Abstract: What are the causes and consequences of colonial rule? This introduction to the special issue "Comparative Politics of Colonialism and Its Legacies" surveys recent literature in political science, sociology, and economics that addresses colonial state building and colonial legacies. Past research has made important contributions to our understanding of colonialism's long-term effects on political, social, and economic development. Existing work emphasizes the role of critical junctures and institutions in understanding the transmission of those effects to present-day outcomes and embraces the idea of design-based inference for empirical analysis. The four articles of this special issue add to existing research but also represent new research trends: increased attention to (1) the internal dynamics of colonial intervention; (2) noninstitutional transmission mechanisms; (3) the role of context conditions at times of colonial intervention; and (4) a finer-grained disaggregation of out

Abstract: Der Staatsbildungsprozess in Kamerun entwickelte sich trotz internationaler Beobachtung und UN-mandatierter Treuhandsituation gewaltvoll. Zentral war der Konflikt um die Übergabe des Gewaltmonopols und die Kommunikation von Sicherheit, Unsicherheit und Bedrohung, da anti-koloniale Kräfte, lokale Eliten und internationale Verwalter ihre Ansprüche an den zukünftigen Staat über Sicherheitssprechen vermittelten. Im Zusammendenken von postkolonialen Theorien und Sicherheitsforschung entwickelt die Autorin eine Verlaufsperspektive auf den Staatsbildungsprozess, die Erklärungsgehalt für aktuelle Konfliktlagen in Kamerun hat, und ermittelt darüber hinaus Narrative von Sicherheit, die im postkolonialen Staat eine Fortschreibung erfuhren

Abstract: "Die Berliner Afrika-Konferenz vom 15. November 1884 bis zum 26. Februar 1885 im Reichstagspalais in der Wilhelmstraße jährt sich zum 125. Mal. Das öffentliche Echo ist gering; das offizielle Gedenken ist weitgehend ausgefallen. Das Auswärtige Amt sieht von Gedenkveranstaltungen ab. Kritiker wiederholen, dass eine kritische Aufarbeitung des Kolonialismus immer noch ausbleibe. In Afrika ist bis heute die Ansicht verbreitet, dass die Konferenz das 'freie Afrika' zerstört habe, künstliche Grenzen eingeführt und die Menschen brutal unterdrückt habe - wovon sich der Kontinent bis heute nicht erholt habe. Das suggestive Bild, Afrika sei auf der Berliner Konferenzwie ein Kuchen unter den imperialistischen Mächten aufgeteilt worden, ist irreführend. Abstract: How do states build a security apparatus after violent resistance against state rule? This article argues that in early periods of state building two main factors shape the process: the macro-strategic goals of the state and administrative challenges of personnel management. These dynamics are studied in the context of the establishment of police forces in the settler colony of German Southwest Africa, present-day Namibia. The empirical analysis relies on information about the location of police stations and a near full census of police forces, compiled from the German Federal Archives. A mismatch is found between the allocation of police presence and the allocation of police personnel. The first was driven by the strategic value of locations in terms of extractive potential, political importance, and the presence of critical infrastructure, whereas the allocation of individual officers was likely affected by adverse selection, which led to the assignment of low-quality recruits to

Abstract: This study examines the linkages between relative deprivation and identity politics in a postcolonial state. It further investigates the relationship among these variables and nation-building challenges in the postcolony. It is a case study of the Nigerian state in West Africa, which typically harbours the attributes of postcoloniality and indeed, large measures of relative deprivation in her sociopolitical and economic affairs. The study is also an interrogation of the neo-Biafran agitations in Nigeria. It has been attempted in the study to offer distinctive explanations over the problematique of nation-building in the postcolonial African state of Nigeria, using relative deprivation, identity politics and the neo-Biafran movement as variables. Abstract: Bis Mitte 1993 überwogen im GUS-Raum eindeutig Desintegrationstendenzen, die dann 1994 zum Stillstand kamen und von vielen, wenn auch noch vagen Ansätzen zu einer Konsolidierung abgelöst wurden. In der vorliegenden Studie werden die Ursachen und der Inhalt dieser sich abzeichnenden Trendwende analysiert und es wird ein Blick in die nähere Zukunft der GUS gewagt. Die Analyse zeigt, daß sich die GUS an einem Scheideweg befindet. Die heutige Situation dieser Gemeinschaft ist recht widersprüchlich. Einerseits konnten 1994 die zentrifugalen Tendenzen weitgehend zum Stillstand gebracht werden. Es gibt deutliche Konsolidierungsbestrebungen, wenn sie seitens diverser GUS-Staaten auch unterschiedlich ausgeprägt sind. Andererseits kommen die zentripetalen Ansätze hauptsächlich in Form von Absichtserklärungen zum Ausdruck. Die Desintegration hat solch ein Grad erreicht, daß die Wiedergeburt des einheitlichen Wirtschaftsraums analog dem der Ex-Sowjetunion unmöglich ist. Es kann heute daher nur
