    A substantial amount of research has been conducted examining inequality in South Africa using multiple data sources. We provide an overview of this research in this paper. Furthermore, we use nationally representative survey data to estimate income and consumption inequality in South Africa between 1993 and 2017, and we discuss the comparability of income and consumption measures across surveys. We compare our estimates of inequality to those in the World Income Inequality Database (WIID), which provides adjusted inequality estimates to ensure consistency across time and countries. Despite these adjustments, there are some large fluctuations in income inequality estimates from the WIID,which can be partly attributed to data comparability problems. The overall trend in post-apartheid South Africa indicates an increase in income and wealth inequality. However, estimates of inequality levels over time are influenced in part by methodological changes implemented across multiple surveys over time, making definitive conclusions about inequality levels and trends difficult.

    We synthesize the findings from several recent papers on South Africa's very high income inequality. These papers use new datasets—including income tax data—and new empirical methods to investigate the drivers of household income and individual earnings inequality in South Africa. Increased returns to experience and an increased rate of return to tertiary qualifications are key drivers of a widening earnings distribution. Tax data merged with survey data show that those at the top of the earnings and income distributions have done well in both absolute and relative terms, thus increasing inequality. Direct taxes and social grants are progressive, indirect taxes are less progressive, and tax exemptions for health insurance and pension fund contributions are regressive. A significant proportion of the current middle class are vulnerable to falling into poverty. Overall, South Africa has not made progress in reducing its extreme inequality over the last decade.

    South Africa's Employment Tax Incentive, launched in 2014, aimed to address low youth employment by reducing the cost of hiring young workers. We make use of anonymized tax administrative data from the 2012-2015 tax years to examine the effect of the Incentive on youth employment. We match firms claiming the subsidy with similar firms not claiming the subsidy and observe their hiring behaviour before and after the implementation of the policy. We find no statistically significant impact on youth employment on average. We see a positive and statistically significant effect on youth and non-youth employment in firms with fewer than 200 employees. However, we cannot distinguish whether the increase is due to the policy or to employment growth within the firm.
