    Adult education can mitigate the productivity decline in aging societies if older workers are willing to learn. We examine a generous partial retirement reform in Germany that led to a massive increase in early retirement. Using county-level administrative data on voluntary education activities, we employ a difference-in-differences approach for identification. The estimates show a strong increase in participation in adult education, specifically in cognitively demanding courses, for early retirees who would have continued working in the absence of the reform. This supports the notion of an intrinsic willingness of older individuals to acquire skills and abilities independent of financial incentives.

    Die vorliegende Studie stellt grundlegende Informationen zur Qualifikationsstruktur der Erwerbstätigen in Deutschland im internationalen Vergleich und zur Ausbildung des Fach- und Führungskräftenachwuchses zur Verfügung. Dafür werden auf Basis zahlreicher Indikatoren, die zumeist als Zeitreihen berichtet werden, wesentliche Entwicklungen beim formalen und beruflichen Bildungsstand der Erwerbstätigen sowie in der beruflichen Ausbildung und der hochschulischen Qualifizierung beschrieben. Darüber hinaus wird die Teilnahme an Weiterbildung in den Blick genommen. Da technisch-naturwissenschaftliche Kompetenzen für die Innovationsfähigkeit und die technologische Leistungsfähigkeit von besonderer Bedeutung sind, werden diese sowohl auf der Angebots- als auch auf der Nachfrageseite jeweils detailliert betrachtet, auch im Hinblick auf den Ersatzbedarf. Besonderes Augenmerk liegt im Hochschulbereich auf der Studienbeteiligung internationaler Studierender. In einem eigenen Abschnitt wird zudem die erfolgreiche Beteiligung von Wissenschaftlerinnen und Wissenschaftlern aus Deutschland an der Forschungsförderung der EU dargestellt.

    We propose a regression-adjusted matched difference-in-differences framework to estimate non-pecuniary returns to adult education. This approach combines kernel matching with entropy balancing to account for selection bias and sorting on gains. Using data from the German SOEP, we evaluate the effect of workrelated training, which represents the largest portion of adult education in OECD countries, on individual social capital. Training increases participation in civic, political, and cultural activities while not crowding out social participation. Results are robust against a variety of potentially confounding explanations. These findings imply positive externalities from work-related training over and above the welldocumented labor market effects

    Die Studie zu Bildung und Qualifikation wird 2022 als Kurzstudie vorgelegt. Sie enthält wie in den Vorjahren die zentralen Indikatoren zur Qualifikationsstruktur der Erwerbstätigen im internationalen Vergleich. Erneut zeigt sich, dass der Anteil der Erwerbstätigen mit formal hohen (tertiären) Qualifikationen (ISCED 5 bis 8) in Deutschland deutlich niedriger ausfällt als in den OECD-Vergleichsländern. Dafür ist in Deutschland der Anteil qualitativ hochwertiger Abschlüsse mit berufsbildender Komponente im mittleren Qualifikationsbereiche (ISCED 3 und 4) besonders hoch. Die Studie enthält im zweiten Teil eine umfassende Darstellung hochschulstatistischer Kennzahlen zur Studiennachfrage und zur Entwicklung der Absolventenzahlen. Ein besonderes Augenmerk liegt dabei erneut auf der insbesondere in den weiterführenden Studiengängen Master und Promotion hohen Bildungsbeteiligung internationaler Studierender. Hier werden mit der zurückgehenden internationalen Studiennachfrage erste Auswirkungen der Corona-Pandemie erkennbar. Im dritten Teil der Studie werden Daten zur individuellen Teilnahme an Weiterbildung sowie zu weiterbildungsaktiven Betrieben berichtet.

    We contribute to the research on gender representation in economics by documenting the share of women among economists in a variety of leadership positions in the academic, but also in the private and public sectors, both globally and by region. For the years 2019 to 2023, we find women economists' representation overall to be low in all sectors and no clear-cut trends over time. In academia, we find women's representation to be highest in Africa and Oceania, an observation that previous studies could not show so far as they analysed global top departments and thus mechanically focused on North America and Europe. Also for the public sector, we highlight significant regional discrepancies.

    We propose a regression-adjusted matched difference-in-differences framework to estimate non-pecuniary returns to adult education. This approach combines kernel matching with entropy balancing to account for selection bias and sorting on gains. Using data from the German SOEP, we evaluate the effect of work-related training, which represents the largest portion of adult education in OECD countries, on individual social capital. Training increases participation in civic, political, and cultural activities while not crowding out social participation. Results are robust against a variety of potentially confounding explanations. These findings imply positive externalities from work-related training over and above the well documented labor market effects.
