    A model of Covid-19 transmission among locations within a country has been developed that is (1) implementable anywhere spatially-disaggregated Covid-19 infection data are available; (2) scalable for locations of different sizes, from individual regions to countries of continental scale; (3) reliant solely on data that are free and open to public access; (4) grounded in a rigorous, proven methodology; and (5) capable of forecasting future hotspots with enough accuracy to provide useful alerts. Applications to the United States, the Philippines, and South Africa's Western Cape province demonstrate the model's usefulness. The model variables include indicators of interactions among infected residents, locally and at a greater distance, with infection dynamics captured by a Gompertz growth model. The model results for all three countries suggest that local infection growth is affected by the scale of infections in relatively distant places. Forecasts of hotspots 14 and 28 days in advance, using only information available on the first day of the forecast, indicate an imperfect but nonetheless informative identification of actual hotspots

    The World Health Organization attributes about 3.3 million annual premature deaths to outdoor air pollution in low- and middle-income countries. Comprehensive pollution monitoring in urban areas has been too costly for many developing countries; yet sparse information has hindered cost-effective pollution management strategies. Global information technologies offer a potential escape from this information trap, but their accuracy remains uncertain. This paper uses ground-based measures of fine particulates and nitrogen dioxide, provided by the CAMS-3 Darussalam monitoring station in Dhaka, Bangladesh, to test three global technologies: the European Space Agency's Sentinel-5P, the National Aeronautics and Space Administration's Moderate Resolution Imaging Spectroradiometer, and Google Traffic. The results indicate that all three global technologies can provide useful information for extension of air pollution measurement beyond the few areas that are currently monitored by ground stations. Each technology tracks ground-based fine particulates measures with high significance, and the European Space Agency's Sentinel-5P and Google Traffic perform similarly for ground-based nitrogen dioxide measures. Google Traffic can provide accurate tracking at higher spatial and temporal resolution than the satellite sources, but only for emissions from motor vehicles in major metro areas. The Moderate Resolution Imaging Spectroradiometer and the European Space Agency's Sentinel-5P capture the effects of emissions from other sources at all locations

    Research on the determinants of collective action in the commons generally focuses on interest-group heterogeneity, implicitly assuming that groups perceive the same problems but have different priorities. This paper changes the focus to the role played by perceptions themselves. Within localities, collective action may be easier if elite and non-elite households have similar perceptions of environmental problems. Regionally, collective action may be aided by common perceptions among local elites who communicate across village lines. This paper uses regression analysis to explore variations in environmental perceptions across classes and localities, using new survey data from the Indian Sundarbans. The paper finds that perceptions vary significantly across localities. Within localities, perceptions among elite households vary significantly more than perceptions among non-elite households. The results therefore favor locally-oriented collective action in the region, along with local governance that promotes non-elite participation

    This paper contributes to understanding the physical and economic effects of salinity diffusion and planning for appropriate adaptation for managing the Sundarbans in a changing climate, with a focus on the West Bengal portion of the tidal-wetland forest delta. A five-step analysis, using high-resolution spatial assessments, was conducted to get a broader picture of the migration of mangrove species with progressive aquatic salinization in a changing climate. A current (2015) basemap, with overlays of salinity tolerance for various mangrove species, and projected location-specific aquatic salinity for 2050 were used to predict the impacts of salinization on mangrove species by 2050. The results indicate patterns of gains and losses, with dominance of salt-tolerant species at the expense of freshwater species. Overall, the impact of salinity-induced mangrove migration will have an adverse effect on the flow of ecosystem services, ultimately impacting the livelihood options of poor households. Resources should be directed to developing alternative livelihoods for mangrove-dependent households. In addition, efforts are needed to develop sustainable policies that incorporate rising salinity, changes in mangrove dynamics, and the welfare impacts on poor communities

    Air pollution from vehicular traffic is a major source of health damage in urban areas. The problems of urban traffic and pollution are essentially geographic, because their incidence and impacts depend on the spatial distribution of economic activities, households, and transport links. This paper uses satellite images to investigate the spatial dynamics of vehicle traffic, air pollution, and exposure of vulnerable residents in the Dar es Salaam metro region of Tanzania. The results highlight significant impacts of seasonal weather (temperature, humidity, and wind-speed factors) on the spatial distribution and intensity of air pollution from vehicle emissions. These effects on the metro region's air quality vary highly by area. During seasons when weather factors maximize pollution, the worst exposure occurs in areas along the wind path of high-traffic roadways. The research identifies core areas where congestion reduction would yield the greatest exposure reduction for children and the elderly in poor households

    Using recent Demographic Health Survey data for Bangladesh and the neighboring Indian states of Bihar, Jharkhand, and West Bengal, this paper reexamines the determinants of child wasting and maternal anemia. The findings bear out the importance of commonly cited factors, such as mother's education and age, household wealth, and child birth order. However, the findings also highlight significant and large regional differences between Indian states and Bangladeshi provinces. For example, the results for Jharkhand state in India and Barisal province in Bangladesh indicate that controlling for those commonly cited determinants, the poorest, least-educated mothers and their children in Barisal have better health outcomes than the wealthiest, best-educated counterparts in Jharkhand. Mapping analysis of the spatial variations in child wasting and maternal anemia shows clear patterns of clustering over large areas that frequently overlap state/province and national boundaries. Possible sources of these striking differences include spatially differentiated prices and availability of critical nutrients; dietary preferences related to religion and ethnicity; nutrition education; and administration of public health and nutrition policy

    Air pollution from vehicular traffic is a major source of health damage in urban areas. The problems of urban traffic and pollution are essentially geographic, because their incidence and impacts depend on the spatial distribution of economic activities, households, and transport links. This paper uses satellite images to investigate the spatial dynamics of vehicle traffic, air pollution, and exposure of vulnerable residents in the Dar es Salaam metro region of Tanzania. The results highlight significant impacts of seasonal weather (temperature, humidity, and wind-speed factors) on the spatial distribution and intensity of air pollution from vehicle emissions. These effects on the metro region's air quality vary highly by area. During seasons when weather factors maximize pollution, the worst exposure occurs in areas along the wind path of high-traffic roadways. The research identifies core areas where congestion reduction would yield the greatest exposure reduction for children and the elderly in poor households

    Recurrent cyclonic storms in the Bay of Bengal inflict massive losses on the coastal regions of Bangladesh and India. Information on occurrences and severities of cyclones is necessary for understanding household and community responses to cyclone risks. This paper constructs a georeferenced panel database that can be used to obtain such information for Bangladesh, West Bengal, and Odisha. Cyclone strike locations and impact zones are analyzed for several historical periods between 1877 and 2016. The findings indicate that although the median location has shifted eastward, there is a marked variability in location, especially after 1960. Impacts also have varied considerably within and across zones over time, with the highest-impact zones in northern Odisha and the Sundarbans region of West Bengal. The pronounced spatial and temporal variation in cyclone impacts will provide robust controls for comparative research on household and community adaptation to cyclones in the study region. The methodology developed in the paper is general and could be expanded to an arbitrarily large set of coastal locations

    This paper develops and applies a spatial econometric model that links road upgrading to forest clearing and biodiversity loss in the Lao People's Democratic Republic. The paper uses 500-meter cells to estimate the relationship between the rate of forest clearing in a cell and its distance to the closest point on the nearest road link, the quality of that link, the cell's legal protection status, transport cost to the nearest urban center, the agricultural opportunity value of the land, and terrain elevation. The parameter estimates are all robust, with the expected signs and very high statistical significance. The paper highlights the results that measure the impact of improved road quality on forest clearing through shorter transport times to market and lower vehicle maintenance costs. The estimated response parameters and a composite biodiversity indicator are used to compute an index of expected biodiversity loss from road upgrading in each 500meter cell. The results identify areas in the Lao People's Democratic Republic where high expected biodiversity loss may warrant additional protection as road upgrading continues. This analysis will help policy makers in the country to weigh context-specific trade-offs between development and conservation objectives associated with road improvement

    Research on the determinants of collective action in the commons generally focuses on interest-group heterogeneity, implicitly assuming that groups perceive the same problems but have different priorities. This paper changes the focus to the role played by perceptions themselves. Within localities, collective action may be easier if elite and non-elite households have similar perceptions of environmental problems. Regionally, collective action may be aided by common perceptions among local elites who communicate across village lines. This paper uses regression analysis to explore variations in environmental perceptions across classes and localities, using new survey data from the Indian Sundarbans. The paper finds that perceptions vary significantly across localities. Within localities, perceptions among elite households vary significantly more than perceptions among non-elite households. The results therefore favor locally-oriented collective action in the region, along with local governance that promotes non-elite participation

    A model of Covid-19 transmission among locations within a country has been developed that is (1) implementable anywhere spatially-disaggregated Covid-19 infection data are available; (2) scalable for locations of different sizes, from individual regions to countries of continental scale; (3) reliant solely on data that are free and open to public access; (4) grounded in a rigorous, proven methodology; and (5) capable of forecasting future hotspots with enough accuracy to provide useful alerts. Applications to the United States, the Philippines, and South Africa's Western Cape province demonstrate the model's usefulness. The model variables include indicators of interactions among infected residents, locally and at a greater distance, with infection dynamics captured by a Gompertz growth model. The model results for all three countries suggest that local infection growth is affected by the scale of infections in relatively distant places. Forecasts of hotspots 14 and 28 days in advance, using only information available on the first day of the forecast, indicate an imperfect but nonetheless informative identification of actual hotspots

    The World Health Organization attributes about 3.3 million annual premature deaths to outdoor air pollution in low- and middle-income countries. Comprehensive pollution monitoring in urban areas has been too costly for many developing countries; yet sparse information has hindered cost-effective pollution management strategies. Global information technologies offer a potential escape from this information trap, but their accuracy remains uncertain. This paper uses ground-based measures of fine particulates and nitrogen dioxide, provided by the CAMS-3 Darussalam monitoring station in Dhaka, Bangladesh, to test three global technologies: the European Space Agency's Sentinel-5P, the National Aeronautics and Space Administration's Moderate Resolution Imaging Spectroradiometer, and Google Traffic. The results indicate that all three global technologies can provide useful information for extension of air pollution measurement beyond the few areas that are currently monitored by ground stations. Each technology tracks ground-based fine particulates measures with high significance, and the European Space Agency's Sentinel-5P and Google Traffic perform similarly for ground-based nitrogen dioxide measures. Google Traffic can provide accurate tracking at higher spatial and temporal resolution than the satellite sources, but only for emissions from motor vehicles in major metro areas. The Moderate Resolution Imaging Spectroradiometer and the European Space Agency's Sentinel-5P capture the effects of emissions from other sources at all locations

    Using recent Demographic Health Survey data for Bangladesh and the neighboring Indian states of Bihar, Jharkhand, and West Bengal, this paper reexamines the determinants of child wasting and maternal anemia. The findings bear out the importance of commonly cited factors, such as mother's education and age, household wealth, and child birth order. However, the findings also highlight significant and large regional differences between Indian states and Bangladeshi provinces. For example, the results for Jharkhand state in India and Barisal province in Bangladesh indicate that controlling for those commonly cited determinants, the poorest, least-educated mothers and their children in Barisal have better health outcomes than the wealthiest, best-educated counterparts in Jharkhand. Mapping analysis of the spatial variations in child wasting and maternal anemia shows clear patterns of clustering over large areas that frequently overlap state/province and national boundaries. Possible sources of these striking differences include spatially differentiated prices and availability of critical nutrients; dietary preferences related to religion and ethnicity; nutrition education; and administration of public health and nutrition policy

    This paper develops and applies a spatial econometric model that links road upgrading to forest clearing and biodiversity loss in the Lao People's Democratic Republic. The paper uses 500-meter cells to estimate the relationship between the rate of forest clearing in a cell and its distance to the closest point on the nearest road link, the quality of that link, the cell's legal protection status, transport cost to the nearest urban center, the agricultural opportunity value of the land, and terrain elevation. The parameter estimates are all robust, with the expected signs and very high statistical significance. The paper highlights the results that measure the impact of improved road quality on forest clearing through shorter transport times to market and lower vehicle maintenance costs. The estimated response parameters and a composite biodiversity indicator are used to compute an index of expected biodiversity loss from road upgrading in each 500meter cell. The results identify areas in the Lao People's Democratic Republic where high expected biodiversity loss may warrant additional protection as road upgrading continues. This analysis will help policy makers in the country to weigh context-specific trade-offs between development and conservation objectives associated with road improvement
