    This text aimed to provide an analytical framework about the recent repertoire of public policies to combat poverty and income inequality, its most central characteristics and how productive inclusion programs are part of this strategy. To this end, an overview was drawn up that characterizes this institutional arrangement in the current Latin American context. Then, the focus was on recent experiences in Brazil, highlighting the main programs that fall within a social protection strategy in general, and productive inclusion in particular. To complement the discussion, a bibliometric research was carried out on the basis of scientific production that addresses the theme “productive inclusion”, in order to ascertain the diversity of interpretations that the term elicits. Finally, in the final considerations, some general propositional guidelines are pointed out for the construction of a national strategy for productive inclusion in Brazil.

    This study aimed to analyze the scientific production on the relationship between state (public policies), school feeding and family agriculture in Brazil, before and after Law n. 11,947/2009, which reformulated the regulatory framework of the National School Feeding Program (PNAE). The objective was to verify how these terms have been addressed in the literature, investigating the diversity of possible problems and interpretations that the interface between them raises. The methodological path chosen is divided into two parts. First, a bibliometric survey was carried out in order to draw a quantitative overview of the production of interest, whose selected researches are presented regarding their publication periods, areas of knowledge, dissemination channels, methodological approaches and keywords most used. Subsequently, a thematic categorization of all selected works was performed, aiming at identifying the main emphasized subjects, to then highlight the general evidences found and systematized from a qualitative review of its bibliographic content. Thus, a privileged approach was obtained about the operational reality of the PNAE, since the analyses demonstrate concrete aspects about the challenges and potentials associated with the insertion of family agriculture in institutional markets, while emphasizing possible factors for the potentiation of this instrument in the Brazilian territory.

    The purpose of this paper was to analyze the political role of the Deliberative Council of the Worker Support Fund (Codefat) in the process of coordination and participatory deliberation within the Public System of Employment, Work and Income (SPETR). As inputs, the minutes of all meetings of the council from its creation in 1990 until the end of 2016 were analyzed, identifying the matters subject to deliberation. It was found that on several occasions the Codefat had to face external interferences, generating instability in its deliberative potential, in function of the efforts of different coalitions of interest to have greater control over the financial resources that circulate around the Worker Support Fund (FAT). These interests, on the other hand, do not come only from representations related to capital and labor, since government representation also acts actively to assert its own interests, which focus mainly on the discussions about the budget dynamics of the FAT, in order to bring control over current revenues and expenses. In this sense, it is possible to affirm the existence of an overlapping of bureaucratic spaces of command with different structures of power, which in practice constitutes a "hierarchy of decision-making power".

    Public policies of national scope in the context of Brazilian federalism contain a diversity of challenges for their implementation, given the complexity of the contexts in which they face and the territorial magnitude of their scope. The theme of school feeding, structured around the National School Feeding Program (PNAE), present in all municipalities, is largely faced with these challenges. This study proposed to raise different administrative, political and institutional responses adopted, within the scope of the local application of federal resources transferred by the PNAE, to promote the purchase of food from family farming, pursuant to article 14 of Law No. 11,947/2009. For this purpose, four municipalities were chosen - Bonfinópolis de Minas and Brasilândia de Minas, in the state of Minas Gerais, and Ourém and Santa Izabel do Pará, in Pará - which, despite having similar geographic characteristics, record different performances in complying with this new rule. The cases analyzed express a set of methods aimed at understanding the dynamics surrounding the State in action, demonstrating concrete aspects of the challenges and potentials associated with the insertion of this public in institutional markets, while emphasizing possible factors for the potentialization of this instrument in Brazilian territory.

    This text aims to analytically reflect on the decentralized execution process of the National School Feeding Program (PNAE), especially after an innovation that occurred through Law No. 11.947/2009, with the requirement that all federative entities commit a minimum of 30% of financial transfers received from the federal government for the purchase of food products directly from family farmers. We sought to investigate the proposed instruments to encourage adherence and coordination rules to be followed between subnational units in order to achieve the purpose set out in the program's new regulatory framework. According to the analyzes carried out, despite being a change that made the process of decentralized execution of the PNAE more complex, there was an effort on the part of local managers to move in the direction provided for by Law No. 11.947/2009, even if marked by large differences in execution in the national territory with regard to the average acquisition of family farming.

    The theme of this text is the construction of state capacities to enable medium and long term investment. The focus was on the relationship between public funds and state financial agents in the formation of institutional arrangements for the financing of economic development, based on a specific strategy. We sought to analyze the mechanisms by which the Worker Support Fund (FAT) absorbs and makes available resources for projects of national interest, managed by the National Bank for Economic and Social Development (BNDES). It was observed that there is a complex relationship of institutional complementarity involving FAT and BNDES, whose trajectory was marked by strong instability in recent years, which is a worrying situation in terms of economic planning because FAT is one of the main generators of funding for the BNDES, which in turn is the main medium and long-term financing agent in the country.

    This text aims to analyze the political dynamics that triggered fundamental changes in the institutional trajectory of PNAE, as well as to differentiate the phases that the program has assumed in its history and the processes of change that occurred between them. In this sense, the effort expended aimed to identify the main determinants (political and economic) of the institutionalization (process of formation of normative standards) of PNAE, emphasizing its conjunctural specificities regarding the assumed intervention patterns, especially regarding financing strategies, inter-federative coordination and definition of suppliers. The systematization of the information allowed us to characterize four very remarkable phases in the development of the program since the 1950s, when the theme entered the federal agenda. The institutional changes that took place followed an incremental trajectory, associated with endogenous and exogenous factors that affected their regulatory dynamics. The theoretical support of historical institutionalism allowed a refinement of the analytical framework of the processes of change between each of the indicated phases.

    This study consists of an effort to analyze the process of constitution of the paradigm of the public employment system (SPE) in Brazil, having as a reference the programmatic model proposed from the deliberations of the International Labor Organization (ILO). Therefore, it is a matter of analyzing the relationship between two trajectories: the deliberative sequencing that established a propositional framework of articulated programs aimed at tackling the problem of unemployment; and the institutional sequencing of the formation of a Brazilian model of SPE. The approach used was intended to highlight the main institutional facts that led to this specific social protection system, which over time was detaching itself from the general social security system to have its own financing, coordination and operationalization arrangements. For this, it was verified how the decisions at the international level were received internally and how the Brazilian State was being instrumentalized, since the formation of a labor and social security institution in the 1930s until the consequences of the Federal Constitution of 1988 (CF/1988), to respond to commitments made over time.

    This study aims to analyze the relationship between credits contracted from the National Program for Strengthening Family Agriculture (Pronaf) and agricultural productive diversification in Brazilian territory. This verification took place both in terms of the percentage share of the main agricultural crops in municipalities with different levels of credits contracted from Pronaf, and in terms of the impact of these credits on a synthetic index of productive diversification. The starting point was the premise that Pronaf's operational design influences the potential for productive diversification of Brazilian family farming insofar as it limits the production decisions of its applicants. The data indicate that the program has maintained, in general terms. the tendency to follow the productive structure of local agriculture, reinforcing pre-defined dynamics. This finding is in line with the hypothesis raised about the limitation of the operational design in printing different dynamics of agricultural production.

    Among the institutional transformations proposed by the Labor Reform approved in 2017, the proposal of a new type of contract, called "intermittent", stands out. Although this modality does not constitute an innovation, its adoption is undeniable and, more specifically in Brazil, its dissemination in an economy with problematic structural aspects in the construction market deserves careful analysis. Therefore, this paper seeks to promote an analysis of the evolution of intermittent job evolution in the country, combined with a delineation of a profile of its workers, employing descriptive statistics, as well as logit regression, besides making projections to evaluate the possible effects of a spread of this type of contract. The results show that, although the intermittence still has a modest participation in the conformation of the Brazilian formal employment stock, it is possible to observe an increasing number of admissions within the net annual movements; and conjectures suggest that the growing importance of intermittent work could lead to not negligible changes in the sectoral structure of employment, such as the reinforcement of exclusionary stigmas, a reduction in the wage bill and an increase in income inequality. Besides that, logit results show that younger people, non-white color and without higher education constitute the most likely to intermittent employment.

    This research aims to investigate the effect of the National Program for the Strengthening of Family Agriculture (Pronaf) on income from work in rural Northeastern Brazil. For this purpose, data from the 2014 National Household Sample Survey (PNAD) were used and the propensity score matching (PSM) technique was applied. In general terms, the analyzes found show that the program provided an improvement in the income of agricultural work in the rural northeast. Estimates from the average treatment effect model showed that those who participate in Pronaf have an average income 29.3% higher compared to non-beneficiaries.

Therefore, the analytical focus fell on the inflows and outflows of workers, seeking to relativize them with the general flows of the formal labor market. The main data source was the Annual Report of Social Information (Rais), on which specific tabulations were performed to estimate the flows of eligible workers in each year. Some of the main conclusions: i) the movement of formal occupation was a fundamental factor for the growth in the number of eligible people between 2011 and 2019, with its greatest effect for those who were joining or leaving Rais; ii) the groups of workers that gained more access to the formal market had a relative increase in the total number of eligible workers; iii) the dynamics of the number of workers who became eligible among those who already had a formal job from one year to the next showed differences in terms of compliance with the criteria, with emphasis on the time criterion; and iv) the minimum wage policy has an influence on the number of people eligible for the Abono Salarial, mainly due to its influence on the remuneration criterion.

    This research aimed to analyze the mechanisms of social organization and collective action around projects associative of solidarity economy and territorial development. For this, the empirical element analysis will be the Beekeepers Association of the Region of Alto Turi Maranhense (Turimel), formed in 2008 by a group of farming families who reside in a state with a region of origin in the 1960s, but until today remains serious problems regarding infrastructure, public services and property rights. Dealing with the difficulties and feasibility of this collective project resulted in the institutional recognition of Turimel and empowerment of the families involved, as well as improving their quality of life. More than an economic enterprise, the beekeeping associative was a strong element of re-territorialization in the Alto Turi, since it allowed an environment of new prospects for productive insertion its rural population, while it opened other fields dispute from a new economic dynamic market.

    This study is intended to verify the effects of recent regulatory changes in the National School Feeding Program (Programa Nacional de Alimentação Escolar - PNAE), in particular the insertion of agriculture as a public to be prioritized in the purchase of food, on its potential contribution to the food security agenda and nutrition in the country. For this, we opted for an analysis of purchases made on behalf of the program in order to identify whether the food supplied met the necessary requirements for promoting adequate and healthy food, for 2016. The foods informed on this basis were classified by food groups, according to the IBGE classification list and also by the new classification, used by the Food Guide for the Brazilian Population, which classifies foods into five groups: in natura, minimally processed, culinary ingredient, processed and ultra-processed. The numbers analyzed allow us to say that the supply of products from family farming to the PNAE, in addition to guaranteeing a minimum food supply to students of different ages and favoring learning by contributing to the attendance of students, has also helped in the formation of healthy eating habits among the beneficiaries.

    This paper aimed to problematize the relationship between community development banks (BCDs) and public management.     This study analyzed the impacts produced by the rule for purchasing family farming products for the National School Feeding Program (PNAE). It sought to verify the effects that the change in the public food procurement (CPA) mechanism under this program caused on the income and productive activity of family farmers who were able to access this market at some point in time. To this end, the difference-in-differences econometric approach was used as an empirical strategy, combined with the entropy balancing technique - applied by cross-referencing the program's database with the Producer Aptitude Declaration (DAP) database. From the analysis carried out, it was found that the PNAE generates statistically significant economic effects on the income of family farmers who can access this market, although as for productive diversity the results were inconclusive. It is concluded that the PNAE is an important tool for raising the gross value of production for family agriculture, constituting an important component of a local development strategy.

    This text aims to analyze the dynamics of the budget cycle (planning and execution process) of the solidarity economy policy in the federal government. For this purpose, a more general analysis was carried out on the strategic design of implementation and the operational evolution of the programs inserted in this theme, with the main focus being the budget execution potential of the respective administrative unit. The temporality of the analyzes covers all the recent experience of solidarity economy in the agenda of the federal government from the different Pluriannual Plans (PPAs) carried out during this period: 2004-2007, 2008-2011, 2012-2015 and 2016-2019. The results show that the programs developed for the implementation of the policy have undergone several problems that influenced the capacity to execute the actions and activities planned. Despite the maintenance of the thematic in the government agenda during all these years, everything indicates that the National Secretariat of Solidarity Economy (SENAES), an institutional locus of solidarity economy policy in the federal government, faces a moment of crisis as a paradigm of public policy in the field of work, which creates serious uncertainties about its continuity.

    This study analyzes the most relevant political and economic factors that conditioned the institutionalization trajectory of the brazilian Public Employment, Labor and Income System (SPETR). For this, the analytical focus was the financing mechanisms of the Fund of Support to the Worker. Based on a broad analysis of legal instruments and accounting for FAT's annual exercises since its implementation, it has been noted that, as current expenditures have increased in relation to revenues, especially in view of the mandatory constitutional programs (unemployment insurance and salary bonuses), such financing arrangement began to show signs of fragility, since the space to cover discretionary current expenses that make up the other operational dimensions of SPETR has been reduced. However, the main vector of depletion of FAT’s financial capacity comes from economic policy decisions within the federal government that have transcended even the decision-making sphere created for this purpose, the Codefat. Decisions with the greatest impact on the system came unilaterally and without any compensation from the economic policy summit of the different governments since the mid-1990s, mainly affecting their revenue stream, particularly revenue earmarking and tax relief.

    The objective of this paper was to analyze how the process of formation of a national identity of the solidarity economy movement in Brazil was developed around a mobilizing paradigm in defense of associated work and economic relations not restricted to the mercantile sphere. In this sense, we sought to identify some of its main contextual particularities, such as: its multiplicity of subjects, its organizational strategies and its political interactions. It is a pluralistic social movement, composed of distinct identities, connected around common principles of economic organization and social reproduction. The research allowed to identify a repertoire with diversified routines of collective action, and a pattern of interaction with the public power very active, taking advantage of important contextual political opportunities, especially with respect to governments permeable to these ideas in their agendas.

    This paper was based on some previously delimited categories to guide a reflexive debate about the production on the institutionalized social participation in the scope of the public administration in Brazil. To that end, the analytical course was organized and developed around a new concept for a generic definition of these innovations in the field of democratic practice in the country, here called "participatory deliberation institutions" (PDI), each with its particular functional characteristics. For a better operationalization of this concept, the text is ordered from three analytical pairs: i) institutionalization and structural insertion of these innovations; ii) participation and representativeness; and iii) deliberation and effectiveness. On these pairs some arguments in the literature have been embedded and problematized in order to shed light on different issues that fall within this highly complex field, aiming also for a more precise detailing of the central characteristics in terms of the democratic advances and intrinsic contradictions found dispersed in the area debate. With this, it is believed that this text makes a relevant contribution to the mapping of the "master lines" of analysis on a field of practices that, despite the rich production already existing, still makes possible and even lacks other exploratory investigations, given the dynamism inherent in the very process of democratic consolidation.

    This paper analyzes the relationship between social mobilization (of public and private actors) and the agenda of official participatory institutions in the field of solidarity economy. More specifically, it was sought to analyze, through participatory observation and documentary analysis, how this relationship occurred during the process of social-state interface promoted by the national conferences, especially the 3rd Conaes, which occurred in 2014 and triggered the elaboration of the National Plan of Solidarity Economy. In the end, it can be said that the conference process was appropriate for the part of the civil society involved in its theme as a link between its traditional mobilization repertoires and the opening of an official channel of contact with a representation of the public power.

    The paradigm of solidarity economy emerged at the end of the twentieth century as a proposal of self-management organization of work and production that involves a set of collective practices in search of new strategies of social inclusion and territorial development. Since then, it has become consolidated as a new field of research in several areas of scientific knowledge, not restricted to the social sciences.
