    The DART model is a multi-sectoral, multi-regional dynamic computable general equilibrium model of the world developed for the analysis of international climate policies. Since the first version of DART was developed at the Kiel Institute for World Economics in 1998, the model has undergone a number of changes to run on more recent data and to analyze prevailing issues associated with international emission trading. The aim of this paper is to provide an up-to-date model description and thus to lay open the basis of the results of past and future policy analysis with DART97.

    The traditional trade theory predicts that trade in goods perfectly substitutes for direct movement of factors. This equivalence between goods trade and factor movements, however, depends crucially on assumptions about the production. This paper establishes necessary and sufficient conditions which describe the relationship between goods trade and capital mobility in a 2x2x2 trade model with internationally mobile capital. It identifies possible ways of incorporating capital mobility into a multi-regional, multi-sectoral Computable General Equilibrium framework. The consideration of capital mobility leads to other allocational and distributional outcomes of policy scenarios if there exists differences in production technologies across regions, trade impediments, or distortions in product or factor markets.

    For analyzing the impact of climate change and of international climate policies on the international division of labor and on regional welfare the use of a disaggregated multi–sectoral, multi–regional dynamic computable general equilibrium model is appropriate. This paper discusses the problems of defining an appropriate benchmark against which policy simulations and climate change impacts can be assessed. It explicitly considers regionally differentiated growth rates by basing the development of the parameters which determine human and physical capital growth, technical progress and technology diffusion as well as savings decisions on historical developments and estimates in the literature. A sensitivity analysis of important parameters is performed.

    The issue of global warming has become a major topic in the international environmental debate. Alternative climate policy measures can be evaluated with the help of a simulation model that integrates economic and natural science considerations. A fully integrated assessment of the two-way relationship between the world economy and the climate system requires the incorporation of the repercussions of climate change on economic processes into the analysis. This paper seeks to review the contributions of the economic literature dealing with the modelling of climate change impacts. We look at the structure, assumptions, and results of impact studies to illustrate how climate change impacts can be incorporated into Computable General Equilibrium Models (CGEs). As a point of reference a generic general equilibrium model is established and extended to incorporate climate change impacts on the economy.

    Climate change affects the physical and biological system in many regions of the world. The extent to which human systems will suffer economically from climate change depends on the adaptive capabilities within a region as well as across regions. We use an economic General-Equilibrium model and an Ocean-Atmosphere model in a regionally and sectorally disaggregated framework to analyze adaptation to climate change in different regions of the world. It turns out that vulnerability to climate impacts differs significantly across regions and that the overall adjustment of the economic system quite reduces the direct climate impacts.
