    Despite the economic importance of the road transport sector, there is no systematic cross-country evidence on the sector’s efficiency. This paper develops a conceptual framework for analysing the social efficiency of the road transport sector, including non-market inputs – such as travel time – and negative outputs – such as accidents and emissions. This framework is then used to analyse efficiency in 32 OECD countries. Data issues in terms of availability, quality and comparability are significant, and the empirical results have to be interpreted with caution. Nevertheless, there is fairly robust evidence that social efficiency is low in a number of OECD countries. The low efficiency suggests that substantial room for input savings exists in these countries. A framework for analysing how road transport policies may impact performance is developed, but a scarcity of data on policy settings currently limits the scope for empirically connecting the two.

    Three main approaches can be used to assess infrastructure performance. The first employs macro-econometric techniques to estimate the impact of the existing infrastructure capital stock on growth and to infer its growth-maximising level. This approach neglects the impact of infrastructure on some dimensions of social welfare, such as pollution. The second relies on ex-ante or ex-post cost-benefit analyses of infrastructure projects. These take into account desirable and undesirable outcomes and provide thus a welfare perspective, but this approach would not allow comparing the performance of the existing infrastructure stock. A third approach aims at benchmarking the social efficiency of infrastructure service provision based on the existing capital stock taking into account positive and negative externalities. This paper analyses the challenges in implementing these approaches.

    Several studies have reported a large negative effect of national borders on the volume of trade. We provide new estimates of the border effect for continental Europe using road rather than great circle – or “as-crows-fly” – distance. Road distances for 48 180 European city pairs have been extracted from Bing Maps Routing Services. As our dataset also has information on travel time, we are able to consider costs related to time in addition to those depending on distance. We find that for the same great circle distance and the same city size, the road distance between two cities located in the same country is around 10% shorter than that between cities located in different ones. Travel speed is also higher between cities in the same country. We find that by using measures based on the actual road distance rather than the great circle distance, the negative effect of international borders on goods trade in a standard gravity equation is lowered by around 15%. Time-related trade costs account for an additional 10% reduction in the border effect. Overall these results point to the importance of road networks – and road transport policy in general – to enhance market integration.

    Costa Rica's transport infrastructure sector has long suffered from insufficient and ineffective investment and maintenance spending, resulting in a congested and poor-quality transport network. Public spending has been below the OECD average and private sector participation is limited. The road network is extensive but of poor quality, railways are in disrepair and only slowly being reactivated after having been shut down in the 1990s, seaports quality and capacity are deficient. Internal transportation overly relies on private road vehicles as the public transport system, especially railways, is inadequate. As a result, the transport sector is the major source of greenhouse emissions. Major challenges hindering the sector performance are: excessive institutional fragmentation, which reduces transparency and accountability of public sector agencies, poor strategic planning, which results in haphazard infrastructure development and poor intermodal connections, aversion to private sector participation and absence of an infrastructure-project pipeline, which discourage private investment, poor project preparation and slow project execution due to no cost benefit analyses, unclear project selection criteria and insufficient stakeholder engagement. We provide new estimates of the border effect for continental Europe using road rather than great circle – or “as-crows-fly” – distance. Road distances for 48 180 European city pairs have been extracted from Bing Maps Routing Services. As our dataset also has information on travel time, we are able to consider costs related to time in addition to those depending on distance. We find that for the same great circle distance and the same city size, the road distance between two cities located in the same country is around 10% shorter than that between cities located in different ones. Travel speed is also higher between cities in the same country. We find that by using measures based on the actual road distance rather than the great circle distance, the negative effect of international borders on goods trade in a standard gravity equation is lowered by around 15%. Time-related trade costs account for an additional 10% reduction in the border effect. Overall these results point to the importance of road networks – and road transport policy in general – to enhance market integration.

    Three main approaches can be used to assess infrastructure performance. The first employs macro-econometric techniques to estimate the impact of the existing infrastructure capital stock on growth and to infer its growth-maximising level. This approach neglects the impact of infrastructure on some dimensions of social welfare, such as pollution. The second relies on ex-ante or ex-post cost-benefit analyses of infrastructure projects. These take into account desirable and undesirable outcomes and provide thus a welfare perspective, but this approach would not allow comparing the performance of the existing infrastructure stock. A third approach aims at benchmarking the social efficiency of infrastructure service provision based on the existing capital stock taking into account positive and negative externalities. This paper analyses the challenges in implementing these approaches.

    Despite the economic importance of the road transport sector, there is no systematic cross-country evidence on the sector’s efficiency. This paper develops a conceptual framework for analysing the social efficiency of the road transport sector, including non-market inputs – such as travel time – and negative outputs – such as accidents and emissions. This framework is then used to analyse efficiency in 32 OECD countries. Data issues in terms of availability, quality and comparability are significant, and the empirical results have to be interpreted with caution. Nevertheless, there is fairly robust evidence that social efficiency is low in a number of OECD countries. The low efficiency suggests that substantial room for input savings exists in these countries. A framework for analysing how road transport policies may impact performance is developed, but a scarcity of data on policy settings currently limits the scope for empirically connecting the two.

    Costa Rica's transport infrastructure sector has long suffered from insufficient and ineffective investment and maintenance spending, resulting in a congested and poor-quality transport network. Public spending has been below the OECD average and private sector participation is limited. The road network is extensive but of poor quality, railways are in disrepair and only slowly being reactivated after having been shut down in the 1990s, seaports quality and capacity are deficient. Internal transportation overly relies on private road vehicles as the public transport system, especially railways, is inadequate. As a result, the transport sector is the major source of greenhouse emissions. Major challenges hindering the sector performance are: excessive institutional fragmentation, which reduces transparency and accountability of public sector agencies, poor strategic planning, which results in haphazard infrastructure development and poor intermodal connections, aversion to private sector participation and absence of an infrastructure-project pipeline, which discourage private investment, poor project preparation and slow project execution due to no cost benefit analyses, unclear project selection criteria and insufficient stakeholder engagement.     Consisting of teams working with firm level data, the International Study Group on Exports and Productivity has used comparable micro level panel data for 14 countries and a set of identically specified empirical models to investigate the relationship between exports and productivity. The overall results are in line with the big picture that is by now familiar from the literature: Exporters are more productive than non-exporters when observed and unobserved heterogeneity are controlled for, and these exporter productivity premia tend to increase with the share of exports in total sales; there is strong evidence in favour of self-selection of more productive firms into export markets, but nearly no evidence in favour of the learning-by-exporting hypothesis. The authors document that the exporter premia differ considerably across countries in identically specified empirical models. In a meta-analysis of the results they find that countries that are more open and have more effective government report higher productivity premia. However, the level of development per se does not appear to be an explanation for the observed cross-country differences.

    This paper investigates the causal effect of public administration efficiency on firm-level productivity. To this purpose, we combine newly available data from Italy on public administration efficiency of subnational governments with geo-localised firm-level data for the years 2004-2014. Italy provides a relevant setting to examine the relationship between public administration efficiency and firm productivity because of large and persistent spatial disparities in economic performance and local administrative capacity. The identification strategy exploits discontinuities that occur in local public-administration efficiency across provincial borders. The results suggest that local public administration efficiency has a large effect on firms’ productivity growth. Increasing local public administration efficiency from the 25th percentile to the 75th percentile would raise the firm-level labour productivity in Italy by 2.4 percentage points.

    The United Kingdom (UK) has spent less on infrastructure compared to other OECD countries over the past three decades. The perceived quality of UK infrastructure assets is close to the OECD average but lower than in other G7 countries. Capacity constraints have emerged in some sectors, such as electricity generation, air transport and roads. Developing and regularly updating a national infrastructure strategy, with the National Infrastructure Plan being a welcome first step in this direction, would contribute to reduce policy uncertainty and tackle capacity constraints in a durable way. The design of coherent development plans by local authorities congruent with the national and local planning systems should continue to improve project delivery. The government intends to finance a large share of infrastructure spending to 2020 and beyond through private capital. Unlocking private investment in a cost effective and transparent way could be supported by further improving incentives for greenfield investment, continuing to carefully assess and record public-private partnerships, and promoting more long-term financing instruments.
