    Abstract: Menschenrechte können hinsichtlich ihres Anspruchs auf Allgemeingültigkeit, kulturell geprägter Formulierungen oder ihres Gebrauchs als Machtinstrument kritisiert werden. Wenn sie jedoch diskursiv als Ergebnis deliberativer Prozesse konzipiert werden, kann diese Kritik entkräftet beziehungsweise konstruktiv verarbeitet werden. Zum einen gewinnt eine diskursive Konzeption der Menschenrechte dadurch universale Legitimität, dass sie von allen Betroffenen zumindest hypothetisch angenommen werden kann, zum anderen sind sie offen genug, um nicht kulturrelativ eingegrenzt oder als strategisches Instrument missbraucht zu werden. So können Menschenrechte über die Diskurstheorie als legitime Normen politischen Handelns rekonstruiert werden

Practical politics and political theory is caught in a trap between a fully secularized state (strict separation of state and politics from completely privatized religions based on an idealized version of American denominationalism or French republicanism) and neo-corporatist or 'pillarized' regimes of selective cooperation between states and organized religions. The book offers an original, comprehensive conceptual, theoretical and practical approach to problems of governance of religious diversity from a multi-disciplinary perspective combining moral and political philosophy, constitutional law, history, sociology and anthropology of religions and comparative institutionalism.     Abstract: Die Studie zur Beurteilung der Rolle Chinas in der globalen Strukturpolitik konzentriert sich nicht nur auf außenwirtschaftliche und außenpolitische Themen, sondern bezieht auch innenpolitische Entwicklungen mit ein. Die Autoren gehen davon aus, dass die Rolle Chinas in der Weltpolitik des 21. Jahrhunderts primär von seiner inneren Entwicklung abhängt und die regionale wie globale Politik und Wirtschaft nachhaltig von diesem Verlauf beeinflusst werden. Der Binnenentwicklung des Landes kommt eine erheblich größere Bedeutung zu, als das in vielen anderen Staaten der Fall ist.     Abstract: "The EU under the German Presidency published its first strategy paper on Central Asia in June 2007. The document addresses a wide array of issues ranging from democracy and human rights to trade, energy cooperation, migration and inter-cultural dialogue. While Central Asia has been largely overlooked by the EU in the past, the new policy signals that the EU is no longer content to be left behind while other global powers become increasingly involved in the region. The EU will undoubtedly be a more visible presence in Central Asia in the coming years, but the question remains what kind of role the EU will play and the impact it will have on regional affairs. This paper analyzes the real motivations behind the new strategy, the role of Germany in its creation, the priorities it sets forth, as well as the characteristics and future challenges of the policy. Finally, the implications of the policy for China and the Shanghai Cooperation Organization (SCO) are discussed. The analysis is

    Abstract: "Die letzten Jahrzehnte haben bisher nicht gekannte soziokulturelle und rechtliche Errungenschaften gebracht, unter anderem die Entkriminalisierung von Homosexualität und die Anerkennung der Menschenrechte sexueller Minderheiten in vielen Ländern dieser Welt. Doch diese Errungenschaften wurden auch einer heftigen Kritik unterzogen, indem aufgezeigt wurde, wie sie zugleich zu queerem Rassismus, Homonationalismus und einer imperialistischen Agenda der global gay politics führen. Der vorliegende Essay ist ein Versuch, diese verstörenden Entwicklungen innerhalb queerer Politiken in ihrer Komplexität darzulegen. Zugleich wird argumentiert, dass eine Politik des Anti-Homonationalismus mit einer Staatsphobie verbunden ist, die dazu führt, dass der ausschließliche Fokus auf queeren Rassismus im globalen Norden es unmöglich macht, homophobe und heteronormative Praxen und Strukturen innerhalb migrantischer Communities ebenso wie in der postkolonialen Welt zu adressieren."     Abstract: In this article, we look at colonialities of gender and sexuality as concepts employed in international aid and development. These international arenas reveal not only strong reiterations of modernist linear thinking and colonial continuities but also provide insights into the complexities of the implementation and vernacularisation of gender and sexuality in practices of development. Using a critical anthropological perspective, we discuss case studies based on our own research in Egypt and Bangladesh to illustrate the importance of unpacking exclusionary mechanisms of gender and sexuality scripts in the promotion of women’s rights and sexual and reproductive health and rights in postcolonial development contexts. We provide a conceptual analysis of decolonial feminist attempts at moving beyond the mere critique of development to enable a more inclusive conversation in the field of development.     Abstract: Boris Johnson's populist policy against immigrants and asylum seekers, dumped in detention camps in Rwanda, may not succeed because of legal constraints. Yet, his political agenda will probably work nevertheless, given the growing xenophobia among his electorate. Against expert advice, Home Secretary Priti Patel promised the autocratic ruler in Kigali, Paul Kagame, responsible among others for retribution killings of his army (RPF), to transfer an initial £120m to deter the migrants and to make them "settle and thrive" in Rwanda. However, London would have to pay much more in the proposed "economic transformation and integration fund" for the current cost. It is highly unlikely that Rwanda will be able to cope with additional immigrants as it is already struggling to accommodate its own more than 130,000 refugees. Moreover, in the past, also Denmark and Israel had tried in vain to execute similar policies to get rid of undesirable migrants and settling them in Rwanda and Uganda. Jo

    Abstract: The British and American Congo Reform Movement (ca. 1890-1913) has been praised extensively for its 'heroic' confrontation of colonial atrocities in the Congo Free State. Its commitment to white supremacy and colonial domination, however, continues to be overlooked, denied, or trivialised. This historical-sociological study argues that racism was the ideological cornerstone and formed the main agenda of this first major human rights campaign of the 20th century. Through a thorough analysis of contemporary sources, the author unmasks the colonial and racist formation of the modern human rights discourse and investigates the 'historical work' of racism at a crossroads between imperial power and 'white crisis'

The author offers a critical perspective on contemporary expressions of international solidarity and transnational advocacy. He combines approaches from critical race and decolonial studies with an activist ethnography on networked spaces of encounters created through solidarity activism by Mapuche and non-Mapuche actors.     Abstract: Examining the dynamics underpinning the evolution of trans norms in the Netherlands, from their emergence there in 1952 up until 2019, this article traces their development through four historical phases, each marked by notable milestones and supported by different sets of frames, actors, and norm-change mechanisms. My analysis shows that the normative profile of trans issues in the Netherlands has long been ruled by medical frames, but the last decades have also witnessed the emergence and establishment of a new set of frames rooted in human-rights discourses. By tracing the trajectory of trans norms in the Netherlands and examining the mechanisms underlying the emergence and changes of frames, this article contributes to the theoretical body of studies on norm diffusion by introducing the role of hybrid entrepreneurs, the dynamic co-assembling of medical and legal domains and the self-lead trans emancipation as a social entrepreneurial strategy

    Abstract: Boris Johnson's populist policy against immigrants and asylum seekers, dumped in detention camps in Rwanda, may not succeed because of legal constraints. Yet, his political agenda will probably work nevertheless, given the growing xenophobia among his electorate. Against expert advice, Home Secretary Priti Patel promised the autocratic ruler in Kigali, Paul Kagame, responsible among others for retribution killings of his army (RPF), to transfer an initial £120m to deter the migrants and to make them "settle and thrive" in Rwanda. However, London would have to pay much more in the proposed "economic transformation and integration fund" for the current cost. It is highly unlikely that Rwanda will be able to cope with additional immigrants as it is already struggling to accommodate its own more than 130,000 refugees. Moreover, in the past, also Denmark and Israel had tried in vain to execute similar policies to get rid of undesirable migrants and settling them in Rwanda and Uganda. Jo

    Abstract: Afghanische basisdemokratische und feministische Akteure äußern deutlich ihren Widerspruch zum externen Peacebuilding - doch sie werden nicht gehört. Ihre Analysen und Ideen werden von Politik und Wissenschaft weitgehend ausgeschlossen. Darin schlägt sich, so kann die Autorin zeigen, die koloniale, epistemische Gewalt in der Weltpolitik nieder. Anschaulich und lebendig stellt sie das "unerwünschte Wissen" von vier afghanischen Organisationen vor, die in der künstlerischen Menschenrechtsarbeit, der feministischen Frauenorganisierung seit den 1970ern mit RAWA, dem Kampf gegen die Straflosigkeit von Kriegsverbrechern beziehungsweise dem besatzungskritischen Aufbau demokratischer Strukturen tätig sind. Die Studie ist eine bahnbrechende Pionierarbeit der dekolonialen Friedensforschung

Die Tagung, die am 14. und 15. Februar 2014 in Erlangen stattfand, wurde vom Arbeitskreis 'Politik und Geschlecht' der Deutschen Vereinigung für Politische Wissenschaft (DVPW) in Kooperation mit dem Lehrstuhl für Menschenrechte und Menschenrechtspolitik der Friedrich-Alexander-Universität Erlangen-Nürnberg initiiert und organisiert.     Abstract: 'Human rights of immigrants have not been directly related to rights recognised to members of traditional minorities in some constitutional or international frameworks. However, immigration processes entail new demands of integrating linguistic rights within the public space and institutions. The Spanish example can open new challenges to multiculturalist approaches, since it brings together traditional and new linguistic diversity in a very significant level. In particular, new challenges arise in sub-state autonomous entities, as is the case in the Basque country, where linguistic diversity has been a traditional element of the society. These new multilingual realities challenge the traditional view of diversity and force us to rethink the substantial contents of some fundamental rights in order to accommodate democratically linguistic diversity in post-modern societies.'
