    Abstract: "The issue of social exclusion, currently of particular concern to policy makers in Brussels, is a manifestation of new aspects of social inequality that are supposed to go along with persistent high unemployment rates and increasing poverty affection. The concept provides a multidimensional and dynamic perspective of the resultant weakened possibilities to participate in social life. The growing acceptance of the term, however, has not been accompanied by a consensus regarding who exactly belong under its rubric nor how this could be verified empirically. This contribution makes an effort to cut down the broad meaning of social exclusion in order to propose dimensions and indicators for measurement and monitoring purposes. With the help of actual data from the Euromodule, a representative survey instrument for European welfare comparison, the interplay between standard of living and social participation is analysed in Hungary, Spain, and Germany.     Abstract: "This paper identifies six main theories of the determinants of social trust, and tests them against survey data from seven nations, 1999-2001. Three of the six theories of trust fare rather poorly and three do better. First and foremost, social trust tends to be high among citizens who believe that there are few severe social conflicts and where the sense of public safety is high. Second, informal social networks are associated with trust. And third, those who are successful in life trust more, or are more inclined by their personal experience to do so. Individual theories seem to work best in societies with higher levels of trust, and societal ones in societies with lower levels of trust. This may have something to do with the fact that our two low trust societies happen to have experienced revolutionary change in the very recent past, so that societal events have overwhelmed individual circumstances." Is political output, like individual freedom, or economic output, like citizens' financial situation, a more potent force in generating approval for the newly established democratic institutions? In this paper we explore the question 'what matters more: politics or economics?' by means of various survey data. A macro-analysis of many countries reveals that political support is correlated with democratic development, but also - and more strongly - with economic and social conditions. A micro-analysis of two countries reveals that while in East Germany the perception of guaranteed liberties contributes most to satisfaction with democracy, in Hungary the personal economic situation is most influential.     Abstract: In einer ländervergleichenden Studie untersucht die Autorin die Reformpolitik der Rentensysteme in Ungarn, Polen und der Tschechischen Republik nach dem Zusammenbruch der Sowjetunion. Dabei orientieren sich die Ausführungen an der zentralen Frage, warum Ungarn und Polen einerseits sowie die Tschechische Republik andererseits im Verlauf der 1990er Jahre deutlich verschiedene Reformwege eingeschlagen haben, obwohl alle drei Länder unter dem kommunistischem Regime sehr ähnliche Rentensysteme besaßen. Während die Tschechische Republik nur einen graduellen bzw. partiellen Wandel einleitete, haben Ungarn und Polen weitreichende Reformen des Alterssicherungssystems umgesetzt, indem sie das System auf mehrere Säulen gestellt haben. Den theoretischen Rahmen der Untersuchung bildet die vielschichtige Herangehensweise von J. W. Kingdon.     Abstract: "This paper sets out to offer new insight into social change, especially social transformation. The authors have drawn up new types of social indicators to encapsulate the nature of social change, with the Intention of widening its meaning. The investigation draws an longitudinal panel studies: the German Socio-Economic Panel Study 1990-96 (GSOEP) and the Hungarian Household Panel 1992-96 (HHP). The single, albeit crucial social dimension examined is the income position of families, including the mobility of families within the income structure. The analysis takes a comparative and a longitudinal approach. Hungary and East Germany, as societies in transition, are compared with West Germany, as a case of 'usual' social change, while the income mobility of individuals is traced over time. Both these aspects are examined in relation to modernization theories.
