ingredients, manufacturing medical equipment and devices, disinfectants and sterilisation products, and personal protective equipment. In contrast, it holds a comparative advantage in manufacturing vaccines and formulations. Interestingly, India imposes higher tariffs and NTMs on both sets of products, irrespective of the comparative advantages. The analysis concludes that the focus of the policymakers should be on reduction and elimination of tariffs and NTMs. This will ensure smoother availability of medicinal goods in the domestic market at an affordable price on one hand and augment competitiveness in the world market on the other.

This report discusses factors that have caused a decrease in tangible investments in machinery and equipment, and intangible assets in Finland. A decline in the R&D investments of the electronics industry practically entirely explains a decrease in investments in Finland, which has prolonged the recovery from the collapse of productivity growth during the financial crisis. The corporate sector, which accounts for most investments, also contracted so much during the financial crisis relative to the rest of the economy that the aggregate productive investments remained lower than before. Companies' investments in relation to their value added did not decrease, however. The main reason for the collapse of the electrotechnical industry is the loss of the Symbian mobile phone operating system in global competition. Together with that, profitability collapsed, and no new R&D investment opportunities of a similar size were found. However, companies should not avoid competition, and instead, the competitive environment, in general, acts as an investment incentive for companies. Developments in the 2010s also highlight the importance of international competition and international trade agreements. The decline in the working-age population that began at the same time as zero growth does not explain the collapse in investments, but it has to do with their slow recovery.
