    "In recent years, Eurosceptic and nationalist forces have been gaining ground in the European Union. Their rhetoric has changed the political discourse, shaking the ideal of an ever closer union to its core. However, the specific legal changes brought about by this political turn have often remained obscure. How does Euroscepticism manifest itself in the law and policies of the EU Member States?     This paper examines the competitive effects of resale price maintenance (RPM) through inventory decisions under demand uncertainty. We focus on the Japanese publishing industry where RPM is allowed. We develop and estimate a model of RPM in which price and inventory are determined before demand is realized. Counterfactual simulations show that the RPM model would yield a higher consumer surplus than a wholesale model due to a sufficient inventory and a lower price of new titles. Moreover, we show that the price ceiling due to RPM plays a welfare-enhancing role, whereas the price floor is irrelevant in the industry.

    Since regaining independence in the early 1990s, Estonia, Latvia and Lithuania have developed effective competition policies, as part of a process toward achieving functioning market economies. All three countries have competition laws and competition agencies which enforce them. All three are entering a critical second phase in competition law enforcement as each is undertaking the difficult steps aimed at their full economic integration into Europe. This publication presents the first comprehensive examination of competition law and policy in these three Baltic countries as well as the highlights of a conference held in Riga in May 1999.
